Seagle, I. R. Carper, Vii. D. ' Aust and G. C. Hall. Absent: None. The minutes of the regular meeting held on October 3, 1944 were read and approved. The following building permits, coming within the requirements of the ordinance were granted: To John A. Butler and Geo. H. Fuller for brick gt~rage building on the west side of Washington Ave., between 4th and 5th streets north, to cost X15,000.00 - subject to governmental approval; to T. W. llickerson for addition of storage room, material used brick, to restaurant building on the south side of Commerce Street, corner of Lee and Commerce sts., to cost ~5u.00. The Southwestern Virginia Gas Company was granted permission to install a ne« 18000 gallon Propane storage tank on its property on the southwest corner of Co~nerce and Lagrange streets, provided that the installation conforms to all laws and regulations applying to same. On motion of T. F. girt, seconded by F'. A. Seagle and unanimously passed, the Council authorized an appropriation of ;~8U.0(~ to ~>taae American Legion Post No. 7, toward the expense of the Honor Roll Board. J. E. Greer and Jap'per ~Jilson appeared before the Council, requesting that the council meet with the recreation commission for a general discussion of plans and possibilities in se~tin~tz~p a recreation program. On motion of T. F. Wirt, seconded by F. A. Seagle, and unanimously passed, the Council set November 23rd at 7:00 P. ~, at the Moor's office for the time, councilmen waiving attendance fees. t ~~~ Council minutes contd. Blackburn appeared before the Council, (dater Supnly~ area requesting permission to drill in the water shed/for a possible additional water supply, and after discussion, on motion of F'. A. Seagle, seconded by G. C. Hall, the matter was laid on the table. Police rteport ~. C. Compressor and Jordan, and unanimously passed, the Council authorized Pavement breaker the purchase of an air compressor and pavement breaker. izl the matter of a petition presented by citizens and residing on "Second Locust Hill",;referred to the street committee at the October 3rd meeting of the Council, on motion of G. C. Hall, seconded by T. ~'. wirt and unanimously passed, the Council authorized that Holly Street between Uora Highway and Jackson avenue, and one block East of Holly Street on Jackson rwenue be graded and drained and opened up for public use; also the alley between Vora Highway and Jackson kvenue be graded for a distance of approximately 200 feet, East of Holly Street, ~o that it could be used for fuel deliveries, etc. The estimated cost being ~11aU.00, and the work to be done when convenient for the townts forces to do it. On motion of W. ~'. ~+hite, seconded by F. a. Seagle and unanimously passed, the Council agreed to take over the road and keep it in repair provided the property owners would dedicate same for public use, with a right of way of sufficient land to provide the necessary width for a public roadway and drainage. It is also understood that necessary lights would be provided if and when governmental regulations would permit extensions. x~~'I'- ti. H. ti`rygal, chief of the Fire Department, appeared FxE llhI' before the Council in regard to an assistant for the fire department, and advised that he had been unable to find anyone satisfactory ~:e~~ the salary of w135.00, as authorized by the Council at the October 3rd meeting. ~1r.Wygal recomrr~ended that G. ll. Ray be e~upioyed as a full-time assistant, and in adaition, that he give as wuch time as necessary to keep in repair all of the gasoline driven equipiuent wed and operated by the town, at a salary of ~175.U0 per month. Y~hite and unanimously passed, the Council authorized tie er~pioyment of i~-r. Ray under the conditions as outlined above. ter. VVygal further recommended that some arregementts be made to take care of tine fire calls in the 1~istrict, with the suggestion that the Board of Supervisors of the County be requested to purchase a firet~uck and garage it in the town to be used foz respox~d#:ng~:#to alarms outside the corporate limits, and that some agreement be reached as to the charge for making these calls. On motion of 1~'. F. White, seconded by i. n. Carper, the matter was referred to the Fire Committee to meet with the Board of Supervisors and make sore agreement with them, and report to the Council. F . ~~hite brought up the question a~ to the funds to the credit of the Civilian llefense organization, and recocu~uended that an agreement be made with the County Board of Supervisors as to the distribution of the funds , between the County and the Town of Puls.ski, such funds having been accumulated f'ro~u the sale of salvaged items - mainly paper. after discussion, o~~ motion of T. Jordan, Jr., advised the Council that Mr. W. B. `+vyatt had turned over to hi~n a i~100.00 Federal Farm Mortgage 3~ bond which had been called. He stated that he would like to turn over to the Town of Pulaski, this ~100.0U in the form of United States Series G Bond in the name of"Town of Pulaski, Virginia, Captain Moore Cemetery Fund" to be added to the Cemetery Trust Fund, and the income of ~P2.5U annually be used toward the upkeep of the mayor Loving Square in Oakwood Cemetery, in which Captain Moore is burled. flax. Eastman had taken care of the plot during the past year; for which service he had presented a bill of X4.50, and that he had in his hands only X1.50 to be applied to the bill. He stated that they were still working on the proposed water supply and vrould make a report to the Council. On motion of T. F'. The lessor shall furnish to the Government, during the occupancy of said premises, under the terms of this lease, as part of the rental consideration, the following: NOTi~ING. 7. The lessor shall not, during the term of this lease erect °'~ any structures on the premises, nor use nor allow-the use of they said premises in any manner without the written consent of the Department of Commerce, Civil Aeronautics Administration. 8. The Government shall have the right, during the existence of this lease, to make alterations, attach fixtures, and erect additions, structures or signs, in or upon the premises hereby leased, which fixtures, additions, or structures so placed in or~ upon or attached to the said premises shall be and remain the property of the Government and may be removed therefrom by the Government upon the termination of this lease or within 90 days thereafter. ' 9. The Government shall pay the lessor for the premises rent at the following rate: Three Htmdred and Ten Dollars (~v310.00) per annum. Ii~iPHOVE- I~HEVTS BUDGET Adopted In the matter of a petition presented at the October meeting, by citizens residing on Jackon bve., requesting certain improvements, and referred to the street committee and director of public works for investigation. On motion duly made, seconded and unanimously passed, the Council authorized opening the streets a distance of approximately 450 feet on Holly St. from Dora Highway to Jackson Ave., and ~:QO feet on Jackson Ave., east from molly St. to an alley running north and south. In addition to this, it was proposed to grade the alley for a dia~ance of 150 feet between Dora Highway and Jackson Ave., extending east from Holly St. - with the under- standing that the work would be done by the street department when they were able to do it, weather and conditions, etc., per- ~itting. Estimated cost for the entire project - X1140.51. On motion of T. b`. ryirt, seconded by I. R.
