Council Minutes
Pulaski, Va., January 5, 1945
The Council of the Town of Pulaski met in regular
session tonight at 7:30 at the ~ayor~s office.

5, 1944 were read and approved.

the bills ordered paid. Said statement is given at the
conclusion of these minutes.
POLICE M• c;. Pierce submitted the police report for the
HEPUHT month~~of December, which was read and ordered filed.
The attention of the Council was called to the

STREET issue of X80,000.00 Street Improvement Bonds due on

that this should be paid off and retired at maturity,

1945.
bonds for this purpose.
iu-r. Jordan offered the following resolution, whihh
~ on motion of T. F. Y~irt, seconded by F. x. Seagle, was
unanimously passed:
BE IT tcESULVED that, ~s. C;. Taylor, Treasurer of the
't'own of Pulaski, Virginia be ana is hereby authorized and
empowered to sign on behalf of the Town assignment form
on the back of two (2) Five Thousand ~~S,000.UO) Dollar
U. S. Treasury 1-3/4~ Bonds, Nos. 825 and 826 dated
l~/1j~2 due June 15, 1948 for the purpose of selling same
and obtaining funds with which to meet payment on Town
of Pulaski, Virginia Street Improvement Bonds maturing
February 1, 1945.

.~rR i'OHT The Council was advised that negotiations
~BUPP L1JnSL) leading up to tn.e lease of that portion of the airport
property - ~7 acres owend by Carl .~. Bopp, and now under
'lease by the United States of america- had been tentatively
agreed upon, to take effect as of July 1st, 19x5, at the
expiration of the government lease. The town of Pulaski
to pay v~41U.00 annually for the rental of the 27 acres
and the lease subject to renewal from year to year up
to June 30, 1955.
In this connection, the following resolutions
were passed:

Council approved file proposed Leuse between Carl h. Bopp &
Margie .Bopp & The Town of Pulaski, Virginia, covering
27 acres of land to be used for airport purposes, to8ethe*
with certain other rights and privileges as set forth in a
said lease, under date January 6, 1945, and authorized
.ri. T. Eskridge, mayor and Lottie h. Hunion, Clerk of the `
Council to execute same on behalf of the Town.
'~2) On motion of Councilman G. C. Hall, seconded bl
Councilman T. F. yyirt, and unanimously passed, the Council
approved the proposed lease between Town of Pulaski,
Virginia, and The United States of arnerica, covering
one acre of land to be used for airport gurposes, and more`
generally known as the "Watchhouse plot~t, and authorized
a. T.Eskridge, mayor and Lottie n. Bunion, Clerk of the
Council to execute same on beh~.lf of the Town of Pulaski.
~3) On motion of Councilman F. ~,. Seagle, seconded
by Councilman V~. F'. ~V~hite and unanimously passed, Council
approved Form aCa 47, Periait, granting The United atates
of t~merica certain rights and privileges to install and
maintain Lights, 1~iarkers and equipment for the guidance
and operation of aircraft on its premises, all of which is

more particularly described in the permit, and authorized !

PObTCE On the recommendation of the Finance Committee

unanimously passed, the Council authorized a ~v10.00 per
month increase in salary to each member of the police de-
partment, effective January 1, 1045. -
CJRB Tn the matter of a petition for a curb market
~aARKET
in the town of Pulaski, presented by farmers from the
Draper and Dhilo section, at the August, 1944 meeting of
the Council, and referred to a committee of G. C. Hall
and 0. P. Jordan, Jr. On motion of V~. F. ~+hite, seconded
by T. F. Y~irt, and unanimously passed, this committee
was continued and authorized to decide upon a location and
determia:e the price to b~harged for such a market, and
report to the Council.

LIGHT Tn the matter of a request for a light on the

north, referred to the light committee at the October

'1 ION WHEhEAS, the resignations of the members of the
rulaski Recreation Commission were tendered to the Council
on December 7, 1944, together with enclosure of check to
the Town of Pulaski for Five ~undrzd Forty-Three Dollars
and Thirty-Two Cents t~543.32), this being the amount re-
maining in their treasury as of that date, as set forth in
their letter of December 7th;

was read before the Council, which is as follovrs:

Gentlemen:
l submit, herewith, a copy of audit of the
books of the Council of Defense from the date of its organ~«-
zation to l~ovember 30, 1944. This audit gives you a clear
accounting of the funds furnished by the County and the
Town of Pulaski with the exception of the items ~~Other
Salaries and wages~~, and ~tDonation - Pulaski guar Fund~t, which
items 1 think need further explanation.
Other salaries and wages consisted of
~r347.50 for clerical help during the organization period,
and the remainder of` r~1,~6:3.03 for night watchman and janitpr.
The donation to Pulaski 6~iar Fund of ~331.9~
was the balance after paying all expenses, from the proceeds
of two Victory Garden r'airs, it being agreed by the Volunt6iler
workers on these two occasions, ths.t any balance after payy~g
expenses would be donated to a worthy war project.
Since there is no further expense anticipated,
except for small items in connection with paper salvage, tl~b
balance of funds, including future receipts from, sale of
paper, will be turned over to the Town of Pulaski in accorc~nce
with agreement of dir. tiff. F. t~~hite for the Town of Pulaki,
and fir. J. ~'. Niysor for the County on November 11, 194.

the fire department, which was authorized at the jyovember
meeting of the Council, and advised that ter. Ray could not
accept the position on account 4~ being unable to move
his family to within the corporate limits. On motion of
4V, F.Vtihite, seconded by 'I. F. Pr`irt and unanimously passed,
the Council agreed that ter. Ray could accept the position
without moving his residence to town, as he would be
available at any time, day or night, on short notice.
