The regular monthly meeting of the Town

by James R. Glenn, local agent, had been received. State-
ment of the Company+s financial ability and other pertinent
information was presented.

On motion duly mace by T. F. Wirt, seconded
by W. F. White and carried by unanimous vote, the following
Ordinance was adopted: .
ORDINANCE £E IT ORDAINF~D, that parking on the

Prospect right hand side of Prospect Avenue between Tenth and Fifth
Streets "for South-bound Traffic" be pro'riibited.
This ordinance shall be enforced the sane
as other traffic regulations and violation of the same
shall be handled the same as other parking violations.
This ordinance shall be in full force and effect upon
erection of proper signs.

And be it further resolved, that it be stipu-
lated that any stuns expended be credited as the Town's
general prop~°tion for Pulaski County Civil Defense Council. '

RESOLVED, that the Town will consider f avorably;`
an agreement with the Pulaski Hospital to permit the use of tale

for the development of a parking lot f'or use of the hospital ~lnd
its patrons for an initial period of five years, during which;.
time the Town may have the right of obtaining possession sub-'
ject to repaying the Hospital a prorated share of any cost oft
developments made f'or the purpose of parking, not to exceed
more than one-half of the total cost at any time, and
BE IT FURTHER RESOLVED, that the Town forces mad
undertake the necessary work on a time and material basis.

RESOLVED, that no person other than the proper
Town official or Town employee whose duty it is to do so shah
turn on or off any fire hydrant without first obtaining a per~it
from an authorized representative of the water or fire depart~ents,
and
BE IT ~URTH~;R RESOLVED, that any person desirin
to fill a storage tank or tank wagon with water from a fire h~drant
shall be required to pay a charge of X1.00 for the opening and
closing of the fire hydrant and at the same time a minimum charge
of 1.00 per load for each 1000 gallons or fraction thereof . This
to become effective on passage.
It rrras reported that representatives from the
State Planning Commission and the League of T~Tunicipalities wo~`~ld
meet with the Town Council January 16 for the purpose of dis-~''
cussing planning and zoning. ~'

It was reported that Mr. Kermit V. Rooke had

executed the amended contract for undertaking the recoding ar~
drafting of Town Ordinances .

cussed the proposal of Mr. W. A. Blackburn for locating a
source of additional supply of water and that Mr. Blackburn
had been advised by letter than in view of the present im-
provement program to the water system that it was felt that
the present supply would be adequate for some time to come
and that in addition an emergency supply would be availablE;
from Warden Springs as needed.
It was stated that Dr. Smith considered that if

for the present that this matter should be deferred.
A request from a number of residents on the
West end of Pulaski Street for stone was presented and it was
considered that a minimum of work should be done.
It was reported that a bus line from Hills-
HILLSVILLE TO ville to Radford Arsenal had begun operating and also
RADFORD ARS.
BUS STOP letting on and off riders on the streets without an
assigned stop. Tt was considered that the police should
advise the operator that it will be necessary to have a
stop off of the public right-of-way or make application
for a loading zone.
The Town Manager read a letter from the
Water Control Board regarding the quarterly reports of
progress on Pollution Abatement and also the Water Control
Board's Regulation No. 1 was read. It was stated that a
quarterly report would be due February 1 and instructions
as to preparing report should be ~;iven~.
