No action was taken by the Council. BILLS ~ The regular bills and payrolls for the month PAYROLLS of May were read, approved and ordered paid. Said bills are given at the conclusion of these minutes. HEAD RIBiG affected property owners that a hearing would be held at this meeting on the improvement and assessment of cost fo r the alley between Third and Fourth Streets, N.E., parallel to Vilashington Avenue, and immediately west thereto. . There appeared George S. Bunn, Jr., J. C. Wallace, Jr. and E.C. Gibson, of the C. & P. Telephone + Company, in regard to this matter. . On motion ditlp ,made by T,F.~ftrt~ :seconded by . I. R. Carper, it was unanimously I1KPRi~VEA~ENT RESOLVED, that the alley between Third and AIITHORIZED Fourth Streets, N,E,, parallel to Washington Avenue, and immediately west thereto shall be improved by construction of concrete pavement, and th,~i necessary drainage, and the there be assessed against the abutting propert~r_owners on the west side one-third of the actual cost and on the east side one-third of the cost, to be proportioned on the amount of (rant footage owned as proportioned to the total length. White, seconded by 0. O.Crowell, and unanimously carried, it was ORDAINED::, that Chapter One, Section Fourteen, the License (?rdinance as approved April 26, 1949 be in its entirety as follows: BOTTLERS OF SOFT' DRINKS. The bottling of soda WESTERN-UNION TELEGRAPH CO. RE. LICENSE pop, ginger ale, aerated water, fruit or vegetable juice whether made with. plain water or with aerated or carbo water, shall be licensed as a bottling works and shall p tax based on the rated real capacity of the plant as fol On the first one-hundred or less eases per hour, there s be a tax of X75.00, and when the output of the plant is excess of one-hundred cases per hour, there shall be an tional X25.00 for each one-hundred cases or fraction Mr. F. B, Costae, representing the Western Uni Telegraph Company, requested that the Council amend the tax on telegraph companies to provide not more than two (2~) tax of gross receipts in lieu of the present three (3~) rate. Pulaski, Va,, June 7, 1949 PAYMENT OF DELINQ UENT TAXES PRERE QZTI3ITE TO ISSUANCE OF LICENSE. The Town Treasurer is hereby prohibited from issuing any license under the provisions of this ordinance to any person who shall be delinquent in the payment of any license tax, property tax, or other tax which may be due by said person to the Town of Pulaskiy which are not barred from collection under Section 403A of the Tax Code of Virginia, except that all real estate tax shall be collected. On motion of T.F.Wirt, seconded by 0, OC~owell,~ and unanimously carried,. it was ORDAINED, that the license tax ordinance adopted April 26, 1949, Chapter One, Section Seventeen, be amended to read: BUILDING & LOAN. On every building and loan association, authorized to operate under the laws of Vir ginia, there shall be the specific tax ~P X50.00 per year-'for 25,000.00 or less capital stock, and 2.00 each 1,000.00 per capital stock above X25,000.00, except, however, such building and loan companies as are strictly mutual building and loan companies, as defined by the Mate Code, the tax t~ shall be limited to X50.00, maximum amount as provided by the State Code.
