The Council of the Town of Pulaski met in regular
session tonight at 7:3U P. ~. at the ~ayor~s office.

9, 1945, and the special meeting held on larch 16, 1945°
were read and approved.
BILLS & The regular bills and payrolls for the month of

unanimously passed, were approved and ordered paid. Said
bills are given at the conclusion of these minutes.

PETITION A delegation appeared before the Council, presenting
Pine St. a petition signed by residents and property owners in
S . ti9 .
Street the vicinity of Pine St., S. W., requesting the Council to
lmprove-
nents open Pine Street and put it in such a condition that it
can be traveled by vehicles between First St., So. and
martin Avenue. On motion duly made, seconded and unanimously
passed this petition was referred to the Street Committee
for investigation and report.
Pine St. Messrs. Philip Lurchet, F. Vi+. Farmer and Douglas
S•W' 3~artin appeared before the Council, requesting that the
Sewer line
Exten- sanitary sewage/be extended to their properties on Pine St.,
request-
ed' S. W., which matter was referred to the Water & Sewer
Committee for investigation and deport.
PETITION A petition was presented by residents on the South
CLARK ST side of Peak Creek, in the vicinity of Clark St., 5. W.,
S.W.

fit' locality, and on motion of W. F. VYhite, seconded by I. R.
Carper, and unanimously passed, this matter was referred
to the Dater Committee with power to act.
J.i~.S~ITS J. ~+. Smith, resident of Park Ave., near the
South East Corporate line, appeared before tn.e Council
requesting that his taxes be remitted. He was told that
a final decision on the re-establishment of the South Corporate
line had not been reached, .and the matter would be given
consideration later.

"Veterans H• I• Brown, representing the Re-Employment Committee
Information
Center" of the Pulaski County Selective Service Board, appeared before
the Council, presenting a plan for the establishment of a
"Vsterana~ Information and Service Center" at an estimated
cost of ~3,OOU.UO per year to operate a full-time office,
and requesting the Council to bear one-third of• this expense,
and stating that the County would be asked to pay two-thirds.
After consideration, on motion of T. F. Wirt, seconded
by r, a. Seagle, and unanimously passed, the Mayor was

directed to appoint a committee to confer with the County
Board of Supervisors. Whereupon, Councilmen 0. ~'. Jordan
and W. F. White were appointed by the Mayor to work with

extensions was referred to the Water and Sewer Committee
for investigation.
~.. C. Pierce reported that 100 rose bushes had
been purchased and planted in Oakwood cemetery, as
authorized at the Larch meeting of the Council.
On motion of T. F.~~irt, seconded by I. R. Carper,
and unanimously passed, the airport committee, composed
of W. F. White, G. C. Hall and Howard R. Tmboden, acting
with the Mayor, appointed at the October 1944 meeting
of the Council, was continued as a permanent committee
of the Council.
On motion of W. F. ~+hite, seconded by T. F'. Y~irt,
and unanimously passed, the contract between the Town
and R. t~. Hudson, covering certain operations at the
airport, was approved as executed, and made a part of
these minutes.
On further motion of ~'~. ~. White, seconded by
of approval
T. F'. Wirt, and unanimously passed, two letters/from the;;

were made a part of the minutes.
Said contracts and letters are as follows:

--WITH ESSETH--
That for the consideration and upon the terms and con-
ditions hereinafter ruentioned, the said party of the first part
doth hereby extend and grant unto the said party of the second
part the right and privilege of conducting flying, at the
airport known as Loving Field, near the Town of Pulaski, Virginia,
beginning xpril 1, 1945, for student training and flying, as
well as charter flying, with the privilege of buying and
selling planes in connection therewith; and the said party
of the second part agrees to pay to the said party of
the first part a yearly rental of EIGHT HUiVllREli xNU T~~ENTY
(~820.00;~, LLr':RS, payable quarterly in advance, and
further agrees to maintain the field according to C. ~,. a.
standards, and also pay to the said Town two(2~) cents per
gallon on all gasoline and two (~¢) cents per gallon on
all oil used in his own planes or sold to others, payment
therefor to be monthly and by the 5th of each following
month, and further agrees that when the volume of gasoline
and oil exceeds six thousand (6,000) gallons in any month,
an additional one-half (1/~w) cent per allon is to be
paid the Town on all over six thousand 6,000) gallons,
and further agrees to maintain sufficient personnel for the
safe and efficient operation of the field, together with
adequate flying equipment in connection therewith, rules
and regulations for operation of the field to be those of
the party of 3~e second part but not in conflict with
C. A. A. regulations.
It is further agreed that the said party of the
second part shall keep the field open to all who desire
to use it and cooperate with any local flyers and flying
clubs, with special attention to returning veterans,
together with a mutual understanding at all times to
strictly abide by and adhere to any Town regulations and
requirements in connection therewith; the books of the
company covering its operation at the field to be open
to inspection and examination by the Town at any and all
times, and the said party of the second part shall further
execute bond in the amount of X5,000.00 for faithful and
efficient conduct in connection with the performance of
this contract.

any character rendered on the field or any concessions
granted for any purpose shall be the subject of mutual
agreement between the parties hereto, to be entered into
hereafter.
It is further understood and agreed that the said
party of the second part is not to have the right to sub-
let or assign any rights granted hereunder without the
consent of the said party of the first port, and furthermore
carry adequate insurance to protect both himself and the
Town from any personal or property damage in connection
with said second party~s activities.
It is further distinctly agreed and understood
between the parties hereto that the privileges herein
extended to the said party of the second part and all
flying in connection with said field shall be subject
to all rights and reservations whatsoever now existing or
that may hereafter arise in connection with agreements and
arrangements between the Town of Pulaski and the United
States Government, and more particularly with reference to
the civil Aeronautics administration branch thereof, and
all privileges not herein granted to the said party of the
second part are retained and reserved to the said party
of .the first part.

