The regular monthly meeting of the Town Council of ttf~
Town of Pulaski, Virginia was held in the Municipal Buildin~~
December 2, 1952 at 4 p.m.
PRESENT There were present:

RESOLVED, that the following applications for
Critter building permits be approved: To Frank J. Critter for small
addition to back porch to r®sidenc® at 102 12th Street,
Herron ®stimated X150.00; To J.S. Herron for frame shed addition to
business on south side of 1st Street Extension, estimated
Fink X50.00; To Elbert C. Fink for frame addition two rooms and

RECREATION _ The Mayor extended a welcome to Mr. Ralph M.
DIRECTOR
WELCOMED Studebaker, newly appointed Recreation Director, who spok®
briefly, pledging full cooperation with the Town in
developing a recreation program for the town, stating it
was his belief that su eh a program could be well under way by
the spring of 1953.
TAXI DRIVERS Mr. James Owens requested reconsideration of
PERMIT
-Ow®ns granting him a taxi drivers permit previously revoked by
Council, whereupon Mr. I. N. Morefield, owner of Checker Cabs,
indicated he had offered Mr. Owens a Sob with his company,
inasmuch as approximately one year ..had passed since revocation
of the license and no violations had been made by Mr. Owens in
that time.
On motion drily made by I. R. Carper, seconded by
J. L. Kesl~.ng, it was unanimously
Granted on RESOLVED, that a taxi driverts permit be granted
probation
to Mr. James Ow®as on a six months probation.
On motion duly made by ~. F. lld'h.ite, seconded by
C. V. Jackson, it was unanimously
SERA GE SURVEY' RESOLVED, that extension of the date for receiving
PROPOSALS DATE
EXTENDED P~P~ als on sewerage survey from December 2, 1952 to December
8, 1952 be approved. -
STATE WATER The Taivn Manager .advised of receipt of a letter from

BOARD the State 1N'ater Control Board, requ®sting they be advised bg
their meeting on December 15, 1958 as to action the Council
had taken on appointment of an engineer for sewerage survey,
whereupon it was the consensus of Council that the second
regular meeting of the month should be held on Thursday,
November 11, 1952 in lieu of Tuesday, D®cember 16, 1952.

Following considerable discussion by Council, on motion
duly made by W. F. White, seconded by O.O.Crowell, it was
unanimously
RESOLVID, that the Town shall proceed with the constrt~etion

EXTENSIONS
APPROVED
of the following water extens ion pipe lines: Crestlin®
Drive and Rhodendrum Lane - 1,660 ~ of 6", 2" acid 1'~a
pipe and 1 fire hydrant, estimated cost 3,616.00; 5th
Street, S.E. and Patterson Avenue - 2,0001 of 6", 211
and 1~~ pipe and 1"fire hydrant, estimated cost of
X4,560.00 and Chestnut Avenue and Garner Avenue
1,6501 of 6", 2" and 1~" pipe, 1 fire hydrant, and
necessary pumps and standpipe, estimated cost of
3,605.00 plus cost of pump and standpipe.
Valley Road Be It Further Resolved, that extension of water
deferred
lines on Valley Road, as requested by petition, be deferred,
pending completion of the above water lines, to ascertain
" funds remaining available in the allocated X20,000.00, and
Afro Be It Further Resolved, that the amount of 20,000.00
from water
Operating be hereby appropriated from the Water Operating Fund surplus
Fund "
Surplus for the above specified construction.
On motion duly made by J. R. Martin, seconded by
I. R. Carper, and carris d by a unanimous vot®, the following
ordinance was adopted:
ORDINANCE BE IT ORDAINED BY THE COTJNCIL OF THE TOVf~iT OF PULASRI:
U TURNS
MADISON (1) That it shall be unlawful for the

operator of any automobile, truck, or any other vehicle
whatsoever, to make a U-turn at the intersection of Madison
Avenue and Second Street, N. E., in the Tvwn of Pulaski,
Virginia, and
(2) That it shall be unlawful for the operator
of any automobile, truck, or any other vehicle whatsoever,
to make a U-turn at the intersection of Washington Avenue
and Fourth Str®et, N.W., in the Town of Pulaski, Virginia.
BE IT FURTHER ORDAINED that this ordinance shall
become effective immediately upon the placing of proper
signs at the above intersections prohibiting said U-turns
at same.
On motion duly made by C. V. Jackson, seconded bq

LEFT TURNS RESOLVED, that left turns be restricted at Third

CATER EXTEN The matter of water extension of the area being develpped
SUTHERLAND "
1~P40DS and known as Sutherland Woods, northeast of Pulaski was disc~~sed,
it being advised that several considerations were to be mad®~.n
the matter, such as whether th® Town could provide pressure tab
the area, size of existing lines to the point, and also quest~~.on
on Town policy of extending water lines outside of the corpost~te

limits. It also~w as pointed out that certain property owners==in
- Sutherland ~Iloods had an agreement with Mr. C. P. Mae gill for
extension of water lines through his property from Mac gill Vilage,
and the matter of right-of -way along roads or through ad3oini~g
property in view of possible annexation was also to be considered.
No action was taken on the matter,

Councilman Crumbley advised of invitation extended by`

Christmas Parade on December 5, 1952, _

DRAINAGE RESOLVED, the matter of drainage condition in front o.~`the
