M., September 2l, 1948. PRESENT There were present: Mayor Marvin G, Graham,~pre- siding; Verna L. D alton,~Clerk; A. W. Gatewood, Director Public Works; L. S. Lemons. Absent: W. F. White. MINUTES The minutes of the regal ar meeting held Septdknber 7, 1948 and of the special meeting held September 14, 1948~'were read and approved,' FIRE DEPT. John T. Gilmore, representative of the Pulasl~°i LTN IFORMS ~ . Volunteer Fire Department, requested six additional uniforms for the department, each uniform priced approximately thirty e~.ght dollars. On motion of G. R. Steger, seconded by H. R. Imbdhden and unanimously approved, the request was granted. JOE L. HARRIS Joe L. Harris appeared in regard to opening Fourth ' -Tank 4th St street, East of Washington Avenue, and also opending of thA alley know as the Kroger Alley, extending between Third and Fourik~ Streets, N. E., requesting further consideration be given }~.m, r due to the gasoline tank owned by him being located undern~iath the unopened portion of the street. REF. TO COM. On motion of H. R, Imboden, seconded by L, C Lemons and unanimously carried, the matter was referred to the Street Committee and A. W, Gatewood for investigation. BUILDING On motion duly made, seconded and unanimously PERMITS carried, the following building permit applications, coming 3 within the requirements of the Ordinance, were granted; Td -Jeff, Mill Jefferson Mills, Inc, (By E. G~ Hill, Manager) for two stogy brick and reinforced concrete addition on the East side of" Valley Street, between Commerce and 1st Streets, South, to cost -Patton X150,000.00; To J. M. Patton for addition of bedroom, bricl~~, to residence at 102 15th Street, N.W,, to cost 2,100.00; To Eby -Thompson C. Thompson (by Wm. R. Ross) for conversion of private gar~~ge to mercantile store building, frame-brick cased, on the No~llth side of Walnut Avenue, N. E. ~~~.7c~~ Council Minutes Conttd. Pulaski, Va., September 21, 1948 to cost 500.00. RESIGNATIONS The resignations of C. G. Blankenship, ISSUING JUSTICES Fred M. Ryan, and Elizabeth Hudson Caves as Issuing Justices for the Town oP Pulaski, Virginia, effective immediately, were received. In executive session, on motion of T. F. Wirt, not duly seconded and unanimously carried, the resignations were accepted not accepted at the present time. POLICE PAY On motion of H. R. Imboden, duly seconded INCREASE REQUEST and unanimously approved, the request for increase in salary for police officers, as made per letter presented and signed by ten officers, was referred to the Finance Committee for consideration and recommendation. RESIGNATION The resignation of Irenus D. Long, Police IRENUS D. LANG-Policepatrolman, effective October 6, 1948, was received, whereupon, in executive session, on motion of 0. 0. Crowell, duly seconded and unanimously approved, same was accepted. CER.PUB. On recommendation of the Chief of Police, CON.& NEC. -Irvin on motion of I. R. Carper, seconded by 0. 0. Crowell, and unanimously carried, a certificate of public convenie~.ce and necessity was granted to Bernice Leftric Irvin for one vehicle to be operated under the trade name of Safeway Cabs. RESOLUTION Mayor Marvin G. Graham offered the following W.T.CROWDER resolution on the resignation of W. .T. Crowder, Street Far amen, which was approved and ordered incorporated in the Minutes: WHEREAS, W. T. Crowder has, for more than twenty-eight years, faithfully served the Town of Pulaski, Virginia, in various capacities, many years of such service being in the capacity of Street Foreman; and WHEREAS, Mr. Crowder during his long years of continuous service to the town has become well known for his loyalty, devotion to duty and able service; and WHEREAS, Mr. Crowder tendered his voluntary resignation to the Council of the Town of Pulaski at its organization meeting on September 1, 1948, said resignation to become effective on September 15, 1A48; and WHEREAS, Mr. Crowder did, on the 15th day of September, 1948, voluntarily retire from employment wi th L~! the town; NOVA THEREFORE, BE IT RESOLVED by the Council of the Town of Pulaski, Virginia that the Mayor and Council of ~T -.