MINUTES The minutes of the regular semi-monthly meetig held September 21, 1848 were read and approved. ROTAGRAVURE On motion of T. F. Wirt, seconded and unanimously SUBSCRIPTION carried, the Council authorized that the Town subscribe forgone page in the forthcoming rotagravure section of the Southwest3 ;~ Times, Inc. at a cost of Two Hundred Dollars 0200.00), said action taken following request of W. C. Wicker, representative of the Southwest Times, Ine., who was present. BILLS & The regular bills and payrolls for the month I~f PAYROLLS " September were read, approved, and ordered paid. Said billy are given at the conclusion of these minutes. FEES COLLECTED The Council was informed by the Treasurer thalq BY TRIAL JUSTICE fines and fees collected by the Trial Justice far the psrio~ September 1 to October 1, 1948 amounted to 471.45. JAIL BILL On motion of T. F. Wirt, seconded by H. R. Imboden APpROVID -subject and unanimously passed, the bill of L. R. Summers, Jailor fir to check the County of Pulaski fc~ September fail fees amounting to X74.75 was approved, sub3ect to the Chief of Police ch~eckin~ with J. W. B. Deeds, Trial Justice, as to proper fees for s~kne. ISSUING On motion of T. F. Wirt, seconded by 0. 0. Cr~rell JUSTICE BILL NOT ,and unanimously carried, the bill of C. G. Blankenship, Issti~L.ng ALLOWED Justice, to the amount of X14.00 for warrants issued by him :{from September 18 to 25 was not allowed. ` BUILDING The following building permit applications, c 4iai.ng PERMITS within the requirements of the Ordianance, were granted: T4 -Pu1.Theat. Pulaski Theatre, Inc. (by W, M. TYPEWRITER A bid submitted by the Young Typewriter SERVICE BID and Electric Company for servicing three typewriters in the municipal offices at a cost of 9.95 per machine on an annual basis was received. No action was taken on the bid. WEST COMMER CE Pursuant to action of the Council at the ST . BR29~GE ~3'teel Pl.) meeting of September ?, 1948, T. F. Wirt reported that the property at 810 Corrnnerce Street had been purchased from Garnett Alley for the sum of X2,400.00, an amount approximately -Property purchase 58.00 more than the original appropriation, whereupon, on approved motion of W. F. White, seconded and unanimously approved, the Council approved the sum of money necessary for the purchase of said property. . In connection therewith, Mr. Wirt advised that Mr. Alley was to rent the house at twenty dollars per month, including water rent, until such a time as the house was needed, and further, that all back taxes and water rent had been collected. DIRECTOR The Director of Public Works reported to PUBLIC WKS. REPORTS the Council as follows: ' Deed-Va.Dept.Hwys. 1. A deed from the Virginia Department of (Bertha Min.Co.) Highways to the Town of Pulaski, Virginia had been received. The deed covered the old Bertha Mineral Company Right-of-shay for the Altoona railroad, from what was known as the Terminal property, now owned by D. Gray Langhorne on the South, and extending to the North Corporate limits, North of the North fork of Peak Creek, the land laying ad3acent to Altoona Street and under the deed, cannot be used for anything other than street or road purposes. Deed-G.C.Hall lot 2. A deed from G. C. Hall, covering the sale of the triangular piece of land on South Washington Avenue to the Town, the pur- chase of vihich was authorized by the Council on June 22, 1948, had been received and was to be recorded. ~~~ . Pulaski, Va., October 5, 1948 STREET COMMITTEE Reporting for the Street Committee, Mr. Gatewopd RECOMMENDATIONS . submitted to the Council the following recommendations: -Petion Maple 5t.- 1. Regarding petition for opening of Maple Si~~eet residents from intersection of Chestnut Alley to top of the hill, with construction provided tQt avoid the creek in the locality, it was recommended that the request be declined ~l~ the present time. =Alley-3rd &4th Sts .2. In connection with drainage complications~pf concreting the alley betUreen 3rd and 4th gts., N. E., it was recommended that further study be given to improving drainage coarlitions'-~n the locality. -Joe L. Harris 3. In connection with the matter of a gas ta~ik owned by Jae L. Harris underneath unopsned' portion of 4th Street, N. E., Mr. Harris would be contacted further before a recom~Ien- • dation would be made. -Crest Line Dr. 4. As to improvements to Crest Line Drive, p~~ition for which was received by Council on Augu~~ 4, ' 1948, that no' extensive improvements~at tY~ present time be made, but that holes ands' gullet's be filled to the Slayton property'~t . the top of the hill in the vicinity. Crowell, secor~l. ed .end unanimously approved, the Council authori~~d the purchase of said light for the above loc ation. -n 6. IIpon the completion of the new whiteway sy~~tem, it was recommended that a regular two-way traffic light be purchased and installed ~It 3rd Street, N. W. and Jefferson Avenue. On motion of ~Y.F~ VYhite, seconded and: unanimously carried, this recommendation v1~.s approved. Traffic -Light 1st & 7. It was recommended that the matter o#' excessive speed of cars in the area b~twe~h 11th Street and 13th Street be referred tdthe Police Committee, and that such restricti~'~ action as necessary to correct same be madly. -Langhorne dust com. 9.