PKESENT There were present: D~ayor A. T. Eskridge, presidibg; Lottie R. Runion, clerk; A. W. Gatewood, Director of Publ~lc Works; A. I~. Harman, Jr., attorney; B. C. Taylor, Treasurer; ~.. C. Pierce, Chief of Police, and Councilmen: 0. P. Jordgn, Jr., T. F. ~+irt, Howard K. Iruboden, W. F. White, F. K. Seigle, Y. R. Carper, W. D. Kust and G. C. Hall. Absent: None. D~INliTES The minutes of the regular meeting held on I~ay 8, 1945, were read and approved. The regular bills and payrolls for the month of BI1.,L5 & PeYxOLLS Delay were read, and on motion duly made, seconded and unanizpously passed, were approved and ordered paid. Said bills are given at the conclusion of these minutes. POLICE ~• C. Pierce submitted the police report for the REPORT month of Delay, which was read and ordered filed. Harriman for repairs and maintenance to his residence on the north;: side of 7th Street, East Pulaski, to cost X200.00; to Charlie Perry for addition of porch to frame dwelling on the north side of 2nd street, i~.Y~. between Randolph and Henry tivenues, to cost X75.00; to G. ~t. ~.c~illa-for frame store building on the west end of Commerce street, to cosh X200.00- granted subject to governmental approval; to Guy Walters for frame shed to be used for produce and fru~,t stand, on the west side of Jefferson Ave., between 2nd and 3rd streets, N. Jackson, WESTERN RAIi.- ~iAY representatives of the Norfolk ~c Western Railway Company, ttiASHI1VGTUN appeared before the Counci$ in regard to the crossing at AVE. CHOSSIHG Wiashington Avenue, and after discussion, the following re- solution was offered, which on motion of T. F. Wirt, seconded by ~'. A. 5eagle, was unanimously adopted: RESOLUTION RESOLVED that the Norfolk and ~-estern Railway ~#1) Company be and hereby is granted permission to install, maintain and operate a set of single arm crossing gates, with flashing light signals, at Washington Avenue, and at the same time distontinue the use of and remove the wigwag flash light crossing signals at that crossing; and RESOLVED that the Norfolk and Western Railway Company be and hereby is granted permission to install, maintain and operate a set of single arm crossing gates, with flashing light signals, at Jefferson tivenue, and at the same time discontinue the use of and remove or remodel, as it shall see fit, the double arm crossing gates at that crossing; and R7~SOLYED that the Norfolk and Western Railway Company be and hereby is permitted to place the control tower from which said crossing gates shall be operated at such convenient location on the right of way of the said Railway Company as shall be deemed by the Railway Company best suited for the purpose thereof; and RESOLVED that the Norfolk and Western Railway Company be and hereby is permitted to use and maintain in the locations shown on Sketch 2538, entitled nPulaski, Va., Grade Crossing Protectionr', dated June. 2, 1945, copy of which is attached hereto and made a part hereof, traffic control signs, showing thereon in illuminated lettering the words nN0 LEFT TURNn or "NO RIGHT TURN «, so placed as to prohibit traffic from entering upon the railroad crossing on that side of the street which is not protected by an aria of the crossing gates; and RESOLVED that the police department of the Town be and hereby is directed to cooperate with the Norfolk and Western Railway Company in protecting the crossing at the time the change is made from signal or double gate protection to single gate protection, and that the police department enforce the traffic signs in the next preceding paragraph described. This resolution shall be in effect from date of passage. (See page 664 for Sketch #2538 r~ef~Fred to.) Pulaski, Va., June ~, 1945 _ &~ESOLUTION BE IT RESOLVED by-the Council of the Town of (#r3) Pulaski, Virginia, that the town attorney be and hereby is directed to prepare an ordinance making it a misdemeanor, punishable by a fine of not less than Five 05.00) Dollars nor more than One Hundred ~~+lUU.00) Dollars for any person to make a left turn, traveling East on Commerce Street, approaching the Railway Crossing at Washington Ave., contrsl~y to the lighted sign to be erected at a point on the South side of the Norfolk and Western Railway, the North side ofy Commerce Street and the west side of Washington Avenue; also, both right and left turns approaching the Railway crossing at Jefferson Avenue from Commerce Street, contrary' to the signals to be erected on the South side of the ~~orfolk and Western Railway and North side of Commerce Street. PULASKI Wm. H. Pitzer and Ralph C. Bralley, representing BOXING CLUB the rulaski Boxing Club appeared before the Council, requesting permission to e~h3.bit amateur boxing bouts. After discussion, on motion of W. D. Aust, seconded by I. R. Carper and unanimously passed, the following resolution was passed: HESO- B~ iT RESOLVED by the Council of the Town of LUTYON Pulaski, Virginia, at its regular meeting held on June 7, 1~~5, THAT the organization of the Pulaski Boxing Club for the purpose of promoting the sport of boxing and for the purpose of exhibiting amateur boxing bouts, is hereby appro~ted. 5TtiTE On motion of H. LIGHTS The matter of insts.llation of new lighting facilities BflUNICIPAL OFFICES for the municipal building was brought before the Council , and on motion of T. F.Wirt, seconded by Howard R. lmboden and unanimously passed, the matter was referred to the light committee for investigation and report. W. F. WHITE W. F. White requested that obstructions be LOT removed and the alley at his lot on 8th St. and Jefferson Ave., ~1. be opened as much as necessary, in the event he gets permit to build on his lot. On motion of Howard R. Imboden, seconded by T. F. Wirt, his request was granted. P EDITION A petition signed by several citizens, ob~eeting OBJECTING TO COW & to a cow and stable in their neighborhood was presented. STABLE The matter was discussed, but no action was taken by the Council. A. V~.GATEWOOD A. W. Gate~aood, director of public works, reported REPORTS HOLLY ST & that grading. had been started on the Holly Street and JACKSON AVM;. Jackson Avenue project, previously authorized by the Council. He also reported that the street line had been PINB ST. SW established on Pine St., 5. W., and efforts were .hieing made to interview the property owners on the west side of P1ne Street, as to whether they were willing to donate sufficient width, for the driveway to be put through without filling up drain and hollow. WATER LINE In regard to the water line for Clark Street, .CLARK ST authorized at the May meeting, fir. Gatewood reported that the petitioners had been advised that in order to get " the service, it would be necessary for them to pay 12 months service in advance, and up to that date, none of them had complied with this requirement. D. hall for an entrance to his property on Valley Street, discussed at previous meetings of the Council, Mr. A. W. Gatewood reported that he had interviewed all of the abutting property owners, two of whom were favorable toward opening an alley, and the others were either opposed or not in ,. favor of donating the- necessary land for the alley,w~Cth the exception of the Calfee Estate, represented by Mr. E, D, Calfee, who was not in a position to make a definite statement at the time. The committee was continued. REPORT ~a$yor Eskridge reported that Mr. R. This has been proposed For acquisition by the Town of rul.aski after wad t5.me need ceases, when the system may be sold to the highest bidder at a fraction of its original cost. 1 Owing to the distance from the pumping station on New haver and small capacity filtration plant, tanks, etc. (capacity less than one-half of Pulaski~s present consumption of water), this project was not considered feasible ~- ~herefore, is definitely recor~rmended to be abandoned as an economical source of water supply for the Town. The plans were discussed by the Council, but no action was taken. There being no further pusiness, the Council adjourned at 10:30, P. ~.