--~ ~, Council Minutes Contd. Crowder. DIR.PUB.WORKS The Director of Public Works reported to the.; REPORTS Council as follows: -Crest Line Rd. 1. Survey of Crest Line Drive Road had been~hade, and he requested the Street Committee to'~ook over same. -Street resurface 2, Street resurface work, contracted fm by °~Adams work completed and Tate Construction Company, had been c~bm- pleted, ~i -Bridge West 3, Commerce St. In regard to replacing bridge on West Coerce Street, as brought before the Council pr iously, the state highway department had advised Ghat a bridge which could be used for the purpose was not available. He reported that an e~ti- mate on the cost of a new bridge for the section was being prepared, and would be submitted to the Council at the next meeting. -F.A.Jackson 4. The matter of sewer service to five housed on Hickory Avenue, owned by Fred A. Jackson, had been discussed with Mr. Jackson, and up the present time, the latter had not accepted~cer- tain proposals made him by the Town. ~~ • -Brook Ave. Sewer 5, Work on the Brook Avenue Sewer Line was p~o- gressing satisfactorily. TENANT H. C. Jackson, Superintendent of the Water anti WARDEN SPRINGS Sewer Departments, recommended the placing of a tenant housd near Warden Springs to insure protection and maintenance of°ithe property and certain Water Department plants and stations located in the area. The Mayor called the Councils attention to tie MEETING meeting of the League of Virginia Municipalities to be held~at OId Point Comfort., Virginia during the week of September 263128. FOOTBALL On motion of T, F. Wirt, seconded by I. R. Caper PRACTICE CALFEE and unanimously carried, the Athletic Association of Pulask PARK High School was granted permission to use Calfee Park for f t- ~~ -~ -`~~~f'#" Council Minutes Contd. Pulaski, Va. , September 21, 1948 ball practice, and Mr. Wirt was asked to contact Mr. V. Kreiter, Football Coach, and request him to use the lower • end of the field during wet weather. TRAFFIC LI(~ITS Councilman Wirt advised the Council of the NEEDED need of a caution si gn or stop light at the corner of Third Street, N. W. and Randolph Avenue, also the need of a traffic light on the cornier of Third Street, N. W, and Jefferson Avenue, -Speedway whereupon, Councilman Steger advised the Council that the area 11-13th Sts. from Eleventh to Thirteenth Streets, N.E., Prospect Avenu®, needed investigation due to danger caused by excessive speed of cars, etc.. On motion of T. F. Wirt, seconded by G.R. Steger and unanimously carried, the above matters were referred to the Street Committee for study and recommendation as to same. LANGHORNE -Road dust Councilman L. C. Lemons advised that D. Gray Langhorne had registered complaint regarding dust from the road near his coal yard, stating same was ruining his property, whereupon, on motion of H. R. Imboden, seconded bg 0. 0. Crowell and unanimously carried, the matter was referred to the Street Committee for investigation. DUNLAP VENEER -S~ks Mr. Lemons called the Councils attention to the fact that sparks still emitted ,from the smoke stack of the Dunlap Veneer Corporation, and that former action of the Council had obviously failed to completely eliminate the hazard. On motion of T. F. Wirt, seconded by W. D. Aust and unanimously approved, the Chief of the Fire Department was authorized to contact Mr. Dunlap to ascertain iP a screen had been put in, and if not, to notify the State Fire Marshall of the condition. ST. IMPVMTS. As advised by Councilman Crowell, the matter 5th St., S.E•of improving street conditions on Fifth Street, S.E. and & Lexington Avenue Lexington Avenue, between Fourth and Fifth Streets, S. E. and Lexington Avenue, between Fourth and Fifth Streets, S.E, was referred to the Street Committee for investigation. ' TYPEWRITER SERVICING The Chief of Police requested the Couneilts approval for servicing a typewriter in the Police Department on a yearly basis to the amount of X9.95, whereupon, follow9rng