On motion duly made by I. R. Carper, seconded by J. R. Martin, it was unanimously BIIILDING PERMITS RESOLVED, that the following applications for bu~.ding permits be approved: To J. V. MASHBURN Mr. Oakley Hughett appeared in the interest of a~ AVEHjTE SENFR petition presented by eight property owner~a to the Tows Man~jger for a sewer extension on Mashburn Avenue, whereupon the Tows! Manager read the petition.. In connection therewith, a comm~ica- ~~ tion from J. A. Farmer, J. C. Andrew, Luther R. Miles and Emily ~. Smith, signers of former petition, was presented, in whi~h they requested that their names be striker from the petition for a~ewer a ~~~~ Council Min. Conttd. The Mayor stated that a sursrey wtruld - be made to determine the cost, said petition. to be plat®d in line with other projects. Dr. C. P. Pope, Health Officer, and Mr. Bernard Shutt, Sanitation Officer of th® Pulaski County Health Department, appeared and requested the Council to adopt an' ordinance regarding confin®ment of dogs inasmuch as a dog had been found on July 2lst with rabies. On motion duly made by W. F. V~hite, seconded by I. R. Carper, and carried by a unanimous votes the following ordinance was adopted; ORD C$ AN ORDINANCE PLACING A QUARANTINE Old DOGS Ild THE TOWN OF QIIARAIdI'Il1E PULASKT, VIRGINIA AND PROVIDING A PENALTY FOR VIOLATION Old DrOG3 THEREOF ; &IiEREAS, the Health D®partment of the Town of Pulaski has reported to the Council that a dog infected with rabies has been found in the corporate limits of the Town of Pulaski, and there is great probability that other - cases of rabies will develop therefrom; and ~IPHEREAS, it is in the interest of public - health and safety that a quarantine be placed on•all dogs in the Town of Pulaski; - -THEREFORE, BE IT RESOLVED by the Council ~ of the Town of Pulaski that a state of emergency is de~3:ared to exist, and tt shall be unlawful for dogs to run at large in the Town of Pulaski for a period of forty-five (45) days f r am July 22, 1952 ~ and Be It Fuxther Resolved that the owner of all dogs within the Town of Pulaski shall keep the same tied or penned upon the premises, and B® It Further Resolved that any dog owner failing to comply with this proclamation shall be aub3ect to a fine of not less than Five (~5.00)nDollars nor mor® than Twenty-Five (~25.00j Dollars for ®ach offense and any dog found running at large without a license may b® killed by the proper authority; Be It Furth®r Resol~r®d •that the Police Officers of the Town of Fulaski are hereby instructed to enforce this order, anal PETITION 3E®ER ON LAF'AYETTE L.J.RUSSELL RE.CURB Council Minutes Conttd. The Town Manager read a petition presented by re~lideats of Lafayette Avenue for sewer line extension, whereupon the ~Iatiae was referred to the Town Manager for a survey and consid®raton with otY~er petitions. L. J. Russell appeared and requested that a curb~be installed in front of his property on Prospect Avenu®. He wits i advised thepolicy of the Town is regard to assessment of cot ~ on such pro jecta. The Town Manager advised he would view thi site. M.G.BA~E The Chairman of the Street Committee stated th®yhad CURB A1lD GIITTER PROSPECT viewed the site in regard to curb and gutter request of M. SPECIAL The Council agreed to hold a special meeting oa MEETING DELINQUENT July 31, 1952 for purpose of receiving and acting on delinquent TAXES tax list to be presented by the Town Treasurer. On motion duly made by W, F. White, seconded by I. R. Carper, it was unanimously RESOLVED, that the Town Manager investigate peti~#ion ~. ST.L(~P. for a street light by residents on Eighth Street between Rand lph Eighth S't. tion is undertaken in the particular .block, that the pr®sentteurb be placed in line and that removal of existing curb and any ~irees be done at no cost to Mr. Bane or such persons as may join with Bane in participation of cost of construction of additional ~.irbixig on Prospect Avenue between 12th and 13th Streets. Crowell, it was unanimously RESOLVED, that concrete curb be installed on 10th Street for a distance of 150 feet adjacent to Pulaski AN ORDINANCE REQUIRING TRAFFIC TO STOP AT INTERSECTION OF JEFFERSON AVENUE AND FIRST STREET, SOUTH: AND PROVIDING METHOD OF ENFORCEMElaI' AND PUNISHMENT FOR VIOLATION; BE IT ORDAINED by the Council of the Town of Pulaski, Virginig, that : step before entering the intersection of Jefferson Ava1u® and First Street, South; I~owever, at the discretion of the town m~a.nager, "Stops" upon Jefferson Avenue before entering the intersection when proceeding either North or South, may be eliminated during the months when Jefferson School is clos®d; the town manag®r shall at his discretion, put this exception 3.ffito effect by removing stop signs on Jefferson Avenue or by replacing them as the case may be; and, 1 1 This ordinance, shall be enforced in the same way as other traffic ordinances; any violation of said ordinance, is hereby declared to be a misdemeanor and punishable as provided for punishments of other misdemeanors under the laws of the State of Virginia.
