MINUTES The minutes of the regular monthly meeting heal April 5, 1949 were read and approved. °~ PETITION A petition from residents of Commerce Street aten- COMMERCE ST'sion, east of the first bridge, was read, requesting that stion EXTEN. -dust be taken to prevent the street dust. Crowell, it was unanimously RESOLVEII, that the following application for uild- -Winesett ing permit be granted; To L. S. Winesett for one-story br k dwelling on north side of lst Street, S. Pulaski, Va., April 19, 1949 JAIL - A petition of property owners in the vicinity -LOCATION COURTHOUSE of the courthouse on 3rd Street was presented, objecting to SQUARE the construction of a jail on the courthouse lawn. On motion duly made by tip. F. White, seconded by ~. D. A'ust, it was unanimously RESOLVED, that this body go on record as opposing under any conditions the construction of the jail on the courthouse property, and that a suitable resolution, expressing the feeling of the Council be drafted and forwarded to the Clerk of the Board of S'u.pervisora, such resolution to become a part of these minutes. RESOLUTION Whereas, 'Phe Town Council is informed that the i Board of supervisors are considering a proposed plan to con- struct an office building and jail to be located on the c ourt- house square, Whereas, It is considered that the eourthose lawn provides an attractive park and beauty spot within the central business district of the Town, •V~hereas, A number of the citizens and property owners adjacent to this property have expressed serious objee- tion to the construction of a jail at this location, Vlthereas, It is probable that a jail could ' adversely affect the value of nearby properties, Whereas, The County now has a jail site which was provided by the Town for such purpose, and Whereas, The present site is considered as a satisfactory location on which a newjail can be built, and it is probable that the cost of construction of the new jail at this location would not be considerably higher than on the courthouse lawn; now, therefore BE IT RESOLVID, That the Board of Supervisors be requested to defer any action toward construction of a -~ jail at the courthouse property under any conditions, and Be it further Resolved, That a copy of this resolution be Forwarded to the Clerk of the Board of Super- viso~s. - .MINIMUM RATES T•he advisffibility of fixing a minimum scale of TAXIS' rates for taxis was discussed. It was suggested that the Council might 3oin with the League of Virginia Municipalities in making a study of this problem and engaging competent services to represent the munici- palities at the .S. C. C. hearing. It was determined that the Town should take no part in this. On motion duly made by W. F. White, seconded by 0. 0. Crowell, it was unanimously RESOLVED, that the resignation of Mrs. Elizabeth H. Caves as Isst~,ing Justice for the Town be accepted, and in accordance with provisions of the Town Charter, that Charles E. Comer, Jr. be appointed as Issuing -Appointment C.E.Comer, Justice for the unexpired term ending August 31, 1950. Jr. The Town Manager reported that G. B. Crowell, it was unanimously CLEAN UP RESOLVED, that the week of May 2nd be set 1~IEE~ for annual clean-up week, and that the necessary Town trucks and equipment be made available fora general clean-up of the c Town. r :LAND PURCHASE' On motion of W. F. White, seconded by 0.0. FROM J.S. Crowell, it was unanimously `:~iSRRON . RESOLVEII, that the Town purchase approximately two acres of land from J. S. Herron in the amount of X600.00, looted east of Pulaski on Dora Highway, such land to be used for Town purposes. MONROE AVENUE It was reported, with reference to the eneroach- ENCROACHMENT ment on Monroe Avenue, that there was on record at the court- house an agreement in IIeed Book 38, Page 116, in which ~ira~t~ pro- . vded an easememt far use of Monroe Avenue as it existed`, until such time as the Town determined to officialll_y open the Right-of-way shown on the official map of the Town. ..SIDEWALK On motion duly made by L.
