The Council oP the Town of Pulaski, Virginia met in

regular semi-monthly session in the Council Chamber of the Mvni-
cipal Building at 7:30 P. M., November 4, 1948.
There were present: Mayor Marvin G. Graham,
presiding; Verna L. Dalton, Clerk; E.A. Beck, Town Manager;
L. S, Boothe, Chief of Police; Roby A. Sutherland, Town
Attorney, and Councilmen: T. F. 1-irt, H. R. Imboden, G. R.
Steger, W, D. Aust, 0. 0. Crowell, I. R. Carper and L. C.
Lemons. Absent: W.F. White.
The minutes of the regular meeting held November
4, 1948 were approved.

of the Town appeared and presented petition to raise the license DR~ CLNRSI
fee on out-of-town laundry and dry cleaners, linen supply service
an exception.
In executive session, on motion of 0. 0. Crowell, R tes

duly seconded and unanimously carried, rates were fixed for
three hundred 0300.00) dollars on out-of-town laundrys and

two hundred 0200.00) dollars on out-of-town dry cleaners doing ~
business in the Town, the Tavn Attorney being directed to draft
a suitable ordinance to be presented at a later date to the
Council.
F. C. flanks of E. Main S~=trset requested a stop
or caution sign at the intersection of E. Main gtreet and
1st Street Extension, whereupon he was advised the matter was
to be considered.
R. A, Hudson appeared in regard to previous
request for parking accomodation, whereupon the Town Manager

advised it was the recommendation of the Street Committee, ~'
upon investigation of same, that no private parking space be
provided. On motion of I. R. Carper, seconded and unanimously
carried, the recommmendation was approved.
The following building permit applications, coming BU LDINa~

within the requirements of the Ordinance, were granted: To Dr. 'I
A. M.Bushong for one-story addition of cinder block washroom and B shong:
toilet facilities to vetinary hospital on South side of 1st S?t.,
S.IiV., cost 1,000.00; To T.J.-M.M. Gemmell for one-story cinder -G ell,
block private garage on ~I-est side of Lake Street, between Commerce
and First Streets, S. W., to cost X1,500.00; To Lewis F. Graveley -G ave

REPORTS
-S.R.A11en req. 1. In the matter of previous request of S. R.
Com. recomend. Allen in regard to drainage condition at
his property, the Street Committee con-
sidered curb and gutter the only perin8~t~nt
improvement, a petition for same to be
originated by Councilman dirt.
-Commerce St. 2. Regarding parking on Commerce Street, the
Com. recommend. Committee recommended that parking b®
restricted on the South side of Commerce
Street, the North side to be graveled with
crushed stone being laid to provide parking
from Randolph Avenue to Cliff Street.
Recommend.,app~vd. The above two recommendations were approved.

Committee considering this advisable.

considered advisable by the Committee.

for one-story frame two-room dwelling on North side of
Third St., N.E.. (extreme end) to cost X250.00; To Henry
L. Albert for two-story brick dwelling on North side
of Fourteenth Street, Between Jefferson and Randolph
Avenues, to cost 12,000.00.
The Chief of Police reported per letter that
forty-nine cabs were in service in the Town.
The Town Manager reported to the Council as
follows:

(c) Two small-elm trees at ~Resthaven"
on 5th Street, which the Committee did
not recommend removing. Also, two large
maples on the corner of ~tashington
Avenue and Fifth Street, requested to
be removed by property owners, which
the Committee recommended removing.
(d) The Committee recommended that the large
tree on the East side of the allay lead-
ing to the Dyer property, corner of the
Bane property, be remav ed.

On motion of G. R. Steger, seconded and unanimously
carried, the tree removal as recommended was approved.
Regarding relocation of fire hydrant on the corner
of the First Methodist Church and repairs to same, it wad
the suggestion of H. C. Jackson, Superintendent of the
Water Department, that the hydrant not be moved at the
present time, whereupon it was decided that the curb be

repaired with a temporary concreted slab.