discussion, Mrs. Lottie R. FLOW METERS In executive session, Howard C. Jackson repo~!ted that flow meters would be installed at the dam in the immddiate future. WATER PIPE He repo rted that the Lynchburg Foundry Compat RANDOLPH AVENUE had advised they were ready to make shipment on pipe orderbd for the Randolph Avenue Water Extension pro3eet, to cost approximately X12,746.14 for pipe, fittings, and valves, butt i Deferred it was his recommendation that shipment be deferred, if p~~chase 2 weeks , of the pipe would prevent the purchase and installation off! a water storage tank on Ridge Avenue in East Pulaski, and dL118 to water pressure factors, such a tank was a necessity and u~ently needed. Following much discussion, on motion of T. F. Wi~!t, • duly seconded and unanimously carried, H. C. Jackson was autho- rized to contact the Radio Corporation of America company„in reference to the tank which they had at present to see if ±the Town could purchase the tank, and if not, he was directed~to secure all information on purchasing a tank, delivery date~~ cost, etc., and iP necessary, the Council would meet in special session and give Mr. Jackson sp ecial instructions on whethi~r or not to purchase the tank. „i FIRE On motion of H. R. Imboden, duly seconded anc HYDRANTS unanimously carried, Mr. Jack son was authorized to have the REPAINTED aDlor of all fire hydrants changed from red and white to illuminum enamel by use of spray. r NOTICE RE. Mr. Jackson furthenrequested that public notice WATER USE be made regarding excessive use of water, and it was the c~n- census of the Council that the usual notice would be published in the local newspaper.• RENTAL Regarding the request of Foy Aust to have sewl~r TOWN EQUIPMENT connections made by the Town in the vicinity of the Brook -Foy Aust Avenue Sewer Extension area, as advised by Mr. Jackson, its was the consensus of the Council that, as was the usual pr~- eedure, Mr. Aust be allowed to rent the necessary Town equ~pment,; with the actual labor being taken care of by Mr. Aust, BRIDC~ In the matter of purchase of a Right-of-Way a} WEST 810 Commerce Street by the Town, necessary for the propose COMMERCE ST. bridge on West Commerce Street, between Bertha and Plant St~ ts, ~' ~_ Council Minutes Contd. Pulaski, Va., Sept. 21, 1948 which came before the Council on September 7, 1948, Councilman Wirt reported the owner to be Garnett Alley, and the property priced to him at X2,400.00. On motion of W. D. Aust, seconded by H. R. Imboden and unanimously carried, Mr. Wirt was authorized to act on the matter and D.G.RAY SALARY INCREASE purchase the property at the best possible price, not to exceed X2,400.00. Upon recommendation of T. F. Wirt, Chair- man of the Finance Committee, and on motion of T. F. Wirt, seconded by I. R. Carper and unanimously approved, D. G. Ray, Assistant Fire Chief and Mechanic for the Town, was granted an increase in salary of Twenty Five 025.00) Dollars, retroactive to September 1, 1948, the salary to be fixed at X225.00 per month. OTHER INCREASES DEFERRED A.W.GATEWOOD, DIRECTOR OF PUBLIC WORKS , RESIGNS On motion of T. F. Wirt, duly seconded and unanimously approved, action on all other requests for increase in salary were deferred until such a time as the Council had time to consider the budget. The resignation of A. W. Gatewood, as Director of Public Works and City Engineer for the Town of Pulaski, effective as of November 1, 1948 was received, and on motion of I. R. Carper, duly seconded and unanimously carried, action on the rest gnation was deferred. until .the next regular meeting of the Council. LICENSE Councilman Wirt advised that C. W. Painter OBJECTIONS and others objected considerably to the•amount of town license charged them for trucks which were seldom used and were solely for personal use. No action was taken on the 1 matter. ALLEY-south The Street Committee was requested to also from 2nd St. view the alley leading South from Second Street and located East of the Martin-Bearer Hardware, and to make recommendations regarding same.
