Council Minutes
Pulaski, Virginia, October 14, 1948
The Council of the Town of Pulaski, Virginia met in
regular semi-monthly session in the Council Chamber of the
Municipal Building at 7:30 p~• AQ.., October-14, 1948.
PRESENT There were present: Mayor Marvin G. Graham, presiding;
Verna L. Dalton, Clerk; A.W. Gatewood, Director of Public
Works; L.S.Boothe, Chief of police; Mrs. Lottie R. Runion,
Treasurer, and Councilmen: T. F. V~firt, H.R. Imboden, V'J.D.
Aust, 0. 0. Crowell, I.R. Carper and L. C. Lemons. Absent:
W.F. V~h.ite and G.R. Steger.
MINUTES The minutes of the regular monthly meeting held on
October 5, 1948 and of the special meetin~*s held on October
7 and October 12, 1948 were read and approved.
BUILDING The following building permit application, coming
PERMITS
within the requirements of the Ordinance, was granted: To
-Marshall F. W. Marshall for one story cinder block and brick welding
and repair shop on the south side of 2nd Street, N.E.,
between Madison and Franklin Avenues, to cost X10,000.00.
DIRECTOR The Director of Public Fdorks repor ted to the Council
PUBLIC WORKS
REPORTS as follows:
-Steel Plant 1. In the matter of building a new bridge at the
Bridge steel plant, the Roanoke Iron and Bridge Company
would submit a price on same in the near future,
their representative having looked over the ground,
on October 13 - also, that one other contractor
had indicated interest in submitting a price on
same.
-Fayette St. 2. Regarding providing transportation to and from
the locality of West Fayette Street, the repre-
sentative had advised that at one point, abridge
165 feet in length would be required to cross the
stream in the locality, whereas, at a further
point (through the Nunn property) only a 100
foot bridge would be needed, and that the company
would submit a tentative price on erecting a
bridge at the latter location, using a portion of
the present steel plant bridge which was installed
in 1943.
-5th St. 3. Repairs as suggested had been made on 5th Street
Crest Ln. and Lexington Avenue and "Crest Line Drive.

4. He reported that a complaint had been received
with regard to turning water down the hill on
-Cr.Line com. Crest Line Drive.
RID GE AVENUE H.C~ Jackson, Superintendent of the Water Departments
TANK
PROPOSAL read a proposal submitted by J. J. Robinson, President of
Construction Management, Inc., regarding a water storage tank
on Ridge Avenue, a more formal proposal to be made in the

near future.

Said proposal follows:
October 14, 1948.
"G~'e hereby propose to furnish and deliver, full f~+eight
allowed Pulaski, Virginia, 1 - 10,000 bbl. (420,000 gal.)
tank for 12,604.:.00 cash on delivery. i
. IETe further propose to unload, handle and erect thb
above tank on a sand bed saturated with oil and retained ~ri a
concrete retaining ring approximately 60~-0 in. diameter ~`br a
price not to exceed 7,000.00.
Included in the above is site grading, excavation,
installation of a 1-12" flanged connection and 1-6" overflow
connection.
. If a surety bond is required, you may add 190.00.;.
We are in a position to deliver and erect this tarok
within 30 days from date of order if accepted at once."

LIGHTS Regarding the need for street lights on First Strut
1ST STREET Extension, Councilman Carper advised there were no poles i~h the
EXT,
locality and requested theCouncil to name the locations where
the lights were needed, whereupon it was decided to provide a
light at the bridge near the curve and a second light at t~'ne
curve at the rdar of the Church of God. On motion of W, DMA
Aust, seconded by T. F. Wirt and unanimously approved, the.!matter
was referred to the Light Committee with power to act.
A.E.P.POLES Councilman Crowell advised of complaints received :.

AVENUE regarding sidewalk condition on Peirce Avenue brought about by
seven five-foot sections of sidewalk having been left out ~'or
relocation of Appalachian Electric Power Company poles, whi~reupon,
on motion of I. R. Carper, seconded by V1. D.Aust and unani~ously~
carried, A. W. Gatewood was authorized to contact the Appalachian
Electric Pourer Company in regard to same and request them to take
some action regarding removing the poles in said locality.,;.
TOURIST On motion of I. R. Carper, duly seconded and unanimously

HALL LOT passed, A. W. Gatew.ood was authorized to contact owners of tourist
signs located on the lo_t purchased by the Town from G.C. H~i11, to
see when possible leases expired, and that notification be~imade tc
them that the Town had purchased the lot and that such ~sig:Gis woulc
have to be removed.
COMMUNITY On motion of H. R. Imboden, seconded by L. C. Lemons and

LE GAL SERVICE On motion of T. F. Wirt, duly seconded and unani-

_ mously carried, the Council authorized that the amount of
500.00 allowed in the proposed budget for legal service
(recodifying) be increased to 2,500.00.
SUMMARY E.A. Beck, Town Manager-elect, who was present,
BUD GET
1948-1949 explained in detail the proposed summary budget fm the
APPROVED fiscal year September 1, 1948 to August 31, 1949, advising
that the budget was prepared as an emergency measure to serve
temporarily and would be sub3eet to possible change by the
Council, whereupon, on motion of T. F. Wirt, seconded by
_ I. R. Carper and unanimously carried, the summary budget was
adopted, the breakdown of said budget being sub3ect to
change. Said summary budget is as follows:

AIRPORT The Mayor advised of a rough field condition at tY
airport, whereupon the matter was referred to the Airport
Committee for investigation, said corrnnittee to be appointediby
the Mayor,
SPILLt~AY H. C. Jackson advised that question as to the ownership

of the land near the spillway at the dam had arisen, advis~~g that

the budget should carry an amount sufficient for the purch~~eof
the land, and requesting the Town to take steps to establis~~i the
line at said locality, whereupon Councilman Wirt recommendHki
that the Mayor contact E. H. Millirons, Surveyor, in order o
get the line establish ed at said property.
INFORMAL Mr. Beck suggested that the Council meet with him~in
COTJNCIL
SESSION informal session in the near future to discuss general mat~iers,
