Minutes _Pulaski, Va., Aug. 19, 1952 The regular semi.-monthly meeting of the Town Council of the Town of Pulaski,_ Virginia was held in the Municipal Building at 4 p.m., August 19, 1952. PRESENT There were present: Mayor H. R. Imboden, presiding Councilmen: I. R. Carper, 0. 0. Crowell, E. T. Painter J. R. Martin, G. R. Steger, W. F. White. Absent: W. D. Crumbley, Jr., Councilmen-elect. MINUTES The minutes of the regular monthly meeting held August 5, 1952 were read and approvedt On motion duly made b'y W. F. White, seconded by I. R. Carper, it was unanimously APPROVED RESOLVED, that the following applications for building BUILDING permits be approved: Pulaski National Bank for remodeling PERMITS front of Gay Shops, steel and brick and glass, estimated ~2, 000.00; To L. W. Deyerle for frame addition five rooms to 425 S. Washington Avenue, estimated X4,000.00; To Appala- chian Electric Power Co., for white faced brick office building, 114' 11~" x 47'9" addition, to existing building on north side of West Second Street, between Warrington and Jefferson Avenues, including excavation for~2~3 basement with underground automo- bile storage, estimated cost indefinite; To Mrs. W. W. Tyler by 1i6. M. Phibbs for repair of store front at Emmart's Store on Second Street NW, estimated 500.00; To Gallimore & Lively, Contractors for repair of fire wall on Southwest Times Building, as advised by Mr. Imboden. RESOLVED, that the following application for certificate of CONVENIENCE APPVD. public convenience and necessity be granted upon recommendation of the Chief of Police: To Frank Walter Hall T/A West Bnd Cabs - one taxi. On motion duly made by W. F'. White, seconded by I. R. Carper, and with the affirmative vote of each member present, it was C.V.JACKSON RESOLVED, that Mr. C. V. Jackson be appointed as a successor APPOINTED to Tyler ~''. Wirt, deceased, Councilman from the First Ward, for the unexpired term ending August 31, 1952. On motion duly made by J. H. Martin, seconded by I. R. Carper, i't was unanimously BUILDING RESOLVED, that the proposed building code shall be approved CODE , subject to a public hearing to be held August 25, 1952 at 4 p.m. at the Town Offices. F. J. Critter, Superintendent of Pulaski County Schools, SCHOOL SAFETY appeared regarding schopl safety in the vicinity of Pico Terrace and Claremont schools in East Pulaski. School to Pico Terrace, safety problems had been created in regard to cY~ildren crossing on U. S. Route 11 near Pico Terrace Road and Peppers Fey Road intersection, and also, that there will be a safety problem npn Newbern Road, and that police protection would be required as we],~. as traffic regulations, and/or signs at both places. It was his su~ges- tion that an overhead walkway be provided on Route 11, or a stop light. The matter was discussed at length. On motion duly made by W. ~''. White, seconded by E. T. Painter~,~ it was unanimously RESOLVED, that the matter of school safety in the vicinity ofd Pico Terrace and Claremont Schools be cleared as soon as possible due to school-opening in the very near future and that the Mayor shall appoint a committee to study the matter with the Town Manager and Mr. Cri~zer, this committee having the power to act. Upon inquiry of Mr. Critter, Councilman White, with a3ssent of.'~the Council, included in his aforestated motion, the consideration of°a sidewalk.on Newbern Road. 1 It was the consensus of Council that the same protection as p~hevious ly provided at Jefferson School would be continued. ,; C. V. Jackson, newly appointed Councilman, having been notified of his appointment and having taken oath of office,, took his seat. Un motion duly made by I, h. Carper, seconded by ~. T. Painte~, it was unanimously ORD NC RESOL VED, that an ordinance entitled "An Ordinance Placing a ~I INA E RESCD Quarantine on Dogs in the Town of Pulaski, Virginia And Providingsa Penalty for Violation Thereof" as adopted by the Council on July ~2, 1952 shall be rescinded in entirety, effective immediatly. ~~ .. August 14, 1952 b4EMORANDUM; To: Street Committee Subj:CURB LINE-M.G.BANE PROPERTY ON PROSPECT AVE.-BETWP,EN 13th and 14th STREETS ti~1 ~ Council Minutes Cont'd Pulaski, Va., August 19, 1952 The subject of the curb line on the west side of Prospect Avenue between 13th and 14th Streets as presented by Mr. Bane continues to be a matter of discussion. Mr. Bane .yesterday had a meeting with Mr. White at the site and the Town Manager was requested to be present. Mr. Bane somewhat questions the Council's decision and is still interested in extending the curb and gutter the additional 50 feet in line with his present curb. In view of the question1as to the property line locations, the Town Manager yesterday afternoon made a survey of the prop- arty and street lines in the vicinity and for the information of the Committee, the following is advised; 1. The northeast projection of b2r. Ned Bane's house is 4' from the west Prospect Avenue property line. 2. The front of Mr. M. G. Bane's house is 10 feet from the west property line of Prospect Avenue. 