Pulaski,Va.,Oct.4,~949 The regular monthly meeting of the Town Coun~lil of the Town of Pulaski, Virginia was held in the Municipal Budding ;r at 4:00 p.m., October 4, 1949. • There were present: } Mayor Marvin G. Runion { The minutes of the regular meeting held on September 20, 1949 and of the called meetings on September 23rd and ?th, 1949 were read and approved. On motion duly made by H. R. Imboden, seconc~d by T. F. Wirt and unanimously approved, it was ', RESOLVED, that the following applicati ons fo- building permits be granted: To Fred N. Cole far additior~of porch and bathroom to residence at 3 10th St.,N.W., frame,; estimated cost of $1,000..00; To Roland E. Sisk for frame,,! 20 x 20t addition to coalhouse at rear of ?28 Hickory Avenge, estimated cost of X20.00; To Philip M. Contas for retainir~ wall, cement block, at rear of Arcadia Cafe, estimated cosh of 35.00. '~ It was reported to be impractical to prepare~~a financial statement at the present time, in that the chang~ in accounting and auditing system made it impossible to give ,n. accurate statement. It was decided that, as soon as the ~ccount ing change was completed, a report be given, starting fromti September 1, 1949, under the new system. It was determined that a budget hearing on tie proposed budget be held October 13, and a notice-be given ~n the Southwest Times that this public hearing would be held, a which time any persons desiring to be heard for or against the proposed budget should be present. _ ~' It was determined, inasmuch as several of Council would not be present on October 7th to meet with Martin Johnson of Wiley & Wilson, for the purpose of discu,sing 1 1~6~ Ordinance ark ing nlic. ehicles Ordinance PA~$lic ress System 1ST ST. Pulaski, Va., Oct. 4, 1949 the water system and the work previously done by Wiley & Wilson, that this meeting should be deferred to a later date. A proposed ordinance on regulation of parking unlicensed vehicles was presented, and on motion duly made by H. R. Imboden, seconded by W. F. White, and unanimously passed, i t was RESOLVED, that the proposed ordinance on parking of unlicensed vehicles be deferred ~.ndefinitely. A proposed ordinance on regulation of public address system was presented and discussed, and it was determined that the Town Attorney should present a Pinal draft of this ordinance for consideration at the next Council meeting. The Town Attorney reported that he had done considerable research with regard to the question of Right- of-way on the West Extension of 2nd Street, and it was recommended that the matter be tabl®d, pending further developments. On motion duly made by H. R. Imboden, seconded by G. R. Steger, ahd unanimously p~saedy BE IT ORDAINED•BY THE COUNCIL OF THE TOWN OF PULASKI, VIRGINIA THAT: Any person who shall drive upon any street in the Town of Pulaski, Virginia, any motor vehicle (1) at a speed in excess of fifteen (15) miles an hour when passing a school during recess or while children are going to or leaving school, providing that markers be placed on the streets so as to indicate the location bf such school; (2) at a speed in excess of fifteen (15) miles an hour in any business district in the Town of Pulaski, Virginia, as defined in the Code of Virginia of 1942, as amended; (3 ) at a speed in excess of twenty-five (~5 ) miles an hour in any residential district in th® Town of Pulaski, as defined in the Code oP •Virginia of 1942, as amended; or (4) upon a street in the Town of Pulaski at such speed as unnecessarily to block, hinder or retard the orderly and safe use of the streets, or so as to cause congestion on the streets, • shall be guilty of a misdemeanor, and upon con- viction shall be punished in accordance with the provisions of Section 2154 (165) of the Motor Vehicle Code of Virginia of 1942, as amended. - The action of the Board of Supervisors, advising that they would not pay for Fire Department service costs in ;:re~onse to burning automobiles and trucks was brought to the attention of the Council, and on motion duly made by W. RAILROAD CROSSING SO.STATES PUL.SERVICE CROSSING GROUP INSURANCE WHITEWAY STANDARDS RESOLVED, that the Fire Chief be permitted to answer calls' outside of the corporate limits for burning trucks and aut~imobilas'~ when, in his discretion, it was considered that the assistance of the Fire Department would be of value. White, it was unanimouslg RESOLVED, that the Town Manager investigate the re~uest of property owners ~ on south Washington Avenue between Fiftb. and Sixth S treats for a sidewalk and make recommendations to t~e Council . ` A-letter from certain residents on Madison Avenue,x requesting two-hour parking between 5th and 6th Streets, w#~s fi presented. It was determined that the Town Manager should contact Coleman Furniture Corporation and the Radio Corpor.ti on of America Victor Division in an attempt to work out Bette parking arrangements for the company+s emplogees. The condition of the Coleman Furniture Corporation' railroad crossing on Madison Avenue was discussed, and on lotion ;; duly made by H. R. Imboden, seconded by W. F. White, it waif RESOLVED, that the Town Manager be directed to corer with the Coleman Furniture Corporation, with authoritg to direct ~, that the crossing on Madison Avenue be improved. It was reported that the crossing at the Southern 'tates ,; Pulaski Service, Inc. on Main Street was also in need of repair, four of the old whiteway standards without cost, and ;; and the Town Manager was instructed to investigate the mater.
