Aust, it was unanimously ~, CEMETERY' LOT PRICES EPISCOPAL CHIIRCH -Greer RESOLVED, that the Public Property Committee and Town Manager make a study and report of recoYmnended scale prices for cemetery lots. Dr. J. E. Greer appeared before the Council with request that a reserved parking space for use of visitors Episcopal Church be provided on ~~shingtbn Avenue, or, if was not approved, that provision for a curb cut he made in to provide a drive from Nlashington Avenue to the alley in the er ', rear of the church. Jameson and H. Putts Steger, that the said David D. F. 1Nhite, and carried by a unanimous vote, the following ordinnce was adopted: '~ ORDINANCE AN ORDINANCE LEVYING TAX RATE OF X1.60 PER ONE H RED TAX RATE DOLLARS ASSESSED VALUATION OF PROPERTY AND PROV NG FOR CAPITATION TAX, BANK STOCK TAX: 1 1 BE IT ORDAINED that a tax rate of X1.60 be levie each one hundred dollars 01©0.00) assessed valuation of a'. property located within the corporate limits of the Town o: Pulaski, classified as real.vr tangible property, includin machinery and tools, personal property, and public service orations. Pulaski, Va., Mar. 21, 1954 that the net south bleachers be painted and an amount of Sixty Two (62.00) Dollars be appropriated (AeQet 9021), and that one thirty foot (30~) section of the north bleachers, ad3acent to the grandstand be replaced with concrete, similiar to the present concrete seats, and the remaining seats to be repaired in order to be v:sable with the least expense as possible, an amount of One Thousand Three Hundred Eighty (~1,380.p0) Dollars b® appropriated (Account 9025). TOVlN DUMP The Town Manager reported that he had been noti- fied by the District Fire harden in Salem concerning the condi ti on of the Town damp, and advising that this was in violation of the State Forest Fire Law. The Town Mai agar recommended that consideration be given toward locating another site to be used for trash d isposal, as the present one was not desirable for a number of reasons, and apparently, some action would be necessary to comply with the Forest Fire Law. CORPORATE ~ it was determined, that, in accordance with the LIMITS corporate limit survey prepared by E. H. Millircns, there were several sections within the Town which the County had included in the secondary road system, and inasmuch .as the residents in these areas would be considered as within the Town, and the Town would benefit by additional A.B.C. revenue, the County was of the opinion that these sections would have to be dropped from the secondary road system. It was also stated that, in the past, the Town had not collected any taxes, inasmuch as the only service provided was street maintenance, which was done out of the County Binds. It was further dtated that in certain areas, such as Mashburn Avenue and Park Lane, some of the residents in past years occasionally had received a tag notice, and that, outside of water rates had been applied. The Town Manager stated that an attempt had been made to see that all of these sections were assessed as of th® year 1949, and that the . water rates be adjusted accordingly. It was considered that any of the prior` year taxes should be cancelled. It was further stated that in the section along Birch Street, and near Cool springs, no attempt had been made to see that these X;~7 Cohnc3l Minutes Contd. Pulaski, Va., March 21, 19 R properties located within the corporate limits were assessed and it was probably desirable that, it possible, this pr-ac e I should be continued, as the only service that could be made 1 available would be the matter of street maintenance./ ~ TO~IAT-O~DTEi3 The matter of renting Town owned equipment for p vats E~ELTIPMENT POI:ICY ON use was discussed, and it was considered that, where privat y ENTIN~ owned similiar equipment was available, the wo rk was outsid of the corporate limits, or the equipment needed by the Town, t the Town should not rent out its equipment. It was further on- sidered that, when the equipment was rented, the Town opera should be used. TRAFFIC There was discussed the installation of a traffidl SIGNAL 3RD & signal on Third Street and Jefferson Avalue, and it was dec~~ed JEFF.AVE. that this would be considered further, upon receiving additidhal information from the Town Manager as to possible improvemenb~ without the installati on of a signal. FIRE DEPT. The matter of additi onal assistance for the Fire AD'~D. ASSIST. Department was discussed, and it was considered that the Torn Manager, Fire Chief, and Assistant Fire Chief should investigate the matter. MATER It was the consensus of opinion of the Council tt IMPROVEMENTS ~ 1liley & lfilson, Consulting ~gineers, Lynchburg, Virginia, should prepare current estimates on water filtration plant ,; presentation to the Council in the near future. R. t~cGavock, et als, under date of day 13, 1929, and recorded in the aforesaid Clerk's Office May 22, 1929, in Deed Book 61, page 1./x.7. In a re-subdivision of Lots Numbers 36-/~l inclusive, of Section B of the ~"~ap of Montclare Addition, dated b~arch 23, lq~4b, and of record in Plat Book 1, page 15~., it will be observed that the above described portion of the North-South alley was treated as abandoned, and in lieu thereof, a neva East-t~4'est alley is provided for, eliminating the necessity for the continuation of that portion of that North-South alley asked herein to be discontinued. The applicants are the owners of all the lots and parcels of land abutting on any part of that portion of said North-South alley sought to be discontinued, and represent that in their opinion the abandonment and discontinuance sought will not adversely affect the interests of any person, firm or corporation inasmuch as the more recently established East-V~iest alley provided for in the re-subdivision of Lots Numbers 36-1~1 inclusive, in Section B, Map of Montclare Addition, Plat Book 1, page 15~., will adequately serve the lots in the adjacent area..
