PRESENT There were present: Mayor Marvin G. Graham, presiding; Verna L. Dalton, Clerk; A. W.Gatewood, Director of Public Works; L. S. Boothe, Chief of Polic®; Mrs. Lottie R. MINIITES The minutes of the regular semi-monthly meeting held on October 14, 1948 were read and approved. BILLS ~ The regular bills and payrolls for the month of PAYROLLS October were read, approved and ordered paid. Said bills are. given at the conclusion of these minutes. S.R.ALLEN A A letter was read from S. R. Allen, of 3.29 8th Street, N.W., which requested improvements to driveway entrance at said location, whereupon the matter was referred ~ to A. W. Gatewood for investigation. T.W.HARRELL T. W. Harrell, of the Western Auto Supply Store, appeared before the Council, asking that some arrangement be made to provide parking space for their delivery truck, In executive session, on motion of T, F. Wirt, seconded by H.R. Imboden and unanimously approved, the matter was referred to the Street Committee for investigation. . R. Imboden, duly seoo tided and unanimously carried, the matter was referred to A.W. Gatewood for attention. Mr. Lemons advised that parking restrictions had been requested on the South side of Commerce Street, from the corner of Commerce and Valley Streets to the Nehi Bottling Works, due to the narrowness of the road which caused cars to drive off the pavement in order to pass. On motion of T. F. Wirt, seconded by I. R. Carper and unanimously approved, the matter was referred to the Street Committee for investigation to report back to the Council at the next meeting. Upon inquiry, A. ~i. Gatewood advised that Jefferson Avenue terminated at Tenth Street, N.iRI. and Prospect Avenue extended to 16th Street, N.W. The Chief of Police advised the Council that, in the matter of the joint Town-County radio program, question had arisen as to whether the Town or County was responsible for the cost of maintenance of the remote control unit located in the•Police Department, and he flirther advised that no contract covering the program had been prepared as directed by the Council at its meeting held May 18, 1948, whereupon, on motion duly made, seconded and unanimously carried, the matter was referred to the Mayor. The matter of investing Sixteen thousand six hundred dollars (~1fi,600.00~ in the Special 1Nater Capital Account fund, and Seven thota.sand eight hundred and twenty five dollars (~7,825.00~ in the Street Bond Sinking Fund aacsount, as recommended by T. F. ~ITirt, Chairman of the Finance Committee, was referred to the Finance Committee for investigation and report back to the Council on motion of G. R; Steger, seconded by I. R. Carper and unanimously passed. A. W. Gatewood reported to the Council as f ollow$ Traffic lgts. 1. I 4k Regarding the steel plant bridge, a rcpt enter tive of the Roanoke Iron and Bridge Comp y would soon submit an estimate on the cos ;of building same, also C. V. Wood, of McL~.ow 1 and Mood, had indicated interest in buil ng the bridge and also doing the necessary grading , both having been advised that `a bridge had not been authorized by the Co cil. _Mr. Gatewood advised-that a twenty-Pour of roadway bridge, with a five-foot sidewa ion one side, and the necessary grading (the grades to be established to the best adv tags and to balance the cuts and fills provid sufficient headroom for the road underne h the bridge) could be built at a cost of approximately X35,000.00 - sane to cover reinforced concrete bridge to b® approve by the Virginia Department of Highways for primary routes. s:~a~ . Pulaski, Va., Nov. 4, 1946 He stressed th+~ i'act that the present bridg® was. considered unsafe for any traffic other . than the very lightest loads, and that fre~- quent periodical inspection should and must ._ be made to detect any further defects that might develop, until other arrangements were made, and that the matter should be followed up promptly with no time lost in aP,ranging to replace the present bridge. -Billboards Hall lot 3. Regarding the billboards located on the recently purchased lot from G. C. Hall, Mr. . Hall had advised him that the people owning same had no written agreements, and that n© leases covering any certain period of time had been granted - sls©, no rental charge had been received by Mr. Hall for the use of the lot for that purpose. Further, Mr. Gatewood had written the owners of the signs and had asked - them to .remove same. .-Rutherford bldg app. 4. Regarding the building permit application -E.&G.Dalton agree. of Ralph G. Rutherford, he reported that the lots originally were owned by Ernest and Gomez _ Dalt on , and that the contract with the said parties had been prepared by the Town Attorney along the lines definitely agreed upon by tY~ Dalton brothers and A. ilk. Gatewood, but due to the negotiation between the parties and Mr. Rutherford, same was not executed, and that Mr. Rutherford_had..~ieen_.advise.d of the proposed agreement and had'' been.. furni-she.d . a copy of same .. .. for consideration by x-is attorney. In connection with widening of Randolph Allocation Avenue, he reported that, prior to July 1, 1946, program stated - - under th® state lam, the state allocated to the towns and cities oP the state, having more than ` _ 3500 population, 2500.00 per year per mile of primary mileage in the Town for maintenance of .. roads and streets, and X500.00 per mile for - . construction, provided the construction project was approved by the highway department. The Bind had been collected through the years and used in various projects on Routes 11 and 99, the last being for 1940-1941 and 1941-1942 and used for widening Randolph Avenue 475 Peet North Front Sixth gtreet. Due to the war, the work was ' banned by the Federal Government for the duration, . but the allocations were continu®d, and paid by the state in 1942-1943, 1944-1945 and 1945-1946, . no._allocation for construction being made for 1943-1944. He repo ted the allocations for the - three years were granted for the purpose of . widening Randolph Avvenue - during the inactiv e period, the Town asking the state to hold the _ money in escrow for the Town until work could proceed, said amount to be 5,194.50 (3.463 miles at X500.00 a mile for three years. He reported that as of July 1, 1946, .the ]a w was changed to an allocation of X4,000.00 per mile, the highway department declining to hold any portion of these Rinds in escrow - the total X4000.00 per mile having been paid in full. As of July 1, 1948, another change in law was effected, providing for the inclusion of certain other.atreeta under this act, for which 300.00 per mile was to be paid for maintenance. In connection with this latter Chang®, a report had been submitted to the highway departm®nt, also maps shoring location and,mil~age of the streets. He advised of gasoline accumulation in the C & P manhole manhole of the C. & F. Telephone Company on 4th Street, reported to him on July 15, 198 by the Southwestern Virginia Gas Compar~y, sta rig various filling stations had been contacts and had cooperated in investigation of the si tion- also, the manhole had been pumped by the T n since July, the first pumpting rendering 2 gallons of gasoline, and the las t pumping ~f November 5 rendering approximately eight gallons of gasoline and oil. He advised the matter should be followed up until the matter ent sly ; cleared. -Peirce Ave. pole removal ~. Regarding relocation of light poles on Peirce Avenue, the A. E. P. Company had issued a work order for same, it probably being carried out by January of 1949. Meanwhile, Mr. Gawood had filled in the vacant spaces with clay d grav9l. '' -Accident-Clayton Hall 8. He advised the Council of a serious ac dent occurring on November 2 and involving Clay n Hall, a town employee in the Street Depai~ nt. He advised the town equipment was not reap ibl~ for the accident and that insurance coven same was carried by the Town. -Brook Avenue Sewer 9.
