Council Minutes Pulaski, ~Ta., March 9, 1945
The Council of the Town of Pulaski met in regular se~ision
tonight at 7:30 at the Mayors office.
PRESENT There were present: Mayor ~. T. Eskridge, presiding;"
Lottie H. Runion, clerk; b. W. Gatewood, director of public
works; ~. C. Pierce, chief of police, $. C. Taylor, treasure,

i~INUTES The minutes of the regular meeting held on February
6, 195 were read and approved.
BILLS ~ The regular bills and payrolls for the month of
PAYttOLLS
February were read, and on motion duly made, seconded and
unanimously passed, were approved and ordered paid. Said bil;~.s
are given at the conclusion of these minutes.
The Council approved a bill of R. ids ~aughau, Cripple;
BILLS
Creek, Virginia for two Ingersoll-Rand hack hammer drills
amounting to X50.00. Also, a bill of the Southern Machinery

& Supply Co., for street signs, amounting to X749.27, predi-j;
Gated on the signs all being received and in accordance with"
contract to furnish them.
Building The following building permits, coming within

the requirements of the ordinance, were granted: To J. S. Herr~pn
for addition to office building on the south side of end Stmt,
N. E. (P. T. Co. lots) to cost X150.00; to Douglas Martin foz

POLICE Di. C. Pierce submitted the police report for the

CLUB ng the Pulaski Garden Club, appeared before the Council re-
questing permission to plant appropriate trees and shrubbery ;
on the two parkway squares on the north side of Siat$ Street
and Washington Avenue, North. The project to be sponsored
by the Garden Club and to be participated in by the citizens

of the town and county, in memory and honor of those in
the Armed Service, and the work to be under the supervision
of Robert E. Eastman, horticulturist. TheX? also requested tha

the Town assume the responsibility of maintaining the squares.
On motion of W. F. White, seconded by r. ~. Seagle, and unani-
mously passed, the matter was referred to the public properties
committee for investigation and report.

jn the matter of a request for a light on the
walkway at the courthouse lawn between ;end and 3rd streets,
north referred to the light couu~ittee at the October 1944
meeting of the Council and continued, Mr. I. R. Carper,
chairman reported that the light had been installed on the
a~,ley at the rear of the Diver's building, between 2nd
and 3rd streets, north.
In the matter of request made at the j~ovember
meeting of the Council by citizens of Pico Terrace, fir.
Carper reported that the installation of two lights on
Bowman Drive had been approved and were being installed.
The request for a light on Commerce Street,West,
in the Big Railroad section, west of the first bridge
of the N. ~c W. Railway, was referred to the Light Committee
for investigation and power to act.
fir. ti. R.~~ygal appeared before the Council
and requested that the fountain pool in the west section of
First Street 'ark be temporarily drained and filled, to
eliminate the danger of small children falling in the pool.
On -motion of H. R. lmboden, seconded by VV. F. White, and
unanimously passed, the work was authorized to be done
under the supervision of fir. ~. W.Gatewood, director of
Public Works.
On recommendation of M. C. Pierce, and on
motion of F. b, ~e~~le , seconded by T. F. Wirt, and
unsni~ously passed, the Council authorized the purchase
of approximately 90 rose bushes for replacements in the
rose garden in Oakwood .Cemetery.
~$e~LBUILDER On motion of ~. ~. Seagle, seconded by W. D.
I~;tach. dust, and unanimously passed, the Council authorized the

purchase of a trallbuilder attachwent for the town's tractor,
provided that permit for the purchase of same is granted
by theGovernment. This equipment to cost X1,695.00.

In the matter of request of Howard G. Gilmer, Jr~,
SIDEWALK broughtYgfore the Council by fir. ~. w. Gatewood, on motion
H. C. Gilmer
of F. b. Beagle, seconded by H. n. lmboden, and unanimously
passed, the Council authorized the installation of 8 two-fob
sidewalk, approximately 85 feet long, on the east side of
the alley west of the howard C. Gilmer, Sr. residence prope~tty.
The walk leading from 4th street to 5th street, I~. W., and
beginning at the north side of 4th street and running north
in the alley, to serve the entrance to an apartment being
prepared on the 2nd floor of the Gilmer residence, the total
cost of the construction of the walk to be borne by fir.

CHESTNUT ~ request for impro$ements to Chestnut Street, 5~~.,

provements south of martin eve. was brought before the Council by Hr.
T. H. Carper, and it was the sense of the Council that the
matter would be given consideration later.
REVISION In the matter of revision of the town ordinances~j.
TOWN discussed at the February meeting of the Council, the mayor

reported that der. Edw. Ii. Kuehl, field consultant of the
League of Virginls b~tunicipalitles had spent a day here, going
over the ordinances, and the mayor stated that the work was::
proceeding in line with his recommendations.
OFtUINx~iCE The question of passing an ordinance requiring taxi

governors to limit the speed of same, referred to the Ordinae
committee at the February meeting of the Council, was dis-
cussed, with no action taken.
CURB Tn the matter of a petition presented by Shilo

farmers for a curb market in the town of Pulaski, discussed.~~t

previous meetings of the Council, i~r. G. C. Hall, chairman of
the committee investigating the matter, reported that he hac~
conferred with fir. J. ~. Hardy of Draper, who advised that
the curb market operations would be light this year, and they
committee previously appointed by the Council was continued
and authorized to establish a location and set, the price to e
charged for such a market. "~

In the matter of opening the airport for limited

commercial flying, the Mayor reported that he, Messrs.
W. F. White, Howard h. lmboden and A. W. Gatewood had recently
visited the Preston Glenn airport at Lynchburg, and conferred
with R. W. B•; Hart, city manager and the city engineer of
1ynchburg, also i~r. ~'oodie Edmondson who conducts the students'
training school at the airport; and had also visited
Woodrum Field in noanoke, and had conferred with W. P.
Hunter, city manager of Roanoke, and Messrs. ~uartin &
O~Brian who conduct the studentst training school at Y'+oodrum
Field, and he reported that ter. hart and fir. Hunter had
advised that the operations at their respective fidlds had
proven satisfactory.
The Mayor reported that following this trip,
the airport committee had met in Yulsski on March 7th, and
conferred with Messrs. martin and O~brian of Roanoke, and
R. ~. Hudson of Pulaski, regarding a proposed contract
for operations 'at Loving Field, no definite commitments
having been made at that time.

covering proposed operations at Loving Field, to be submitted
at a call meeting of the council for final approval

The Mayor reported that while in Lynchburg

SUPPt,Y the commitee called on the firm of Wiley & 1~'ilson, Consulting
Engineers, and talked over the crater situation with them.
They advised that while some work had been done on the
report, they had not reached the point where they were
able to make definite recommendations, other work requiring
immediate attention having taken up a great part of their
time.
