Pulaski, Va., October 23, 1952 SPECIAL A special meeting of the Town Council of the Town of MEETING Pulaski, Virginia was held in the Municipal Building at 4 p.m., October 23, 1952. PRESENT There were present: Mayor H. R. Imboden, presiding _ Councilmen; I..R. Carper, O.O.Crowell, J.C.Crumbley, Jr., C.V.Jackson, J.L.Kesling; F.V~.Marshall, J.R.Martin, ~.F.VPhite. Absent: None Also present: Town Manager: Julian F. Hirst Clerk: Louise D. Logan Supt. ofPublic_ Mks .: H. C. Jackson CATER AND The Mayor advised members present that this special SEWER EXTENSIOATSmeeting had been called to discuss the extension of water and sewer lines to those areas not presently served, a number of which were r~pregented by petitions sent to the Town Council bq the citizens of the respective areas. The Mayor stated that there was at present an operating surplus in the mater Fund, and that there was a possibility that a portion of this could_ be used for extension of water lines. He pointed out to the Council that the cost of extending the requested sewer lines would be expensive, and that it would b® difficult to finance them in their entirety from the TownT s General Fund in view of the present balance of the General .Fund. Petitions The Town Manager then discussed the petitions which Received Discussed had been received for water lines, and which included the following: Fifth Street, S.E., Crestline Drive, Garner ,Avenue, Case Knife Road and Altoona Heights. He stated that estimates had be®n furnished the Council from time to time on the cost of most of these installations and that several of them, specifieallq Garner Avenue, Case Knife Road and Altoona Heights would be costly due to the fact that they required pumping stations. The Town Manager then presented Propos al to the Council a suggested proposal for small extensions Submitted to Crestline Drive, Fifth Street, S.E., Garner Avenue and Valley Road. He indicated that this proposal would cost in the neighborhood of ~l'7,000.00, and wizile it would not in anq waq provide adequate water serviQe to the entire areas, it would, neverthless be a start. CATER BOND question then arose as to the status of the mater Impro~l'ement ISSUE 1946 Bond Issue as voted by the people of Pulaski in 1946. In view~of DISCUSS. the question as to whether th® Town had fulfilled its obligatibna 1 under that Bond Issu®, the Town Manager was instructed to contact the firm of Scott, Horner and Mason, Inc.., Lynchburg, Virginiay who handled the Band Issue for the Town, to request their opinon as to the position of the Town with regard to that Issue. The Town Manager then discussed the sewer requests, ands requests and to sewer the advised that they would involve a large expends tore, and that t was his opinion that it would be impossible to aecomodate all ~f the This lead to discussion on the treatment plant and its possibl~ town completely without a bond issued tie-in with sewer improvement program and the present status o enforcement of the Mate 1~'ater Control Board regulations . CONFER. annual meeting of the Virginia State Highway Conference at Lexington, Virginia on November 5-6-7th, and the Mayor urged t~fat any members of the Council who could attend do so. SOUTHERN The Mayor brought to the attention of the Council a BLD G. CODE CONGRESS meeting of the Southern Building Code Congress in Greenville, ~. South Carolina on November 16-17-18-19th, with the suggestion that the Town Manager and one or two members of the Council if possible, attend that meeting. w"~ Ja)l! BUILDING PERMIT . . Crowell, it was unanimously_ RESOLVED, that the following application for building permit be granted: To Bascome ..Hopkins for brick-eased dwelling north side of 16th Street at end of Proslsect Avenue to cost 8,500.00. It was the consensus of Council that th® _ regular monthly meeting of the Council as postphoned to Nov®mber S, 1952 at the meeting held October 21, 1952 be changed to 9Bednesday, November 5th.
