On motion of Howard R. Imboden, duly seconded
and unanimously passed, the application of Riley S. PJIcPeak
for one story coal and wood house, frame, on East side of
Lake Street, corner of 2nd and Lake Streets, to cost X50.00
was referred to I. R. Carper and F. A. Seagle, Councilmen of
the Fourth Ward, for investigation.
A letter from Fred A. Jackson was read to the
Council, requesting permission to move dirt from behind the
Pulaski Sales Company building located on the West side of
Washington Avenue, South and requesting; permission to open
drain on the Townts property running under .s aid building,
and stating that dirt would be hauled to various. locations in
To`vn and requesting permission further to use the streets of
the Town for transferring the dirt. The Director of Public

Works advised that Mr. Jackson•was under obligation to open
drain at said location, whereupon on motion of Howard R. Imboden,
duly seconded and unanimously passed, above request was granted.
The following certificates of public convenience
and necessity vrere granted upon recommendation of the Chief of
Police: To Samuel Marvin Stuart, T/A Diamond Cabs, for one
vehicle, and to Frederick D. Jackson, T/A Safeway Cabs., for
one vehicle.

(water} Addition, applying for town water in said location, was read t~ the
Council, whereupon on motion of C. V. Jackson, seconded by How~ird
R. Imboden and unanimously passed, said petition was referred Rio
the Water Committee for investigation.
LETTER A letter from Garl 4"d. Honer, Manager of the Soui~~.-

GAS. CO. western Virginia C~as Company, was read to the Council requesti
that the Council take the necessary steps to require the Dunlapl±
Venser Company to stop the shov~rering of sparks and embers, sta~~.ng
that same created a serious hazard to above named plant and thy'
-Dunlap Gulf Oil Company due to the kind of materials handled by said --

sparks companies. On motion of F. A. Seagle,,duly seconded and unanir,~~usly
approved, the Fire Committee was instructed to work with A. H.~VVygal
to contact Mr. L. A. Dunlap or his representatives and to take
immediate steps to correct the situation as presented.

Iie requested the Gouncil to authorize the ptttchase
of one additionalparking meter and also the
installation of said meter in front of the Dalton
Building on Washington Avenue.
On motion of F. ~`~. Seagle, seconded by :;
Howard R. Imboden and unanimously approved, ;the
above two requests were granted.
Following instructions of the Council, he hags
contacted Mr. Selby, Manager of the R. C. A.;°,;Plantb
relative to the excessive noise and parking ~n
Fifth Street, N.E. and that Mr. Selby had as~~ured
him that he would study the matter with the plant
engineer and would do everything possible to
correct the trouble as far as practical.
The drain pipe authorized previously by Courl~~i1 to
be installed at 322 Walnut Avenue, between ird
and Fourth Streets, had been installed.
The drain pipe at Fifth Street and Walnut Avenue
requested by the Pauline Church of Christ h~. been
installed and a drop inlet box had been pro ded
at same location.
He also advised the Council that the popert~
owner living across from the Church was very?; much
opposed to the installation of the pipe.
It v~ras the sense of the Council that a~i drain!
pipe was necessary at said location and tha no
action could be taken regarding the oppositn.

-Plans for widening 6- Plans for tividening Randolph Avenue
Randolph Avenue (Route 99) were being prepared by the
Vir~?inia Department of Highways and
that same had liven consideration to
widening v~rith macadam with a whole width
-Water & sewer being covered by three and one-half inches
ext. cost est. of plant mix material:, but owing to the
water and sewer ditches and cross ditches
to accomodate the sewer laterals and water
services, they had been advised that maca-
dam widening would not be satisfactory and
that they should revert to concrete as orig-
inally planned. He advised that sewer exten-
sions vrere estimated to cost 10,991.09 and
water extensions were estimated to cost
21,183.54, the estimates being based on
•necessary extensions and additions to the
North corporation line of Randolph Avenue,
the water extensions carrying out a portion
of the planning; for water extensions on
Randolph Avenue by Vdiley ~C Wilson, Consult-
ing Engineers.
The above matter was referred to the
Water and Sewer Committee for consideration.
-15 mi.per hr. signs 7- Two fifteen-miles-per-hour signs which had
been on order had arrived.

by C. V. Jackson and duly passed, Council
authorized that the signs be erected - one
between First and Second Streets, S. W.
against East bound traffic and one between
Fourth and Fifth Streets, N. ti's. against
West bound traffic, in accordance with the
recommendation of A. VJ. Gatewood.

Clears Safely' had arrived.
On motion of Howard R. Imboden, duly
-Auth,erection seconded and unanimously passed, Council
authorized that the above sigma be erected
on the East side of Washington Avenue
approaching; Fifth Street, North.
-Signs in allays 9- He advised•further that "No Parking" signs
had been placed in various alleys of the
Town in accordance with Councilts instruc-
tions,.but that restricted parking signs
had not been erected on Third Street as
previously authorized by Council.

• signs on Third Street should not be erected
at the present time, owing to multiple reasons,
but that said signs could be erected at any
future time when deemed necessary or advisable..
POLICE PHONE #8 In accordance with the recommendation of the

C. V. Jackson and unanimously passed, Council authorized that
phone number eight of the Police Department be moved to the
corner of Washington Avenue and 1st Street, South.
