session tonight dt 7:30 at the mayor's of'f`ice.

thereof the clerk to read a statement of the monthly bill.

payrolls for the month of November, which were approved
and ordered paid. Said bills are given at the conclusion
of these minutes.

requesting the Council to limit parking of any and all
vehicles on this section of Cliff Street, to one and the
same side of the street. Cn notion of I. R. Carper,
seconded by T. ~'. wirt and unanin;osuly passed, the west
side of the street was designated for parking.

requested further information regarding the opening of an
alley, or lov~ering the sidewalk along his property on
Valley street, and the Street coruiuittee, to which the matter
was referred at the j~ovember meeting of the Council was
continued, for further investigation.
Pulaski In the matter of the request of the Pulaski
Hospital
Light Hospital for a street light at the steps leading to the
hospital grounds, I~r. I. R. Carper, chairman of the Light
Ccrnmittee, to whom the matter was referred at the November
meeting of the Council, reported that the committee did
not recommend the additional light at present, since there

of the Hospital, to keep the glare from the rooms of patients.
J.bar~ Herron K bill of ~v100.00 presented by J. Sam Herron
bill for work in Weak Creek, was approved for payment.

to a committee for investigation, y~. F. Vtihite reported that
they had met with the Board of Supervisors, and that the
Board had agreed to pay the town X50.00 for each run outsid~i
the corporate limits by the fire trucks, and to pay each
fireman responding X1.00 for his services.

of Supervisors in the matter of the Civilian Defense organita-

Virginia, along with the County Tre~.surer, J. F. Y~ysor,
appeared before the Board of supervisors and discussed with
it matters in connection with the Civilian Defense Center
which was set up in the County in December, 1941, and which
is now being discontinued.
It appeared that the original understanding wds that the
County of rulaski was to put up tvao-thirds of the necessary
money and the 'jown of Pulaski one-third to run the Defense
Center - the Town of Pulaski furnishing the building, lights;
heat, etc.
ti summarized statement of the expense from that date to
October 1st, 1944, prepared by J. G. Bosang, Director, was
presented and ordered filed with this order.
it appears that there is now cash in the Civilian Defense`
Center bank account of X2477.31.
It further appearing that the expense of collecting waste
paper has bntirely been borne by the 'T'own of Pulaski,
such expense being equal if' not in excess of the amount
received from the sale of the paper, but that it is advis-
able to continue the collection of this waste paper.

Upon consideration of the whole matter and agreeab-le
to Mr. White of the Town Council, motion was made to
return. to the County of Pulaski the amount of ~8UO.U0,
representing an appropriation made by the County in 1943
to which the Town Council did not put up the required
~400.OU, and that the remainder of the X2477.31 less a
sufficient amount to pay any incidental expense including
an audit of the Civilian Defense Center be turned over
to the Town of Pulaski, and that future receipts from
the collection of waste paper be likewise turned over
to the Town Uounci:L, less any incidental expense that
might arise in connection with the Civilian Defense
Center, - this arra.ngenlent to continue until otherwise
agreed upon b_y the Board of Supervisors and the Town
Council."
i~r. V~hite stated that the town would receive approxi-
u~ately ~1, 600. UO refund fro~i ttie OCD.
~iur. h. Yu. Uatewood reported that order
had been placed with the Southern Machinery ~c Supply
Company for street signs to cover the majority of traveled
streets within the town, to be shipped as early as possible-
this item having been approved in the budget.
Vuith reference to the Pico Terrace road, Mr.
Gate~ood reported that he had discussed with Mr. uw. ~.
Farmer, one of the property owners, regarding widening
and opening up the road for public use, and he was uncertain
as to w~~ether the necessary amount of width could be
provided without injury to the properties located
along the road at certain locations, and that he expected
to look into it further. In the meantime, it was thought
it might be advisable to repair the ;present road
sufficiently for the use of those property owners on the
road, rather than attempting at present to widen and
open it up for the public. Triis is in reference to a
petition presented at the November meeting of the Councils
by property owners on Pico Terrace.
Mayor k. T. Eskridge reported that the Council
had met with members of the Recreation Commission and
others, on November 23rd, 1944, pursuant to a request of
the Commission at the l~overaber 9th meeting, of the Council.
The matter was discussed further, with no action taken.
mayor Eskridge also reported progress in
obtaining leases on airport lands, and stated that Pulaski
is listed in new legislation to obtain ~v225,000.U0 for
improvement of its field.

The council of the Town of Pulaski met in regular
session tonight at 7:30 at the ~ayor~s office.

5, 194 were read and approved.

The attention of the Council was called to the

STKEET issue of X80,000.00 Street Improvement Bonds due on

that this should be paid off and retired at maturity,

bonds for this purpose.
i~r. Jordan offered the following resolution, whihh
~ on motion of T. F. y~irt, seconded by F. x. Beagle, was
unanimously passed:
BE IT nE~ULtiED that, ~s. C. Taylor, Treasurer of the
'.lown of Pulaski, Virginia be and is hereby authorized and
empowered to sign on behalf of the Town assignment form
on the back of two (2) Five Thousand 1~5,000.U0) Dollar
U. S. Treasury 1-3i4~ Bonds, Nos. 825 and 826 dated
12/1/a2 due June 15, 1948 for the purpose of selling same
and obtaining funds with which to meet payment on Town
of Pulaski, Virginia Street Improvement Bonds maturing
February 1, 1945.
