M. PRESENT There were present: Mayor Marvin G. Graham, presiding; Verna L. Dalton, Clerk, and Councilmen: T. F. Wirt, W. F. White, H. R. Imboden and L. C. Lemons. Absent: G. R. Steger, I. R. Carper, 0. 0. Crowell and W. D. Aust. WAftDEId SPRING On motion of ~'. F. White, seconded by H. R. USE AUTHORIZED Imboden and unanimously carried, the following report from -Report the State Health Department was approved: approved October 11, 1948 '"To ,the Mayor & Council of The Town of Pulaski Pulaski, Virginia. With Mr. How and Jackson, Superintendent of the Waterworks, an inspection was made of the water supply now furnished to the Town. The water level in the mountain reservoir is down approximately nineteen feet below the top of the spill- way, and it is now necessary to use the second and third intakes since the water is below the number one, or top intake. The water supply which is being drawn off through the second intake was found to be a fairly good quality, and was not highly colored.. The water from this intake showed a dissolved carbon dioxide content of 5 P.P.M., and a P.H. of 6.?. The usual amount of chlorine applied to the water from this intake will produce a good residual ehlori`ne in the treated water coming to Town. The water from the third intake was found to be highly colored, and the chemical characteristics would indicate the water to be very corosive. The water showed a dissolved carbon dioxide content of 25 P.P.M. and a P.H. of 5.?, also, due to the organic coloring and other organic matter, about eight or ten times the normal amount of chlorine is required to treat this water to produce the desired residual chorine. The water from the lower of the two intakes in use is so highly colored, and has sufficient taste and odor to make this undesirable for use by the Town. An inspection was made of the Warden Spring, and this spring was found to be flowing very clear, and tha settling basin and other structures were found to be in excellent condition. This supply can be made ready for use within one or two days. It is recommended that the Harden Spring supply be placed into service, in order that the undesirable water coming from the mountain reservoir may be discontinued for such ~,aeriod as necessary. While the water from this spring is hard, it is thought to be more desirable than that being obtained Prom the mountain reservoir through the lows r intake. In addition, when the rains set in, the flow of the Warden Spring may become turbid, making it necessary to discontinue, or not use, the Warden Spring, and it may be desirable to maintain a reserve in the mountain reservoir to be used at such time as Warden Spring starts flowing turbid. 1 1 Council Minutes Contd.
