M., November 20, 1947. PRESENT There were present: Mayor A. T. Eskridge, p~e- siding; Verna L. Dalton, Clerk; A. W. Gatewood, Director off'' Public Works; L. S. Boothe, Chief of Police; Mrs. Lottie R~1 Runion, Treasurer; Roby K. Sutherland, Attorney, and Councl- men: T. F. Wirt, C. V. Jackson, Havard R. Imboden, F. A. Seagle, W. ~. Aust and G. C. Hall. Absent: W. F. White a~1d I. R. Carper. MINUTES The minutes of the regular monthly session held on November 6, 1947 were read and approved. STUART A request of Stuart Mabe, who also appeared MABE REQUEST before the Council, for permission to move a nine by eighteen one-room frame building (covered with fireproof paint) froth ].ot on Magazine Street to the East side of Washington AvenlAe North between 2nd and 3rd Streets on lot owned by the CRITZER APPLICA- TION - REPAIR SHOP. BLDG. PER- MITS -dust _Sharpe -Price -Reynolds Peoples National Bank, the building to be used as a barber shop, was read to the Council. After discussion, with they understanding that the building would be moved in thirty dais if need be, on motion of T. F. Wirt, seconded by W. D. Aus~, and unanimously-passed, said request was granted. On motion of T. F. Wirt, seconded by H. R. Imboden and duly passed, the application of Frank J. Critz~r for permit to build a one-story cinder block bus repair sY~Ibp on the west side of Franklin Avenue, between Sixth and Sevnth Streets to cost X8,000.00, was referred to the Councilmen ~pf Ward Number Two, namely Councilmen Imboden and V1Yiite, witYf power to act. The following building permits, coming within the requirements of the Ordinance, were granted: To H. E. Au~~ for one story dwelling, cinder block, on the west side of Franlin Avenue, between 7th and 8th Streets, N. E., to cost ~2$OOb0; To Glen B. Sharpe, for one story extension to garage for ~~e as smokehouse at back of residence (on south side of) 127 Se~~nd Street, South, between Valley Street and .Jefferson Avenue,~~to .~ ~' CERT. November 20, 1947. cost 170.00; To Jack Price, for one story addition of one room to store room, frame, on east side of Altoona Street, end of 2nd Street, N. W., to cost X100.00; And to R. F. Reynolds, for one story garage, concrete blocks, on west side of Pine Street, S. lit., betvreen Martin Avenue and Paca Street, to cost 150.00. Two applications for certificates of public convenience and necessity were granted to Odell H. and Novella D. Mayberry, T/A City Cabs, for one additional vehicle and to John H. Kanode-for one additional vehicle. Councilmen G. C. Hall and Attorney Roby K. Sutherland reported that the State h'Iilk Comission Hearing had been attended in Richmond subsequent to the action of the Council at its last meeting, and informing the Council of some of the procedures of the meeting. The Mayor advised that a letter from the Council of Southwest Virginia on Combatting High Prices, minus a personal signature, expressing thanks for sending representatives to the hearing had been received. Councilmen H. R. Imboden stated to the Council that plans were proceeding for next year's ball season at Calfee~Park and that he wished the Council to consider the contract, suggesting that a charge of ~~15.00 per game, with no dressing room charge be made, in view of the fact that the rooms were used by other organizations with no charge attached. The matter was continued to subsequent meetings. Mr. Imboden told the Council that the Pulaski Ball Club wished to erect a temporary sheet metal or snow fence in left field and center field in Calfee Park to bring the field in to 350 feet, and that same could be stored from year to year. No action was taken on the matter. The Chief of Police informed the Council that the hearing for taxi cab owners had been set as December 4, 1947. A letter from the Yts Menus Club, offering their services for patrolling a sleigh riding area the coming winter was read to the Council. ~--~~'~ >. Council Minutes Contfd. On motion of H. R. Imboden, seconded by T. F. Wirt and duly passed, the recommendation was approved. 2 - The corporate line as approved by the Cocil previously was to be officially establisll~ed on the ground as soon as Mr. Millirons retul~ed from his vacation in Florida, around Dec~knber 10th. 3 - Macadamizing Cliff Street Extension had ~ieen completed. Cement Order 4 - He reported that he had placed an order ~"~or a car of cement (which could be cancelled can November 21, 1947) for concreting the alley in Block 32, rear of Harrison-Hancock Ha1id- ware Company. Garbage Parish House 5 - Tovim garbage collectors had been instruc~Ied to keep alley in front of the Parish Houle as clear of garbage as possible. Planning & Zoning Con. 6 - In regard to the planning and zoning mater, F. J. Morris, Planning Consultant, and Cc~ H. B. Holmes, Jr;, Economic Consultant, TAbuld ' be in the office November 21, 1947 at 2;~5 P. Gat ood to meet with the above parties. ALLEY BLOCK 32 On motion of C. V. Jackson, seconded by F. Wirt, Chairman of the Finance Committee, reported to the Council that his committee had considered requests for additional wages and salaries, but until such time as:the Council feels that available funds permit consideration, it was their recommendation that only the hourly wages be raised at the present. On motion cxf H. R. Imboden, seconded by C. V. Jackson and unanimously passed, the hourly paid employees of the Town were granted an increase of five cents per hour, to become effective as of December 1, 1947. C. V.
