SPECIAL Pursuant to action of the Council taken at its reg~.ar
SESSION
meeting held .on March 9, 195, the Council met in special
session today, iularch 16, 1945, at x:30 P. B~.
prtLSENT There were present: Mayor h. 1'. Eskridge, presidingjj
Lottie H. Bunion, clerk; a. W. Gatewood, director of public
works, and Councilmen: 0. P. Jordan, Jr., T. F. Wirt, Howard
n. lmboden, tip. F. White, F. ~. Seagle, I. R. Carper, W. D.
bust, and G. C. Hall. absent: None.
~INU'1'ES The reading of the minutes of the March 9th meeting
of the Council was dispensed with.
2'he Mayor stated that the meeting hr~d been called
to receive report and recommendations of the airport commit~es,
composed of G. C. Hall, W. F'. ~~hite and Howard R. lmboden,
acting with the Mayor and director of public works, and to
transact any other business coming before the Council for
attention.
~,TRYORT The committee recommended that contract covering
certain operations at the airport, including student training,
purchase and sale of airplanes, sale of gds and oil and repa~.r
work in connection with planes, be awarded to Dir. n. A.
nudson of Pulaski. Contract covering these operations was
submitted to the Council for approval. After cvnsideration,'?
upon motion of T. F'. vdirt, seconded by F'. x. Seagle, and
unanimously passed, the contract wds approved and the Mayor
and Clerk were directed to ececute the same on the behalf of
the town, contingent upon approval of the Civil eerounautics~,
ed~iinistration of the Deportment of Commerce.
GxtiDEN In the matter of the request of the Garden Club
CLUB
for permission to plant trees and shrubbery on the two parkway
squares on the North side of Sixth street at Washington Aven~e,
~,
N., made at the March 9th meeting of the Council and referre
to the public properties committee for investigation and
report. The committee reported that they had met on the ground
and looked over the situation, and recommended that the Club,

be granted permission to plant appropriate trees and
shrubbery, under the supervision of R. L. Eastman, hor-
ticulturist, on the two parkway squares, and that all
the maple trees in these two sections of the park
north of Sixth Street, with the exception of two trees
in each section, on the south of these sections nearest
and facing Sixth Street, be removed. The project to
be sponsored by the Garden Club and to be participated
in by the citizens of the town and county in memory
and honor of those in the Armed Service. After discussion
on motion of Iii. F'. ~'~hite, seconded by G. C, Hall and
unanimously passed, the recommendations of the committee
were approved. On further motion of fir. ~~hite, seconded
by ter. Hall and unanimouuly passed,. the Ganden:.Club
was granted permission to plant flowers in the East section
of First Street Park, if desired.
STREETS On motion of Vgr. F. 4ahite, seconded by T. F. Wirt

and unanimously passed, the Council instructed the
director of public works to have certain streets in
the downtown business section of town washed twice each
week, except in the freezing weather, the work to begin
as early as 6 o'clock in the morning, leaving it to
the descretion of the director of public works as to
what days during the week the streets should be washed.
GFtn-`~'SNG Cdr. Howard R. Imboden brought before the Council
CALFEE
~I~Lll the question of grassing Calfee field. After discussion,
on motion of 0. P. Gordan, 3r., seconded by Yr. Imboden,
and unanimously passed, the matter was referred to the
public properties committee with power to act.