SEER EXTEN. 4. Sewer extension requests received were as follow8~
REQUESTS
(a) Fred A. Jackson for service to five houses
on Hickory Street, between 5th Street and
Peppers Ferry Ro ad-- the proposal that he
-Jackson pay X500.00 or 100.00 per houses, made to
him by A.W. Gatewood, not having been
accepted. For this sewer, a preliminary
estimate of X3,527.25 had been made.
(b) Peirce Avenue, 5th, 4th, Baskerville,
Graham Streets, for which Peirce Avenue
would require 180 lineal feet, 5th -790
-Peirce,5th,4th, l.f.; Graham-300 l.f.; 4th-250 l.f.;
etc. and Baskerville, 450 l.f.
It was recormnended that the extension not be

Water & committments and the uncertainty of the time

carried, the matters were referred to the
1!1gter & Sewer Committee for further study
and consideration.
Payment to 5. The Town Manager advised that two town employees '!
injured who had been recently injured had been paid full
employees, wages for two weeks-for which they did not work,
and that insurance compensation, beginning the
second week of injury, paid sixty percent of
av-stage wages, it being th® policy that the
Town pay forty percent of wages. He inquir®d
as to policy of Pulaski. On motion of T. F.
Wirt, duly seconded and unanimously carried,
the Council approved the action of the Town
Manager in the payment of the wages of the
two men for twa weeks, and instructed the Mana-
ger to pay said employees through the weak of E
December 15th the forty percent differential
between insurance compensation and regular
wages - the matter to be referred to a coimnit- -
tee to be designated by the Mayor for thorough
investigation to report back to the Council ii
at the first meeting in December. The Mayor I
named the Town Manager, Town Attorney and ,i
T. F. Wirt as members of the above committee.
On motion duly made, seconded and unanimously
carried, the following stop signs were authorized: One stop STOP

sign at the southwest corner of Commerce Street, West
Bertha Street; one sign at the intersection of E. Main St.
and 1st Street Extension, and one. sign at the corner of
Madison Avenue and Third Street on Third Street.
Requests for improvements to Crest Line Drive, CR~15T LIB

from the A. B. Scott property to Washington Avenue to
correct sewer drainage conditions, as advised by Councilman
Wirt, were referred to the Town Manager for attention, the
Street Co~n3.ttee to be consulted if necessary.
Councilman Carperr advised a delegation of colored

people requested that some means of fording creek in the Vanes p
Hill section at the extension of Pulaski Street be provided.
On motion of I. R. Carper, duly seconded and unanimously
carried, the matter was referred to the Street Committee and

Councilman Carper for investigation.
The Mayor informed the Council that W. F. White,
H.R. Imboden and 0. 0. Crowell had been named. as members
of the Airport Committee, acting with the Mayor.
The Mayor extended a welcome to high school
students who were present as a Youth Council to sit with
the official group session.
On motion of G. R. Steger, seconded by H. 'R_.
Imboden and unanimously carried, the Council authorized that

the i~['ater Capital Fund Account and the Street Bond Sinking
Fund Account, with a total of approximately Twenty-four
Thousand Dollars be placed with the local banks at the best
rate of interest available on a time certificate of deposit.
The Mayor informed the Council that the County
had sent a remittance of Ten Thousand (~10,000.00~ Dollars
to the Town for Brook Avenue Sewer pr o~ect.
The matter_of requests by the Folice T3~epartment
and the Fire Chief for increases in salary was deferred until
the first meeting in December.

RECOMMENDATIONS
re. Town submitted the following two recommendations of the said
Manager auth
committee to the Council:
1. All purchases to be made or approved by the
Town Manager.
2. Any and all matters desiring attention by
the various department heads to be referred
to the Town Manager, 'who, in turn, might
bring same to the attention of the Council
if he deemed responsibility of the Council
necessary.
On motion of T. F.Wirt, seconded by I. R. Carper

SURETY

and unanimously approved, the above recommendations were
approved.
On motion of H. R. Imboden, seconded by L. C.
Lemons and unanimously carried, the following schedule arP
surety bonds, as recommended by the chairman of the Finance
Committee, were approved: For the Ta-n Manager and Town
Treasurer, a bond of Twenty Five Thousand 025,000.00)
Dollars each; for the Clerk and the office assistant, a
bond of Ten Thousand 010, 000 } Dollars each.

letter to ~. Tom Tate, advising he was improperly charged
on his tags, the correct amount, and the balance due the
Town under the schedule of~license rates, sending a copy ~~
of the letter to Mr. Painter.
