There were present: Mayor Howard R. Imboden, presiding Councilmen: Wi. D. Aust, I. R. Carper, 0. 0. Crowell, J. R. Martin, J. E. Owen;, G.R. Steger, W. F. White, T. F'. ~J:Lrt. Absent: None Also present: Clerk Verna L. Dalton Supt. of Public Works; H. C. Jackson Town Treasurer Lottie R. Runion Town Attorney Garnett S. Moore Visitors J. G. Buford, 2nd Lt. Pulaski Life Saving Crew; Dr. C.P.Pope, R. C.Scott of the Pulaski County Health Department. MINUTES PETITION SEWER '~AEST R'~NDOLPH The minutes of the regular meeting held on September 1, 1950, the special meeting held September 8, 1950, and of the special meeting held September 15, 1950 were read and approved. A petition requesting sewer service on the L~Iest side of Randolph Avenue, between 13th and 14th Streets, signed by four property owners, was presented. This matter was referred to H. C. Jackson, Supt. of Public Works, for investigation and report. FNCROACHMEN T° C~}MMINGS PROPERTY JEFFERSON .~. ~~YENUE A letter from Alton I. Crowell, Commonwealths Attorney, was read, stating that in recent negotiations in the sale of the Cummings residence on Jefferson Avenue to Mr. Lewis Allen Jelf, it was found that the garage situate on the rear of the property encroached approximately three feet eight inches (3~ 8") on the alley next thereto, and that the stone retaining wall of Mr. and Mrs. R. C. Kunkel enezo ached upon said alley four (4) feet. It was stated further that the north-south alley was twelve (12) feet in width, and that both alleys were shown to be twelve (12) feet in width, according to a survey of G. H. Derrick of 1919. In order to clear titles, it was requested that a permissive ordinance be adopted by the Council. On motion duly made by W. F. White, seconded by I. R. Carper, it was unanimously RESOLVID, that the matter of certain encroachments on and upon a public alley at the rear of the former Cummings Council P.2inutes Conti d. BUILDING PERMIT APP. -Bolen --Rogers Pulaski, Va. , Sep ~:.10,I9u`0 residence on Jefferson Avenue, as outlined by foregoing letter, be referred to the Mayor for investigation. On motion duly made by 0. 0. Crowell, seconded by W.F. White, it was unanimously RESOLVED, that the following building z~ermit applicatior~ be granted: To J. T. Bolen (by C. G. Byrd) for one story frame dwelling on the west side of Newbern Road, near Mashburn Avenue, estimated X7,500.00; To Virginia Rogers for rebuilding coal house, using frame, at rear of 311 Lagrange Street, estimated X50.00 to -Dalton X75.00; To Gladys R. Dalton for enclosing side porch, brick, at residence on south side of 14th Street, between Randolph and -G.&Lively prospect Avenues, estimated 400.00; To Gallimore & Lively (by P. F. Lively) for frame, painted, tool house, 20x30, on the East side of Washington Avenue, between Huffs Service Station and -Price Harris Motor Company, estimated X500.00; To Jack Price for frame addition to storeroom, 5x18, Altoona Street, estimated X100.00. PULASKI CO. J, G. Buford, 2nd Lt. of the Pulaski County Life LIFE SAVING CREW Saving Crew, requested a donation from the Town toward the building ,ry , . DEPT. SIDEWALK REQUEST E.DALTON 1 SIGN CHILDREN CROSSING of a station to be located in Dublin, Virginia. Dr. C. P. Pope advised that Mr. R. C. Scott was added to the- Pulaski County Health Department staff to serve in the absence of Bernard B. Shutt, and that he would shortly enter school, to be absent for a period of eight months, said absence having been approved by the County Board of Supervisors. The request of Ernest Dalton for a concrete sidewalk in front of his property on East Main Street, to extend from Madison Avenue to property of the Norfolk and Western Railway Company, was presented. On motion duly made by T. F. Wirt, seconded by W. D. A:ust, it was unanimously RESOLVED, that a concrete sidewalk be constructed in front of Ernest Dalton property on East 114ain Street, from Madison Avenue to the property of