Contract It is further agreed between the parties hereto ti~.at

contd. option, to cancel this agreement at any time upon giving
the said party of the secont part ninety (9U) days'
written notice of its intention so to do, and likewise tl~e
party of the second part is to have the privilege of
cancelling this agreement at his option, at any time,

written notice of his intention so to do.
In witness whereof, the said party of the first
part, pursuant to authority of the Council of the Town
of Pulaski, has caused its name to be signed by A. T.

Yee wish to acknowledge receipt of your letter dated
January 10, 1945 and enclosures forwarded therewith. it
appears that the lease and supporting documents are in
order, and steps have been taken to place them in line
for approval. In accordance with your request, we are

This letter will constitue the granting of special per-
mission to the Town of Pulaski for conducting operations
for tine period beginning with April 1, 19x5 and ending
June 30, 195. The field can be made available for any
type of private or commercial flying that meets with your
approval and which does not involve the installation of
structures of storage of aircraft within the boundary
marked and lighted landing area, and provided that you
will assume the responsibilities of maintaining the landing
area surface in proper condition for aircraft use. Any
hangar or service structures intended for use in con-
nection with flying operations are to be located at
points approved by the Regional Manager and are to be
obstruction lighted, if re:wired by the Regional Manager.
Tn all cases, the aeronautical activity musd be conducted
with properly certified aircraft and airmen, and in
accordance with civil air regulations.
~-e trust that the jown of rulaski will continue its
efforts in the interest of civil aviation and we wish to
assure you that you will receive our fullest cooperation.

This will acknowledge receipt of your letter of March
17, forwarding faor .arus~r~~<a contract xhich the Town
of Pulaski proposes to enter into with i~r. I~. h. Rudson,
granting hiu~ certain rights and privileges dt the Pulaski
airport.
Our review of the terms of the proposed contract indicates
that it is entirely in line with the ter~-s outlined in our
letter to you dated January 23, 1945, granting special
permission to the Town of Pulaski for conducting operations
for the period beginning april 1, 1945, and ending June
3u, 195. This office will therefore interpose no objection
to your consummating such a contract.
This office does not anticipate any need for copies of
the contract.

southward from 2nd St. N. ~. be oiled, to protect the
offices, several windows of which face on the alley, from
dust. On motion of ~. F. White, seconded by ~. D. Aust
and unanimously passed, this work was authorizedtb be
done at once.

Un motion of 0. P. Jordan, seconded by T. F.GVirt and
unanimously passed, the installation was authorized with
the providion that the property owners pay one-half
of the cost of construction, and with the understanding,-
which was satisfactory to the property owners,- that the
work would be done at such time as convenient for the
town to do it.
RBVTSiJN E. H. Kuehl, field consultant of the League of

having spent the day working with the director of` public
works and members of the ordinance committee, in revising
the town ordinances. fir. Kuehl reported on what work
had been done in this connection, and advised that ~he~e vas con-
siderable work yet to be done, which would take some time ?to
do, and that he would be glad to assist as far as he was
able in the completion of the work.
STREET Councilman T. H. Carper, chairman of the light

Bowman committee, reported that two lights had been installed

Street, West, referred to the light committee at the
~Carch 9th meeting of the Council, fir. Carper reported
that this was still pending for further investigation.

First St. reported that the 6" pipe line, previously authorized
S. E.
Peirce by the Council to be installed on First St. S. E. from
Ave.
Watson Ave. to Peirce Ave, anti on Maple Ave. S. E.
from a connection at Peirce five. to a connection at
Spruce street, and along T'eirce Ave. from a connection
at First St. to the south side of 4th Street, S. E.,
had been completed.
Fire Hydrant dir. Gatewood reported that the fire hydrant at
Valley ~c
First St.SW. the corner of Valley St. and First St. S. W., which
was previously authorized to be raised, had been raised
in, accordance with the r~rshe$ of C. E. ~alyew, who
made the request at a previous meeting of the Council.
GftASS.LNG Tn the matter of grassing Calfee Field, fir.
CALFEE
FI~;LD Gatewood reported that this work had been started.
He reported that he had had a conference with Dir. 61t. B.
Allison of the County School Board and ter. F. J. Critter,
County Superintendent of Schools regarding seeding the
portion of Calfee Field which was not at present in
grass, and that he had been assured by ter. Allison,
spearing for the School Board, that if the town would
have the field grassed that they would see that there
was no football practice on the field this season,
but with the understanding that any match games
scheduled at home might be played at the field, by
so locating the ball ground as not to interfere with
the new grass.
~Ilr. Gatewood s~p3s'ed- that owing to rainy weather,
the work had not been completed, but it ~uas expected
it would be by.xpril 15th, the date recommended by
T. B. Hutcheson, agronomist of Virginia ~riculture and