~ That no action be taken at the present tits regarding the dust complaint of D . Gray Langhorne. -Alley south of 10. It was recommended that all property owned 2nd Street be contacted regarding the concreting of 1 alley leading East from Georges Men shop West Main Street to Martin-Beamer Hardwar9~ Store No. 2, and the North-South alley, N to Second Street - the allay to be concre at .an appropriate time. Regarding improvements to 5th Street, S. E., and Lexington Avenue, holes and washed pulleys to be filled, with the present roadway to be repaired as well as practicable.. -Bridge Vest Commerce St. 12. In the matter of a bridge on West Commerce Street, referred to as the "Steel Plant Bridge", it was recommended that the Virginia Bridge & Iron Company be. invited to bid on replacing the ' present structure on a new location with a steel bridge and reinforced concrete floor to meet with Virginia Department of Highway specifications for primary hridges on primary routes, also that other bids for reinforaced concrete bridges be secured. - On motion of T. F. Wirt, seconded and unanimously approved, the Council Bids to be secured authorized that the Town proceed to secure bids on the construction of the bridge, and that a report be given to the Council as soon as same were received. RECOMMENDATIONS APPROVED On motion duly made, seconded and unanimously carried, the above recommendations were approved. VILEST FAYETTE STREET The Director of Public Works advised that, TRANSPORT. in the matter of the petition for a means of transportation to and from the locality of West Fayette Street, presented to the Council on September .7, 1948, the N. & W. Railway Company had declined to allow the Town .to build walkways on company bridges #244 and 24~, and that any means of trans- portation would have to be provided by the Town, whereupon, he submitted the following two suggestions: 1. At the time of obtaining bids for the steel plant bridge, the companies also be requested to submits bid on moving _ the new portion of the present ste®1 plant bridge to a point across Peak Creek near N. & V~.. Railway Bridge#244, and to provide a new trus span to complete the crossing, and thereby pro- . vide a means of ingress and egresss for citizens living North of Peak Creek at the point and within the corporate litrtits of the Town. 2. A possible outlet -at the location could - be provided by a road leading westward off of Pinnacle Street through the old Finks property,.on_westward to the Norfolk & Western Right-of-Way between Bridges #244 and 245. On motion of H. R. Imboden, seconded by G. R. Steger and unanimously carried, the former recommendation was approved. CEMETERY A. W. Gatewood, Director of Public Works PERPETUAL UPK~EP p~N su wiitted the following proposal for perpetual upkeep plan for 1 SUBMITTED Oakwood Cemetery, beginning:- --, ~~~, Council Minutes Contd. Pulaski, Virginia, October 5, 148 1. 3f of the property tax in the Town to be set aside and earmarked for cemetery upkeep and improveanents- 95~ of the 3f to be for Oakwood Cemetery and;5~ of the 3f to be for the colored cemetery, this percentage being based on the percentage of flax paid by the white and colored residents of the Town, respectively. [~ 2. All owners of cemetery plots in Oakwood who ~o not own property in the Town and pay tax on samelto be assessed five dollars annually to cover the »iain«= tenance of their lots. Any cemetery lot owner, and not a property owner or tax payer in the~'Town of Pulaski, desiring perpetual upkeep rather ;than an annual assessment, to pay into the cemetery trust fund the sum of two hundf~ed dollars, or the equivalent in acceptable securities, the incg9Gme from which to be used for perpetual upkeep off` their lots. 1 3. The cemetery to be always under the control I~f the Town Council, from which a Cemetery Committee, chose duty it would be to make recommendatio~is from time to time to the Council as to its o ora- tion and development to be Thosen by successn as follows: The Mayor of the own would alwaysbe one member of the Committee; The oldest memb of Council, from ~oint of Council service, on t'e North side of own, representing Wards No. 1~~and2 would be a member; From the South side of Tom, the oldest member of the Council, in point of Council service, would be a member of the Committee, representing Wards No. 3 and 4. 4. All donations .would be accepted and incl uded in the cemetery trust fund. 5. All curbs in the cemetery would be removed, lEnd only one marker extending some distance abovli ground would be allowed per plot in the futu~fe. All other markers to be placed flush with su#tfacd of ground. All plots to be marked with bro n~ie or steel markers flush with surface of the ground. 