PRESENT There were present: Mayor A. T. Eskridge, presid- ing; Verna L. Dalton, Clerk; A. V'd. Gatewood, Director of public ;~ Works; L. S. Boothe, Chief of Police; Mrs. Lottie R. MINUTES t The minutes of the regular semi-monthly ses~$ion held on November 20, 1947 were read and approved. BILLS & On motion duly made, seconded and unanimous.y PAYROLLS passed, the Council authorized the payment of the regularp!bills and payrolls for the month of November, 1947. Said bills~,`are ~~ given at the conclusion of these minutes. BLDG. The following building permits, coming within the PERMITS requirements of the Ordinance, were granted; To Fred A. ~'ackson -Jackson for two story dwelling, brick, on West side of Columbia Dive, F -Hearn between V`dashington and Jefferson Avenues, to cost ~5000.0~; To ~1 H. H. Hearn, for one story ten by twelve frame smoke house, on VYest side of Madison Avenue, S. E., to cost 50.00. TAXICAB The Mayor stated that the hearing for the taxicab HEARING °' owners, as required by Ordinance was in order, whereupon he Clerk called the roll of those ovmers having licenses for~!taxi- cabs, all being present except the following: Therman Auburn Davis, Mrs. Dora E. Southern, appeared before the Council, acquainting same with future plans of the organization as per letter read to the Council vahich was filed in the town files. They requested the Council to grant the Y. M. C. A. a ninety-nine year lease at one dollar per year for the lot on the East side of Randolph Avenue between Fourth and Fifth Streets to be used for the purpose of erecting a Y. M. C. A, building for the town of Pulaski. In executive session, on motion of H. R. Imboden, duly seconded and unanimously passed, the matter. was referred to the Public Property Committee to confer with the Town Attorney and to report back to the Council. Mr. Foster Jones, of Third Street North, appeared before the Council and requested that several street lights be installed on said street to eliminate the hazardous condition caused by slag piles and darkness on the street. On motion of Howard R. Imboden, seconded by T. F. Wirt and unanimously passed, the matter was referred to the Light Committee for investigation and report. C. W. Hayner of the Southwest Virginia Gas Company, advised the Council that the American Pigment Company was planning to put in a new process at their pl ant and had made application to his company to extend their gas main to its plant, and requested the Councils approval of same. A. W. Gatewood stated that request was covered by the franchise. On motion of C. V. Jackson, J 1 ~_ ; ~'+-~ Council Minutes Conttd. Pulaski, Va., i7ecember 4, 147. duly seconded and unanimously passed, the Council authorized the construction of said extension requested, in line with the Companyfs Franchise. A.M.HARMAN- A. M. Harman appeared before the Council ir~'the KIWANIS GUM r.4ACHINES interest of the Kiwanis Club and requested that the Counc~~l reduce the tov~m tax of '2.50 to X1.00 per machine, or eli~inate the tax, for the fifty penny ball gum machines which the ~~lub expected to install in various places in Pulaski in the v~ ry near future. CRITZER Councilman Imboden advised that the application e APPLICATION APPROVED of Frank J. Critter, representing? the Pulaski County Schclbl hoard, for permit to build a bus repair shop, as detailea'in the minutes of the November 20th meeting, which was refes~ed to the Councilmen of Ward Number Two, had been granted by ss~d Councilmen. '~ STUART MABE On motion of H. R. Imboden, d my seconded s~d RELOCATION '' GRANTED unanimously passed, the request of Stuart Mabe to relocat a nine by eighteen one-room frame building was granted, the~lpermit for the orginal location of same having been granted at to November 20th meeting of the Council - the relocation to ~e to Lot 54 Section 32, facing 2nd Street North, said lot own by , ,~ Ernest Aust. Said request was made due to rent increase~bf 150 percent by the leasee.on V'dashin~;ton Avenue. SO.STATES A letter from Carl Torrence, Director of Re~.l PTTL. SER. { SIDETRACK Estate and Engineering Services, regarding the Southern Mates ~ Pulaski Service, was read to the Council, requesting pern~~.ssion' to relocate and lower the sidetrack serving the property d~C' the I latter on Second Street, east of Madison Avenue. On moon of T. F. V1irt, seconded by F. A. Sea~;le and unanimously pas ~d, the request was granted subject to the recommendations of~~ A. W. Gatewood, viz., (1) Applicants be responsible for~~he sa~'e handling, movement and protection of traffic involved ng the construction of the siding; (2} Applicants be required