Council Minutes Pulaski, Va., February 9, 1948
. The Council of the Town of Pulaski,
Virginia met in special session in the Council Chamber
of the Municipal Building at 7:00 P. M., February 9,
1948.
PRESENT There were present: F. A. Beagle, Acting ~
.Mayor; Verna L.,Dalton, Clerk: A. W. Gatewood, Director
of Public Works; L. S. Boothe, Chief of Police; Mrs.
Lottie R. Runion, Treasurer; Roby K. Sutherland, Attorney,
and Councilmen: T. F. Wirt, C. V. Jackso n, Howard R.
Imboden,~I. R. Carper, W. D. Aust, G. C. Hall and W. F~
White. Absent: Mayor A. T. Eskridge.
MINUTES The minutes of the regular monthly meet-
in~ held on February 5, 1948 were read and approved.
BLDG. PERMIT The following .building permit coming
within the requirements of the Ordinance was granted:
-J,W. Nash To J. W. Nash for one story cinder block dwelling on
west side of Route 610, to cost 2,000.00.

sense of the Council that all property owners possessed
the right of "ingress and egress".
PURPOSE OF ~ The Mayor stated that the meeting had been

p osed budget for 1947-1948 and other business coming
before the Council.
HOWARD C. Howard C. Jackson, Superintendent of the

Water Department, appeared before the Council, urging

authorization of purchase of flow meters to be installed
at the dam, stating that it was absolutely necessary to
have same to know the exact amount of water used from the
dam. The item covered in the budget proposed, same was
taken into consideration.
LEAGUE VA. Tn executive session, on motion of W. F.

Council authorized the.t the item in the proposed budget cover
ing the League of Virginia Municipalities be deducted and tha
the League be so notified at once.
WAGE On motion duly made, seconded and unanimously
INCREASES
AUTHORIZIDpassed, the following wage increases were authorized: Chief f
Police, X15.00 per month; Lieutenant, 15.00 per month; Sarge ,
X11.00 per month; Seven Patrolmen, each X10.00 per month; Dir etor i
of Public Works, X200.00 per year or ~1&.67 per month; Superi -
tendent of Water ~C Sewer Departments, 40.00 per month; Super - j

tendent of Street Department, X15.00 per month, and Clerk of

Council, 5.00 per month.
VETERAN •An increase of 10.00 per month was granted to

WAGE INC. Griff 0. Bishop, veteran trainee employed in the Police Depar ent.l
After considerable discussion, on motion of T. F.

adopted the proposed 1947-1948 budget as revised.
TOWN LEVY The town levy was fixed for 1948, on motion of
1948 Howard R. Imboden, duly seconded and passed by a recorded vot
as follows: Ayes---T. F. Wirt, C. V. Jackson, Howard R. Imbo en,
F. A. Seagle, I. R. Carper, W. D. Aust, G. C. Hall and W. F. te,
Noes---None.
TOWN LEVY BE IT RESOLVED by the Council of the Town of

Pulaski,-Virginia, that a tax of 1.60 be levied on each 100 00
assessed value on all property, real and tangible personal fo
the year 1948, for the general purposes of the Town, includin the
pay of its officers, the working and keeping in repair of its
streets, roads and bridges, and to pay the interest on its p lic
debt, and to provide a sinking fund for the redemption of the
same, and in addition thereto a poll tax of 1.00 is hereby
levied on each male citizen of the Town over 21 years of age, to ~
be used in keeping its streets, roads and bridges in repair.

February 1, 1949 on all unpaid 1948 taxes, and fixed an into st

On motion of W. F. White, duly seconded and
A.P.
PROPOSAL unanimously passed, the matter of the proposal of the
Appalachian Electric, Power Company regarding the "Whiteway
System" of the Town, as presented to Council at the February
5, 1948 meeting, waa referred to the Light Committee for
consideration.
LOVING W. F. White, Chairman of the Airport Committee,
FIELD
MAINT. reported to Council that, in the. matter of maintenance of
Loving Field, it was the opinion and recommendation of the
Committee that the present terms of the maintenance of said
field should continue to be in effect, and that no changes
should be made in the present contract.
Notifi- On motion of T. F.Wirt, seconded by C. V.

Jackson and unanimously passed, the Council authorized the

Mayor to notify Mr. Douglas T. ,Blair of the Pulaski Aviation
Service, that it was the intention of Council to carry out
the present contract on Loving Field and that no concessions
could be made at the present time.
ADJOURNMENT There being no further business, the Council