6. All locust trees and any other trees agreed upon bar the Committee to be removed from the ceme~iery. 7. The placing of markers in the future to be c¢m- trolled by permits issued to erect same. F` 8. The sale price of lots to be increased, thes~i prices to be agreed upon by the Committee and the Council. Some lots to be provided (perhaps qne- half lots) for those not desiring full lots.:: 9. The cemetery to be kept mowed and cleaned up - driveways in good condition, and such other improvements as generally required in modern: cemeterys. 10. Comments by A. W. Gatewood; "It is believed that an arrangement of t~is kind would be very popular with people generally who own lots, and are interested in Oakwood Cemetery, The, ,cost to prope rty owners and tit payers in the sown would be very light, and #~he cost to lot owners who are not taxpayers in he ' Town would be reasonable, and, it is believe , readily concurred in by them, as they would e assured their lots would be kept in good conition and the cemetery generally to be in good con ition, and something they would be proud of, rather than dissatisfied with. Cor~nittee Lemons and unanimously carried, the matter of the perpetual upkeep plan of Oakwood Cemetery was referred to the Public Property Committee for investigation, to report back to the Council. Traffic Lights On motion of H.R. Imboden, duly seconded -S. Washington & Madison & and unanimously carried, the Council authorized the pur - 5th St. chase and installation of a caution or blinker light on South Washington Avenue at the entrance to Columbia Drive, also a two-way traffic light with flasher at Madison Avenue and Fifth Street, North, whereupon A. W. Gatewood advised he would contact the highway department regarding the above. STREET LIGHTS It was brought out that street lights were 1ST ST. EXT. needed on 1st Street Extension, whereupon, on motion of T. F. Wirt, seconded and unanimously carried, the matter _ was referred to the Light Committee far investigation. LOR WATER H. C. Jackson, Superintendent of the Rater SUPPLY Department, reported that, in connection with the low water supply, the level of which was eighteen feet and the supply steadily decreasing, he had contacted the State Department of Health in regard to the situation. TA1dK RIDE Regarding a tank for water storage on Ridge AVE~iUE Avenue, Mr. Jackson reported that the tank as ned by the e R. C.A. Company had increased in price to 12,640.00, that same could be erected by the company and gauranteed for one year. He advised that the Water Committee would be in position within the next few days to advise the Council regarding the tank. RANDOLFH AVENUE WATER PIPE On motion of T. F. Wirt, seconded by W. F. -DEL. DATE White and unanimously carried, the Council authorized that EXTENDED H. C. Jackson, Superintendent of the Water Department, con- tact the Lynchburg Foundry Company and request them to delay the shipment of pipe for the water line for Randolph Avenue for an indefinite period, so long as the Town could remain in a shipping schedule of ten days. White, seconded and unanimously Convention carried, the Council granted the request of H. C. Jackson td attend the Waterworks Convention in Richmond, Virginia on September 24th to last approximately three days. HEALTH DEPT. The Mayor advised the Council of the request of fir. REQUEST Pope to allow the Health 'Department to use stickers, etc., Iuth- orizing them to use parking meters while in town on busines~l. On motion of W. F.White, duly seconded and unanimously appr~ived, no action was taken on the matter. POLICE OFF. The Mayor .advised that, according to the charterj~ it BONDS was necessar to have the amount of bonds for APPROVED y police officers prescribed for by the Council, whereupon, on motion of W. FN White, seconded by H. R. Imboden and unanimously carried, tie bonds present in effect for the Police Department, as recorJ~ed in the Minutes P. 1346, were approved. I.D.LONG It was advised that I. D. Long, whose resignatio~t as REINSTATID Police Patrolman was received by the Council and accepted obi September 21, 1948, had written.a letter requesting that he~be reinstated with all seniority rights, whereupon, on motion of H. R. Imboden, seconded and unanimously approved, the Council authorized that I. D. Long be reinstated in the Police Department with full seniority rights. STREET LGHT. The request for a light on Columbia Drive, as adi~ised COLUMBIA DR. by Councilmen Wir t, was referred to the Light Committee fore, investigation. TRAFFIC SIT. Councilman Lemons advised the Council of a dange±ous JEFFERSON SCHOOL traffic condition at the intersection of Second Street, Soutih and Jefferson Avenue, and at the corner of Jefferson School stating that same was particularly hazardous at the noon hoar. No action was taken on the matter. Resignations Councilman Carper inquired as to what action wou~d be Issuing Justices taken regarding the resignations of three issuing 3ustices,,~' received by the Council on September 21, 1948, whereupon regu- lations pertaining to same were read by the Mayor, v~d th no action being taken by the Council.
