N~~)~ Council Minutes Pulaski, Va. , Sept . 23, 1952 The regular semi-monthly meeting of the Town~Couneil of P'RESB'D~!' the Town of Pulaski, Virginia was held in the Municipal Building at 4 p.m., September 23, 1952. There were present: Mayor H. R. Imboden, presiding Councilmen: I. R. Carper, Q. 0. Crowell, C. V. Jackson, J. L. Kesling, F.W.Marshall, ~'.F.White. Absent: J. C. Crumbley, Jr., J. R. Martin. The Minutes of the special meeting held August 25, 1952, the regular meeting held September 9, 1952 and the•special meeting held September 11, 1952 were read and approved. Mr. I. N. Morefield, owner of Checker Cabs, with taxi stand located at 4 South ~'ashington Avenue, requested the Town pay for repairs to asphalt pavement which he alleged was damaged when water flooded the immediate area, and which damage he stated he felt was due to Towns failure to clean out under the bridge located beneath 1st Street, S.W. On motion duly made by I. R. Carper, seconded by J. L. Kesling, it was unanimously -Rmt'erre~ RESOLVID, that the matter of damage to driveway of t© ~trse~t Co~3ttN Mr. I. N. Morefield at business of Checker Cabs located at 4 South Y~ashington Avenue be referred to the Street Committee and the Town Manager for investigati on and repar+t at the next meeting. Calfee presented a petition signed by 170 ^AT~ C~I~R. . ac GXR~At3~8 property owners and qualified voters signifying disapproval F~ PROPOSE of the proposed water connection fee and garbage collection -~'VCalt~e fee as pending before the Town Council. The Mayor accepted the petition, advising Mr. Calfee the same would be considered. On motion duly made by 0. 0. Crowell, seconded by I.R. P~~TS4 Carper, it was unanimously RESOLVED, that the following applications for building permits be approved: To James M. Gravely for one story cinder block dwelling, five rooms, chicken-smoke-wood houses on east side of Ridge Avenue, estimated 2,500.00; J. A. Council attending the League Convention at Old Point Comfort, Vir}.nia, September 14-15-16th, reported favorably on benefits .derived there+~'rom, specifically those discussions relating to common problems of membi~r ., towns and cities. On motion duly made by W. F. White, seconded by J.L.Keslin~~ it was unanimously ~; BTJILDING RESOLVED, that the matter of the Building Code be deferred ~.ntil ~. CODE the next Council meeting at which time recommendations would be herd from the Town Manager and the Town Attorney. On motion duly made by W~ F. White, seconded by J. L.Kesling~~ it was unanimously -F~'fe-at3vs RESOLVED, that effective date of acb pt ion of the Building C~bde Date ChaMgsd ~' be changed from October 1, 1952 to December 1, 1952. It was advised that in the ordinance recently adopted, a fe of 50.00 was required for all sewer connections, and consideration was requested to those cases where annual sewer assessments of ~5.f00 per year had been paid for a number of years where sewer was available to the properties, although the same were not connected, and the question had been raised as to whether the fee should be paid wher~i and if connection to the sewer line was made. On motion duly made by W. F. White, seconded by C. V. On motion duly made by C. V, Jackson, seconded by ~. F. White, it was unanimously RESOLVED, that a drive-in mailbox'as proposed by the Chamber of Commerce be allowed on corner of the Post Offic® entrance at the rear, and that parking'be restricted on the south side of First Street a sufficient distance to protect Pulaski, Va., Sept. 23, 1952 1 PARSING traffic using said mail box, 'arid that two-hour parking meters RF.'STBICT~ be installed on the South side of First Street between the restricted point and Jefferson Avenue. On motion duly made-by F. W. Marshall, seconded by 0. 0. Crowell, it wasunanimously 3TRT8'T RESOLVED, that the street light request of Alders gate LIGR'1' ' ~~S~TNMethodist Church on Newbern Road be approved, and that a ll[ET~ODIST ~~~ light be installed as soon as available. OVAL The request for tree removal at 118 '7th Street, N.W. was referred to the Street Department for investigation. On motion duly made by W. F. ~Thite, seconded by C.V. Jackson, it was unanimous ly PARKING RESOLVID, that the Town Manager be authorized to change YALLS~ 3T. CHA~T~ the two-hour parking signs on Valley Street betweal Commerce and First Street, S.W. to provide only restricted parking to two-hours in front of Guy Whitaker~s stores. White, seconded by I.R.Carper, it was unanimously ALLAN TR$~~ RESOLVED, upon recommendation of the Town Manager and the TOIIILIi13Q1I SSPPLt~YB#3 Chief of Police, that Allan Trent Torrilinson be employed on the POLItAl~ regular police force on a six months probation, effective November 1, 1952, at a salary commensurate with beginning police. llgp~~L It was decided to hold a special dinner meeting of the IITING Councih at Maple Shade Inn at 6:15 p.m. on September' 25, 1952 to further discuss water and sewer extension petitions and other matters.