3. The back side of the concrete curb in front of the Banes' houses is 16 feet from the property linen. (In other words, Mr. M. G. Bane's house is 26 feet from the curb, 16 feet of which is Town property; and Mr. Ned Bane's house is 20 feet from the curb, 16 feet of which, also, is Town property). 4. The established curb line on Prospect (as~in front of Harman and Gesell) is 12 feet from the property line. There thus being a 4 foot difference in the Bane and Harman curb line. As comparison in the recent sidewalk, curb and gutter construction on the north side of 4th Street betwe®n Washington and Jefferson - the allowance of 5 feet for sidewalk and 3 feet for utility -strip was made making a total of 8 feet from curb back to property line. (Stakes were set on the Prospect property line of Banes' and a deflection of 0.5 or 0.6 feet is to be allowed in location of these stakes and measurements pertaining thereto, either to east or west). At• the request by Chief of Police, Boothe for clarification INVESTI CATIONS -Canvassersof Ordinances pertaining thereto, it was the consensus of Council that time allowed for police investigations of out-of town persor~ desiring agents and canvassers' licenses shall be at least ten days, and also, that charitable organizations shall not be com- palled to obtain such a license. On motion duly made by W. F . White, seconded by I. R. Carper, ORDINANCE and unanimously carried, the following ordinance was adopted; PARKING N.SIDE BE IT ORDAINED that parking shall be restricted on the north 11TH ST. side of 11th Street, NW, west of Randolph Avenue, and that this shall be enforced the same as other parking regulations of the Town of Pulaski. On motion duly made bt° E. T. Painter, seconded by I. R. Carper it was unanimously PRESS BOX RESOLVED, that a press box addition approximately 8' long and ADDITION APPROVED 6' wide be constructed at Calfee Park and that an appropriation of Seventy (70.00) Dollars from the General Funds be made for this 1 1 1 work. Pa~k~ter, it was unanimously 1 1 JOHN BYRD RESOLVED, that an account in the name of John R. Byrd for, ACCOUNT CHGD. OFF OF proportionate cost in installation of curb and utter on the sd~uth BOOKS g side of Eighth Street, NW, between Randolph and Jefferson Avenues, in the amount of X34.65 be charged off the books. ; TRAFFIC There was discussed at length, traffic congestion in the CONGESTION OFFICE vicinity of the Post Office due to over limit parking this was referred to the Town Manager for recommendations at the next mdibting. FIRE The Mayor read a letter from the Cor,~mittee on Fire Prevention PREVENTION &SAFETY and Safety as follows: LETTER Report of Sub-Committee on Traffic Hazards, presented to ahd ~ adopted by Safety and Fire Prevention Committee in monthly; meeting July 29, 1952. 1. Route U. S. 11 over Draper Mountain. Suggest erection of large sign at top of Draper Mountain to warn northbound trucks of steep grade, with town at ,: foot of mountain. 2. Dora Highway and Pierce Avenue. `' Suggest erection of blinker light at intersection. If possible, have old store building moved back. 3. Fifth Street and Jefferson Avenue. This i~ a bad corner because it is a blind corner, and`., because tourists miss the burn at Washington Hvenue. Suggest installation of blinker light and/or reflecting; type stop signs. 4. First Street and Washington Ave., Rt. 11. Suggest temporary light at this intersection to be used; only during rush hours (noon and 4-5). 5. Washington, Prospect Avenue and Bth Street. Make one of the Avenues a stop street, possibly Frospecu"~ because it is less heavily traveled. 6. Make all stop signs reflecting type (such as we now have at Jefferson and Second Street South) or luminous. ~~ a 7. Check all stop signs to determine that they are not obstructed or could not be obstructed by a legally n parked car. !t. Kroger Parking lot. Traffic hazard is created when taxis pull into parking lot to load or unload, thus blocking and holding other° cars in traffic, wanting to come in lot. This has beer: presented to Manager Spraker and District Manager Clayt~or and they have agreed to assign and designate two parkin spaces on lot for taxis only. 8. On motion duly made by I. R. Carper, seconded by W. F. White, it was unanimously SCHOOLS TO BE RESOLVED, that effective October 1, 1952, all churches CHARGED FOR 1~`ATER & SEA!-I~ and schools in the corporation limits. shall be charged for water and sewer services, and further, that water meters, as available, shall be installed on all schools. On motion duly made by W. F. White, seconded by I. R. Carper, it was unanimously TRAFFIC RESOLVED, that the Town Manager and the Street CONDITIONS W'ASH.& Committee shall make a study of traffic conditions in the COMMERCE COLUMBIA. vicinity of intersection of Columbia Drive and Washington DRIVE & WASHINGTON Avenue, South, and Washington Avenue and Commerce Street intersection and make recommendations in regard to same. SCHOOL The Mayor appointed Councilmen Martin, White and SAFETY COMMITTEE Carp®r as a committee to study school safety, as previously APPOINTID stated in these Minutes.
