Council Minutes Pulaski, Va., January 22, 1948
The Council of the Town of Pulaski,
Virginia met in regular semi-monthly session in
the Council Chamber of the Municipal Building at 7:30
P. M., January 22, 1948.
PRESENT There, were present: F. A. Seagle, Acting
Mayor; Verna L. Dalton, Clerk; A. W. Gatewood, Director of
Public Works; L. S. Boothe, Chief of Police, Mrs. Lottie
R. Runion, Treasurer; Roby K. Sutherland, Attorney, and
Councilmen: T. F. Wirt, C. V. Jackson, Howard R. Imbo-
den, I. R. Carper, W. D. Aust, G. C. Hall and W. F, tlYhite.
Absent: Mayor A. T. Eskridge.
MINUTES The minutes of the regular meeting held on
January 6, 1948 and the special meeting held on January
9, 1948 were read and approved.
HTGHSCHOOL R. Graham Fizer and Frank J. Critter appeared
PLAYGROUND
(Fizer- before the Council as a committee recently appointed by
Critter)
the P. T. A. to look into the possibility of improving
the high school playgrounds and asked that the Council
give them cooperation in the matter. They requested fur-
ther that someone from the Council, preferably A. W.
Gatewood, look over the situation and give them his
opinion regarding same. The Acting Mayor informed the
committee that they would have the cooperation requested.
SCHOOL NORTH Mr. Fizer informed the Council that plans

for the school in North Pulaski as the Council had been
advised previously were proceeding nicely and that the
school board would soon be in position to request bids,
and further, it was his understanding that no permit for
sewer was required.
BLDG. PERMITS The following building permits coming within
P thagores the requirements of the Ordinance were granted: To
Masonic L.
Pythagoras Masonic Lodge (V. W. Hinton, Cha~:rman, making
application) for two story Masonic Temple, brick cased
and concrete block on South side of Fourth Street, N.W.
between Washington and Jefferson Avenues, to cost

A letter from Beveridge R. Growell, Committeb,
Child Study Club of Pulaski was read to the Gouneil requesting
the Council to provide reserved street areas for sledding`!and
coasting during the winter season, whereupon on motion of~'
Howard R. Imboden, duly seconded and unanimously passed, ~ounci]~
authorized that Second Street South, Maple Avenue and Jef~{erson~
Avenue be designated as coasting areas provided the Y*s Mlns
Club would properly patrol and protect same - the hours to be

A letter from Douglas T. Blair (Pulaski Aviation
Service) was read to the Gouncil requesting certain changes in .
the contract with the Town due to rising prices since contract
was first negotiated. On motion of T.,F. Wirt, seconded ~4Y
I. R. Carper and duly passed, the matter was referred to
Aviation Committee for further study and report. Said le~#ter
is filed in the town files.

DIR.PUBLIC A. W. Gatewood reported to the Council as
WKS. REP.
follows:
-Eidson 1- Reporting; for the Street Committee, he
informed the Council that in the matter
of the George Eidson complaint made to
Council at the January 6 meting, the
Committee had investigated the street
condition and that same had been repaired
as well as possible under existing ~.on-
ditions.
-Parking signs 2- Restricted parking signs for Third Street
3rd St. between Wash ington and Jefferson Avenues
had arrived and inquired if the Council
wished same erected.
-Auth. On motion of W. F. White, seconded
by I. R. Carper and duly passed, Council
authorized that the signs be erected.
-Budget 3- Mr. Gatewood further reported that the
budget for 1947-1948 was ready for con-
. sideration by the Council.
RURITAN Councilman G. C. Hall informed the Council
CLUB
that the Raritan Club had asked him to inquire if some
action could be taken to prohibit dogs running loose
during the lambing season. He stated that a committee
from said club would appear at the next Council meeting.
No action was taken by the Council.
PARKING IN W. F. White stated that the police were
ALLEYS
having difficulty with parking in alleys and stated that
some restricted parking signs should be erected in cer-
twin alleys of the Town, whereupon A. W. Gatewood was
-SI{~T5 instructed to have signs erected in alleys at the follow-
ing locations; Rear of Pulaski Theatre, Powers Furniture
Store., Piggly-Wiggly Store, Hotel Pulaski, Umberger Store
and all other such alleys.
BUDGET DIS. The Council discussed the 1947-1948 budget
& at some length, and it was brought out by A. W. Gatewood
POWER GRADER
PURCHASE APP. that included in the budget was a Power Grader to be used
in maintaining the dirt and graveled streets within the
Town. The estimated cost of this grader was placed at
8,700.00. Mr. Gatewood advised the Council it was impor-
tant that this item be passed on promptly, on account of
the normal slow delivery on this type of equipment. After
considerable discussion, Council authorized that an Austin-

Western Model 99H Power Grader be purchased from the Higay
ARachinery & Supply Company, Inc., Richmond, Virginia, wi~i
the following attachments: Completely enclosed cab, sca~fier,
lights, windshield wiper, etc., all f.o.b. factory, Auro,
Illinois, at around X10,000.00.
It was the opinion of Council the above grac~~r
would be well worth the difference in price as it would ~b
somevwhat heavier and include other valuable features. Thy
purchase of the grader for prompt delivery was authorizec}'by
unanimous vote of the Council.
On motion of Howard R. Imboden, seconded by
C. V. Jackson and unanimously passed, the proposed budged was
referred to the Finance Committee for study, recommendation
and report at the next regta.lar meeting, or special meetir
(if deemed necessary) of the Council.
The Chief of Police brought to the attentiond'of
the Council the previous request for increased pay for po~ice,
whereupon on motion of Howard R. Imboden, seconded by I. ~.
Carper and duly passed, the matter of increase in Police ~epart~-

ment ply was referred to the Fin~ce Committee far consi~erati~
and recommendation at the next meeting of the Council - the
action taken to be retroactive to February 1st, 1948.
On motion of T. F. Wirt, seconded by G. C, H~.11,
the proposed charter for the Town of Pulaski as presentedby
Roby K. Sutherland, Tom Attorney, was approved with a
recorded vote as follows:
