regular semi-monthly session in the Council Chamber of the Muln.icipal
Building at 7:30 P. M., March 16, 1948.
There were present: Mayor A. T. Eskridge, press ding;
Verna L. Dalton, Clerk; A. W. Gatewood, Director of Public Wq€~ks;
L. S, Boothe, Chief of Police; Mrs. Lottie R. Runion, Treasus~er;
Roby K. Sutherland, Attorney, and Councilmen: T. F. Wirt, Halivard
R. Imboden, F. A. Seagle, I. R. Carper, W. D. Aust, G. C. Hale. and
W. F. White. Absent: C. V. Jackson.
E. L. Thacker, representing the Virginia LeaguQ'~of
Municipalities, spoke at some length to the Council regardin~~the
advantages of membership in the League and urged the Council 'to
reconsider the action to withdraw from the League taken at tY1~
special session held on February 9.
In executive session, it was decided that the utter
be deferred for consideration at the next meeting of the Council.
A letter was read from L. R. Summers, Sheriff,~also
present, stating the County was ready to join with the Town h th®
joint radio facilities for the Police Department of the Town~f
Pulaski and the Sheriffs Office of the County of Pulaski, t~ I
agreement to be in exact accordance with the recent written ~roposall
from the Council (Minutes pp. 1160-1161) except that the Boa~+d of
Supervisors made their appropriation conditional upon the To~i~s
paying the rental costs of a line from the remote control un~tt to
be furnished the Town by the County, and upon the further coiditiorx
that the Town eliminate the ten dollar (10.00) per month retal ~,I
charge for the present transmitter.
The matter was thoroughly discussed, whereupon~~ on

motion of W. F. White, seconded by Howard R. Imboden and una~iimously
passed, the Council authorized that the Town of Pulaski ente~l into
the proposed agreement with the County of Pulaski in regard Rio
joint radio facilities, as outlined in the Minutes at given pages,
and set forth in above said letter which is filed in the Tov~1 files..
The minutes of the regular meeting held on Marh 4,
1948 were read and approved.

within the requirements of the Ordinance, were granted:

BLDG. APP. presented sketch, for one story business building, glass
blocks, plate glass and white stucco - 8" concrete block
walls, on East side of Washington Avenue, North, between
Second Street and Third Street (adjacent on the North to
Harrison-Hancock Hardware Company), to cost X5,000.00 to
X6,000.00, following careful study and discussion by the
Council, was approved on motion of Howard R. Imboden, seconded
by T. F. Wirt and unanimously passed.
E.H.MILLIRONS The bill of E. H. Millirons, Surveyor, amounting
SURVEYOR BILL
to 687.85, for services making surveys of the corporation
line of the Town of Pulaski was a?~proved and ordered paid.

A. W. Gatewood advised that the corporation
lines were established and would be marked with permanent
markers, and that Mr. Millirons would soon set markers at
various locations.
The following application for Certificate of
Public Convenience and Necessity was granted, following
recommendation of the Chief of Police: To John Roy Whitaker
for one vehicle to be operated under trade name of Safeway
Cabs.
SEWER LINE The application for a sewer line to the Aust

-Calfee Field 4. In the matter of a roof over bleachers at Cl~lfee
(Advertising) Park, dla.e to expense involved and other imp~lact-
ical aspects, it was his recommendation that the

that the completed contract would be presented to the Council
for its approval at a subsequent meeting. A. 4"V. Gatewood
informed the Council that it was of importance that some pro-
vision be made in the contract for cleaning streetlights, as
present lights were not too well serviced in that respect.
`DUNLAP VENEER In the matter of sparks issuing from the

Dunlap Veneer Company stack, which was brought before the
Council previously, F. A. Seagle, Chairman of the Fire
Committee, reported that a letter concerning requirements,
etc. from the Underwriters Insurance Company had to be
received by A. H. Wygal before the matter could be considered.

outside of the corporate limits be installed under the direc-
tion and guidance of the Water Department, the size of water
pipes, etc. left to the discretion of said department. Said
request was received with general approval of the Council.
FRED A. JACK- It was brought out that Fred A. Jackson, upon

approval of water connection to said twenty houses, had not
complied with requests of the Water Department regarding size
of pipe and location, whereupon on motion of W. F. White, duly

write a letter to said party, giving him the complaints about
the installation of the pipe lines and the size of pipe used,
and informing him that, unless regulations were subscribed to,
water would not be turned on. '
BRIDGE LITTLE Councilman Wirt advised that people in the Little

Railroad section complained of noise caused by traffic on a
bridge in that section, the bridge being within the corporate
limits of the Town, whereupon the matter was referred to

MERCHANTS H. R. Imboden advised that several merchants in

• Town had requested that something be done to keep dirt out of
their stores, the dirt said to be caused by use of the street
sweeper. A. W. Gatewood informed the'Council that he would
look into the matter.
