PRESENT There were present: Mayor H. R. Imboden, presiding Councilmen: I. R.Carper, d.O.Crowell, C.V.Jacksn, J.R.Martin, Y~.D.Macgill,Jr.,W.F.11hi e. Absent: E. T. Painter, G.R.Steger. Also present: Town Manager: Julian F. Hirst C1 erk; Louise D. Logan Visitors; H.F. Groseclose, Chairman,Planning Commission; Philip M. Sadler, Membe, Planning Commission. BD~I~DING The Mayor stated the meeting was called to furtY~r CHEARING consider the proposed Building Bode and to provide a public herring to those persons who desired to appear for or against the Code~~ No persons appeared either Por or against the Code, there ha4ing appeared fn the Southwest Times, local newspaper, advertisement of the Meeting' on two consecutive days, five days in advance of the date of t~ia J public hearing. On motion duly made by I. R. Carper, seconded bye 1D. F.White, it was unanimously CODE APPROVED RESOLVID, that the proposed Building Code be approved SUBJECT TO APPROVAL sub3ect to final approval of the Town Attorney, said Code to 1~~coae BY T OVa'N AT TORNFY effective on October 1, 1952. It was decided that the Code should be made ava~.abls is printed, booklet form. A draft of proposed water and sewer charges and ~garbagp collection fees, as recommended by the committee appointed to~~tudy same, was presented to Council and was consid®rably discussed On motion duly made by I.R. Carper, seconded by~L~.F. Vhite_, it was., unanimously ~~ SE~iER CONNECTION RESOLVED, that the following policy on sewer eoectiou FEFS POLICY fees be adopted, to become effective September 1, 1952: ;~I SECTION 1. For sewer lateral Connection, size eight ince (8'~) or larger, hereafter constructed, the property owner and person or persons requesting the Connection shall be billed by the Town Treasurer, upon completion of the connection construction, the actual cost of the installation, including labor and materials, plus twelve percent (12~j to cover overhead and super- vis ion. SECTION 4. Any contribution or special assessment charges the Town may require or have required, or receive or have received for sewer main construction or extension shall be over and above the above connection charges set in Sections 1, 2 and 3 abov®, with the single exception that wherein a property owner requests connection to an existing sewer lateral and records of the Town Treasurer establish that the same property owner made in the past contribution toward the main line which serves the particular property, then the amount of the.contri- bution shall be deducted from any connection fee or charge, and payment of the difference, if any, shall be .~ Council Minutes.Conttd. ~1 t ~ sr~+~J Pulaski, Va., August , 195Q made by the property owner prior to making connection. On motion duly made by J.R. Martin, seconded by 0. 0. Crowell, it was unanimously RESOLVED, that the following policy on extension` of sewer main or trunk lines, wherein residents or property owns ~t oP a certain area or areas shall have petitibned the Town Council ~~he Town Cou~mail for construction to serve the area or areas, aha].. apply, to be effective September 1, 1952: SECTION 1. SECTION 4. WATER CONNECTION & GARBAGE The matter of water connection fees and COLLECTION garbage collection fees was discussed, with no action FEES- being taken, and the matter was referred back to the Committee fob additional consideration. On motion duly made by I. R. Carper, seconded by 111. On motion duly made by W. F. ~Fiite, seconded by 0. 0. Crowell, it was unanimously LINKOUS AND RESOLVED, that in the matter of agreement FLANNAGAN. DEVELOPMENT between the Town of Pulaski and Messrs. Linkous and Flannigan regarding the development of the G.1l~.Mashburn Estate of Peppers Ferry Road, the Town of Pulaski would accept from Messrs. Linkous and Flannigan certain Right-of-way for the extension of Mashburn .Avenue t'rom Peppers Ferry Road Eastward to the property of Mr. Dewey Mash~aurn, it being understood that it would be necessary for the Town of Pulaski to negotiate with Mr. Dewey Mashburn for necessary Right=of-way to conneeat the Right-of-wag heretofore mentioned and hereafter described with the present termination of Mashburn Avenue as extends Prom I~ewbern Road. The of orement coned Right-of-way which the Town will accept from Messrs. Linkous and Flannigan is as shown on a plat prepared by Mr. E. H.
