Lemons OATHS The Mayor-elect and Councilmen-elect, having TAKEN duly qualified before the clerk of the circuit court of Pulaski County, Virginia as provided by Section IX (1) oP -meeting the Town of Pulaski Charter of 1948, met this the 1st day of September, 1948, at 9:00 O~clock, A.M., in the Council Chamber of the Municipal Building. PRESENT There were present: Mayor Marvin G. Graham, presiding; Verna L. Dalton, Clerk, and Councilmen: T.F. Wirt, W. F. White, Howard R. Imboden, G.R. Steger, W.D. Aust, 0. 0. Crowell, I. R. Carper and L. C. Lemons. Absent: None. PURPOSE The Mayor stated the meeting was cal]e d for STATED the purpose of organizing and electing certain officials of the Town whose terms of office expired as of August 31, 1948. TOWN MANAGER It was•advised that the special committee appointed July 6 to consider applications for the position of Town 1~4anager was not prepared to make a recommendation for same. In connection therewith, on motion of W~ F. White, duly seconded and unanimously approved, the Mayor was authorized to make satisfactory arrangements with A. W. Gatewood, Director of Public Works, to continue in his present capacity at the same salary, until such a time as the question of a Town Manager was decided. ~. R A~~r v~ Council Minutes Conttd. Wirt:as Vice Mayor, to serve for a period concurrent with that of thr present Council. TOWN OFFICERS The following officers were elected without opposition to serve the ensuing two year term, beginning Sepifember 1, 1948, with the respective salaries to remain the same as Ott present: Clerk of Council--------------Verna L. Sutherland RESOLUTION Upon the reading thereof, on motion of W. F. White, TRIAL JUSTICE .seconded, and unanimously approved, the following resolution; was adopted: BE IT RESOLVED that any and all resolutions off' the Council heretofore adopted pursuant to the provisiotfs of Section 4987f6 of the Code of Virginia, so as to con~'er and invest in the mayor or other trial officer of the T~vrn of Pulaski the right and authority to issue warrants, s~nmon witnesses and try cases involving violations of the ordinances of said town be, and the same hereby are, repealed as pltovided by Section XVI (4) of the Town of Pulaski Charter of 198, so as to confer and invest in the Trial Justice of Pulaski'Count~ the right and authority to issue warrants, summon witnel~ses and try cases involving violations of the ordinances ofk~the Town of Pulaski. BLANKET BOND On motion of Howard R. Imboden, duly seconded~~ grxi unanimously approved, the matter of blanket bonds for the Clerk of Council, Town Treasurer, etc. was referred to the Finance, Committee for recommendation. 4 1~'~ SALARIES Council Minutes Contt d. Imboden, duly seconded and unanimously approved, the matter of salary ~' the Mayor was referred to the Finance Committee for recommendation. W.T.CROWDER The Mayor advised the Council of the resigna- RESIGNS tion submitted by W. T. Crowder, Street Foreman, on September 1, to become effective September 15, 1948. POLICE BONDS' On motion of T. F. Wirt, duly seconded and unanimously approved, the Mayor Was authorized to contact the agent of the bonding company and obtain bonds on all members of the Police Department, the bonds to be covered by at least the minimum premium of ten dollars for the Chief of Police, the Lieutenant and two Sargeants, and the minimum premium of three dollars for each other member of the police force. Wirt, cla.ly seconded and un~tni- TOWN TAGS mously approved, the Council fixed September 15, 1948 as the final date for obtaining town automobile and truck licenses for thb fis- cal year 1948-1949 to avoid penalty, and following said date~I the Police Department was authorized the summon any non-purehase~ts to court. Als o, it was ordered that notice of same be made in #he' Southwest Times, whereupon Councilman Imboden advised he would take care of the matter. WOMII+t~S 'On motion of T. F.Wirt, seconded by W.D. Aust and POLL TAX OMITTID unsazimously approved, the Council authorized that the poll t~ for women for the year 1948 be omitted and that same not be desig- nated on tax tickets for the year 1948. COUNCIL On motion of T. F. Wirt, duly seconded and ur~ni- MEETINGS ~~ mously approved, the Council agreed to continue to hold two lheet- ings each month, the first meeting to be held on the Tuesday4' following the first Monday of each month, and the second meeiting to be held on Tuesday two weeks from the first meeting. BUILDING On motion duly made, seconded and unanimousl3r COMMITTEE passed, the following committee was continued: Building Committee T.F.Wirt W.D.Aust Acting With The Mayor OATHS OF OFFICE FILED The oaths of office of the Mayor and Councilnlbn, Clerk, and members of the Police Department were forthwith turned to the Clerk from the office of the clerk of the circuit comet of Pulaski, Va., September 1, 1948 Pulaski County, Virginia, and filed in the Town Files.
