Pulaski, Va., Sept. 9, 1952 RESOLVED, that Mr. l~. F. White be elected to serve as Vice-Mayor of the Council for a period concurrent with that of the present Council. On motion duly made by Yi. F. White, seconded by I. R. Carper, it was unanimously RESOLVED, that it being noted that a vacancy existed ©n the Council, Mr. C.V. Jackson be appointed as a successor to Tyler F. Wirt, deceased councilman-Qlect from the First Ward,for the unexpired term ending August 31, 1954. The Mayor then advised Council that the next order of business would the appointment of town employees, and mn agreement of the members present, this matter was deferred for executive session following this •meeting. • On motion duly made by O.O.Crowell, s®conded by J.R.Martin, it was unanimously RESOLVID, that all town ordinances upon the books of the Town of Pulaski as formerly adopted by prior Town Councils, and unless propertly withdrawn or rescinded be csontinued in effect and be enforced by responsible employees of the Town. The Mayor° there welcomed the new. meinbe~s eg the Town Council and corr~nended them on their interest is civic affairs and the betterment of the Town of Pulaski as evidenced by their desire to serve on the Town Council. SAH The Town Manager reported to the Council on the status';of school safety which had been under stud by` the School Safety yy~ Committee. It was reported that there were four locations which were being given particular attention and to which police offi~lers were being assigned to handle school pedestrian traffic. Thos 1 locations were 1st and Washington Avenue, South, Commerce and Jefferson Avenue, South, Pico Terrace Road and Route 11 intersection and intersection of Newborn Road and Brawn Addit3 on Road. Dr.~artin, Chairman of the Committee, advised that a meeting had been held. with the Superintendent of Schools, Mr. Frank Critter, and the Chie~ of Polic®, and several trips had been made over the town in th study of the situation. A number of suggestions were made by the me~bers ,~ of the Council to contribute to the improvement of the safety ~londi- ~tions and the Mayor directed that the committee continua in it~l work and report regularly to the Council on such matters as mad appear necessary or advisable. ~8'ee end of lafinutes. This matter was referred to the ~1own Manager fir investigation. BITILD~Q ~ The Town Attorney advised the Council that he was cont~lnuing GODS 1 to stud the building code with regard to the legality of the of the enforcement of several provisions within the Code. SECTION 4. For connections larger than 2*, the entire cost of installation shall be borne by the person or persons requesting the service. This cost shall be billed following installation and shall cover labor and materials , including meters, for connection to main and extension to the property line , plus 12~ to cov®r overhead and supervision. SECTION 5. A connection fee shall not be charged in cases where laterals to property line have been installed prior to adoption of this ordinance. SECTION 6. The collection of connection fees and the provisions of this ordinance shall apply to all connections to the Town of Pulaski public waster system both in and out of the corporate limits. On motion duly made by O.O.Crowell, seconded by J. R. Martin, it was unanimously RESOLVED, that effective October 1, 1952, a meter s®rvice charge for ureter meter installations of lessthan 1" in size shall 'be terminated, and hereafter shall not be billed the consumer. On motion duly made by I.R.Carper, seconded by 1K. F.Rhite, it was unanimously RESOLVED, that the minimum consumption for computation of water rates to metered services shall be increased from 2,000 to 3,000 gallons, with the minimum charge of ~2.?6 being hereafter based on 3,000 ga7.lons. Dr. Martin, Chairman of the Special Committe, reported on the progress of the committee and advised that a fee jihad been set for residential collections; however, the committee rec~nmende~d withholding of action in the matter until the committee had competed necessary studies, and would be in a position to also make recom~lenda- tions for fees on business and industrial collections. On motion duly made by O.O.Crowell, seconded by J.R.Ma~}tin, it was unanimously ~LIN~OUS RESOLVED, that in the matter of extension of water ser~{ice amines by Messrs. Linkous and Flannagan to property which they pr~osed to develop on the north side of Peppers Ferry Road in the vicini of the Macgill Village, that Messrs. Linkous and Flannagan be requi~led to install a water line of 6" minimum size from Peppers Ferry Road iroug the principal street oP their development to the end of said str~et, h! and further, that Messrs. Linkous and Flannagan be required to stall a water line of minimum 2" size on the single street which conne~tm at 1 right angles to the principal street, which line would lead from ~~tha of oreme~ose d 6" line to the West boundary of their property. It was noted by the Council that the property of Messr~I.
