The regular semi-monthly meeting of the Ta
of the Toam of Pulaski, Virginia was held in the Municip
ing at 4:00 p.m., September 20, 1949.

MINUTES The minutes of the regular monthly meeting
September 6, 1949 were read and approved.

it was considered that the matter should be handled by th Polio

delinquent takes to be returned to. the Council on October
18th, inasmuch as a large amount of the taxes on the previous
list had been paid, apparently through the pending action of
th® Council regarding publication and filing of delinquent
list with the Clerk of,th® Circuit Court, and

From time to time we have discussed with you
certain recommendations which we believe to be desirable in
connection with the general revision of your accounting
system and procedures.
In order that you matt' present them to council for
their consideration and action, we are summarizing these
recommendations in this communication:

1. That the town manager be charged with the responsib
and given tha authority to approve all obligations
appropriations; that the disbursement of the vouchers in c

signed by the town manager. Provision should be made for
signing of these documents in the absence., or incapacity,

2. That the fiscal year of the town be changed to end
30, rather than August 31 as at present. This sug
change in the fiscal year would parallel the Skate's fists
and the tendency generally is to do this. (Neither the ge;
law nor your charter stipulates the fiscal year, and it is
opinion that council has this authority by adoption of an
priate ordinance or resolution.)

3. That council prepare an annual budget as required b
general law and that if the fiscal year is changed n
accordance with our recommendation, that the budget be prep red
for the ten-monthsf period from September 1, 1949 through J e 30,
1950.
4. That the license year be changed to the calendar ye

7. That the town treasurer be required to record the lin- ,
quent reel estate taxes with the clerk of the court in
accordance with Section 2457 of the Code of Virginia.
8. That the dates for assessing penalty and interest taxed
be changed to.IIecember 5 and June 30, respectively, to
correspond to the dates used for State taxes.
9. That council establish by resolution or ordinance
cut-off policy as• a stimulation to the collection
for water services.
10. That council provide for the billing for water ser

RECOMMENDATIONS
APPROVED

RESOLVED, that the recommmendations of the
S''tate Auditors OfEic®, as embodied in letter of August
15, 1949, concerning certain chan ges in accounting system
and procedures, be accepted with the exception of No. 5,
and that.the Town Attorneg be directed to prepare the nec-
essary ordinance to acca~nplish these recommendations, and
that the auditors proceed` with--~#~l~r the installation of
the accounting system in accordance with the recommendations
outlined.
MATER FACILITIES A proposed agreement with regard to providing
NORT$~OOD
TERRACE water facilities in Northwood Terrace was discussed, and it
was considered that the provision with regard to refund of
cost to property owners in event of annexation was not
acceptable, and that the~ToRn Manager should further nego-
tiage with the property owners.
ORDINANCE On motion duly made by I. R. Carper, seconded

West sid® BE IT ORDAINED that parking on the west side of
Valley St. °. ~
-2 hT, limit Valley Street, between Commerce and 1st Streets be restricted
to two-hour parking between the hours of 8 a.m. to 6 p.m.
This ordinance shall be enforced the same as other traffic
__:_ regulations ahd the violation of the same shall be handled
as other parking violations.
This ordinance shall. be in full .force and effect
from 3aptember 21, 1949.
On motion duly made by T. F. Wirt, seconded by
0. 0. Crowell, and carried by a unanimous vote
ORDINANCE BE IT ORDAINED that parking on the east side
Parking of Randolph Avenue between 2nd and- •3rd Streets, N.@/. be

Randolph prohibited.
-prohibited This ordinance shall be enforced the same as
other traffic regulations and violation of t}aa same shall be
handled the same as other parking violations.
This ordinance shall be in full force and effect
from September 21, 1949.

RESOLVED, that the ~iighway Commission be rec~iested
to undertake the widening of Randolph Avenue from 9th ~tre~t to
11th Street, on the modified plan of cross section, submit#~ed
by the Virginia Department of Highways, in that the Town e~tici-
pated difficulty in providing Right-of-wag for the northe
portion of this project, and furth~ r tYa t tk~e immediate tffic
congestion would be relieved bg the widening as far as 11
Street, and

Bb It Further Resolved that the Va. Dept. of~~
Highways be requested to hold the entire allocation of furs for
this project until such time as the remainder oP the work die
undertaken.