the Norf olk and Western Railway Company, one-half of the cost to be paid by the Town, and one-half by the property owners, this construction to take a proper place in the schedule of work to be done, and actual work to be undertaken at a time that cement is available . On motion duly made by J. E. Owen, seconded by G. R. Steger, it was unanimously RESOLVED, that a sign, to protect crossing by ®11^~ 1 :'~i RANDOLPH AVENUE ~~IDENING PROJECT ERRONEOUS & IMPROPER TAXES STRICKEN FROM P,ECORDS PAY INCREASES AUTH. Council Minutes Conttd. Pulaski, Virginia, Sept. 19, 1950 children, be erected at an alley running from Tenth to Eleventh Street, N.~r., between the properties of Mrs. D. M. Painter and Gomez Daft on. The Superintendent of Public V!lorks advised that the Randolph Avenue Widening Project was practically com- meted, and that Mr. V~D. D. Bohlken, Resident Engineer, Virginia Department of Highways, had requested a letter from the Town, stating the job was acceptable. This matter was deferred until silch time as the Town Manager returned. The Town Treasurer reported the list of erroneous and improper assessments, as of record in the Minutes, July 28, 1950, had been approved by the Commissioner of Revenue, and it was requested that these assessments, totaling in the amount of X384.55 be ordered striken from the books. On motion duly made by ~. F. Tl~hite, seconded J.R. Martin and unanimously passed, it was RESOLVID, that the list of erroneous and improper assessments for the year 1949, approved by the Commissioner of Revenue, in the total amount of 384.55 be striken from the tax books. On motion duly made by J. R. Martin, seconded by 0. 0. Crowell, it was unanimously RESOLVED, that the following pay increases be granted, to be effective as of September 29 for hourly employees, and as of October 1 for salaried personnel. (See table at conclusion of Minutes) . PL~O.ti"ORKING COT:.~IDITIONS The Council considered proposed working conditions as outlined by the Town Manager. Rr~CODING The Mayor stated that three proposals R?~ DR AFT IA?G C~'DI'~``~i~CE''~.~ad been received for redrafting and recodification of Town ordinances, i.e. from the Michie Company, Charlottesville, Virginia, Kermit V. Rooke, associated with the League of Virginia Municipalities, and from Garnett S. Moore et al local attorneys.The Town Attorney was requested to submit a price on such work, eliminating building and plumbing codes, and an estimate of the time needed to complete the work, prior to the next Councils meeting. 1 1 1 _1IFTH ST. The matter of opening Fifth Street, S.E. S.E.OPENING between Lexington and U!lashington Avenues, was discussed at Council Minutes Contd. Pulaski, Va., Sept. lea, 1950 length and deferred until the Town Manager's return, on motion duly made by T.F. Wirt, seconded by I.R. Carper and carried by a unanimous vote. On motion duly made by G. R. Steger, seconded by T. F. Wirt, it was unanimously .AUDIT ACCEPTED RESOLVED, that the annual audit for the period PAYMENT AUTH. ending June 30, 1950, prepared by J. P. Miller, C.P.A., be accepted and that payment of Eight Hundred (800.00) Dollars for this work be authorized. GARBAGE Proposed garbage collection rules, submitted by CB~LECTION ES the Town Manager were read. On motion duly made by W . F. White, seconded by J. R. Martin, it was unanimously RESOLVED, that the proposed garbage collection rules as presented, eliminating Section 5, be given tentative approval, these rules to be incorporated in an ordinance to be presented by the Town Attorney at a subsequent meeting. PARKING S. Councilman Carper advised he had received complaint JEFFERSON -Compaint regarding parking restrictions recenlty enforced on S. Jefferson re.restrictions ~T~~: ~~e, between Commerce and First Street, S. W. No action was taken. PARKING The Chief of Police was requested to enforce five EN FCJR CEMENT post office minute parking restrictions in the vicinity of the post office.