to![main-! ~~et Council Minutes Contd., Pulaski, Va., December 4, 194'7. taro the track and that portion of the street involved by the presence of the track permanently in good condi- tion, and (3) That same conform to the finished driving surface of the street, and that they cooperate generally in keeping this crossing in a safe and satisfactory con- dition. Said letter is filed in the town files. C. G.BLANKENSHIP The request of L. S. Boothe, Chief of APP. DESK SGT. Police, to appoint C. G. Blankenship as Desk Sargeant was granted on motion of T. F. Wirt, duly seconded and unanimously approved. BILL FOR XMAS On motion of H. R. Imboden, seconded by LIGHTING APPROVED V1. D. Aust and unanimously passed, the Council authorized the payment of a light bill not to exceed one hundred and fifty dollars (;150.00) in connection with the Christmas lights which have been installed in the tovrn, in order to cooperate tivith the merchants in tovm in sharing the cost of same. DEAD ST. The matter of dead street lights was again LIGHTS discussed, the matter having been brought before the Council by T. F. Wirt. A. W. Gatewood advised that all street lights were operating to the fullest extent possi- ble and that the A. E. P. Company had removed the billing for the two lights which were not operating to the fullest extent. PLANNING & The Mayor advised that the conference with the ZONING planning and zoning representatives had been held and that a proposed form of ordinance had been presented. Roby K. Sutherland, Town Attorney, advised that it would be in order to wait until a new charter was available before going into the matter further. MINICHAN The request of D. P. Minichan for the Town REQUEST DENIED to take a bond on the Christmas T. B. Seals, as presented by the Mayor, was denied. DIRECTOR PUB. The Director of Public Works reported to the WORKS REPORTS. Council as follows; Permit re sewage (1) The State Water Control Board had issued the Town of Pulaski a permit authorizing the continuation of dis- charge of raw sewage into Peak Creek. 1~: .~ Council Minutes Contd. George Bouras, of PJest ryiain Street, wh bought the old colored church and had'' erected a business building, requests '~.pprovs.l for a sidewalk along his building. On motion of T. F. 1nDirt, seconded'; by H. R. Imboden and unanimously passed, '~he request of George Bouras for a sideway' on the Southside of Main Street was approed, provided it could be worked out with tie property owners on the usual basis of "'ne- half the cost being borne by the abuttng property owners and one-half of the coC~t of same being borne by the Town. `; The new street sweeper had been put ir~'',opera- tion at 12:30 A. V. Jackson, duly seconded ~hd COUNTS,INC. ~' CONTRACT TO unanimously passed, the Council authorized that a contract with BE PREPARED r the Pulaski Counts, Inc. as of 1 ast year be approved but frith a provision that the Pulaski Counts shall pay X12.50 per ga~e for; rent and 2.50 per game for dressing room use, and furtheE~, tha~ the Pulaski Counts be allowed to erect a temporary snow fence at left and inner field to move same in to three hundred fifty feed at their expense, said contract to be prepared by ~'~. Shufflebarger (3) He reported that no reply from R. M. Shuffle- barger regarding the st"rip of land the Town wished to purchase had been received. It was brought out that said party should.be contacted by Mr. Gatewood dur- ing the Christmas season when he was in Pulaski. Com. Smoke Abate. (4) Mr. Lammers, representative of the Committee for Smoke Abatement from Cin- cinnati, was contacted on December 4 and had reported that he had contacted the plants as listed and expected to report soon on his findings, a copy of the re- port to be made for the town files. Airport Land (5) In regard to the purchase of additional land for the airport, Mr. Lewey advised he would attempt to clear the title to his land soon and Mr. Whitman advised that he would have no difficulty clear- ing his title, but was not willing to. option for longer than three years. Ref. to Airport Com. On motion duly made, seconded and unanimously passed, the matter was referred to the Airport Committee to work with Mr. Gatewood and Mr. Fred Cole, member of the County Board of Supervisors, in regard to the matter. ROY HALL Councilman Imboden inquired the status of BLDGS. CALFEE the two buildings for concessions erected by Roy C. Hall PARK at Calfee Park, whereupon A. V~~. C~atewood advised that said party was granted permit for same to be erected at the North end of the field for concession stands with permission to remove same when no longer needed.
