PRESENT There were present: mayor A. T. Eskridge, pre- siding; Lottie R. Runion, clerk; A. Vt'.Gatewood, director of public works, and Councilmen: J. K. Harrison, L. E. Whitesell, J. E. Punts, T. L. James, G. C. Hall, A. M. Bushong and 0. P. Jordan. Absent: F. A. Se~~gle. 1~INUTES The minutes of the regular meeting held on December 8, 1942 were read and approved. The regular bills and payrolls for the month BILLS & PAYROLLS of December, 1942 were audited, approved and ordered paid. Said bills are given at the conclusion of these minutsS• One building permit, coming within the require- BUILDING PI'RhITS ments of the ordinance was granted - to l~rs. F. D. Johnson for ~'epairs to her residence on the South side of ~dadison Avenue, between First and Second streets, S. E., to cost X300.00. POLICE ~• C• Fierce, Chief of Police, submitted his REPORT police report for the month of December, which was ordered filed 5~ On motion duly made, seconded and unanimously PENALTY passed, the Council ordered a 5~ penalty to be added on all 1942 taxes not paid on or before February 1st, 1943. 0n motion of J. E. Bunts, seconded by A. M. U.S.BONDs Bushong,. the Council approved the action of the Finance Committee in investing: Ter~_~Thc~usand(~10,000.00) in United States Government bonds. Calfee placed in the municipal building, STREETS The following streets were referred to the Street Committee for investigation: Stuart Ave., between FiYle~arid ~=`E~skerville Streets, S. E. ShoFt and Locust streets, East Fulaski. ++Dude Hill++ secion, south of Bertha Street. South Jefferson Avenue, extended. South Wash- ington Ave., near Stonewall Station. (coast) 4~~ Council Minutes Pulaski, Va., Jan. 5, I94~ PUBLIC A committee representing the Recreational RECREATIONAL COli~ISSION Commission appeared before the Council, and.made_:a deport [I of its activities for the past several months, and requested tYie Council to pass a permanent ordinance setting up the commission for Pulaski. After full discussion, dh motion of G. C. Hall, seconded by A. N!. Bushong, the following ordinance was unanirr~ously adopted: AN ORDINANCE CREhTING A PUBLIC RECREATION C0~6P~IISSIaN ORDINANCE pRESCP,IBING TERDdS OF ~E;~BERS, ORGAITZATION PO~tiERS AND DUTIES. BE IT ORDAINED BY THE COUNCIL OF TKE TOuVN OF PULASKI, VIRGINIA. 1. There is hereby established a PUBLIC RECRE- ATION COIai`~ISION. This Commission shall consist of nine ~9) persons serving without pay. Thershall be appointed by the Town Council. jhe term of office shall be for three (~} years or until their successors are appointed and qualified„ 1 except that the members of such Commission first appointed and qualified, shall be appointed for such terms that the term of three members shall expire one year thereafter and three members shall expire two years thereafter and three members three years thereafter. Vacancies in such Commission occurring otherwise than by expiration of terms shall be filled by the Town Council for the unexpired term. One memYaer of the Commission shall be the Superintendent of Schools, or a member of the School Board. No other Town official, elective or appointive, shall be eligible for appointment 2. Immediately after their appointment, they shall 1 meet and organize by electing one of their members President and such other officers as may be necessary. The commission shall have the power to adopt By-lags, Rules and Regulations, for the proper conduct of public recreation for the Town. 3. The Public Recreation Commission shall provide, conduct, control and supervise public parks and playgrounds,', athletic fields, recreation centers and other recreational facilities and activities oe any of the properties owned or controlled by the Town, or on other properties with the j 426 Council Minutes Contd. It shall have the power to conduct any form of recreation or cultural activity that will employ the leisure time of the people in a constructive and wholesome manner, subject to the approval of the Council. 4. THE PUBLIC RECREATION COM&~rSSION shall have the power to appoint or designate some one to act as Superintendent who is trained and properly qualified for the work and such other personnel as the Commission deems proper. 5. Annually the PUBLIC RECREATION COBf~lII5SION shall submit a budget to the Town Governing Body for their approval and proper appropriation. The Commission may also solicit or receive any gifts or bequests of money or other personal property or any donation to b e applied, principal or income, for either temporary or permanent use for playgrounds, parks or other recreational purposes. 6. THE PUBLIC RECREATION CO~d1VlISSION shall make an annual report to the Governing Body of the Town and other reports from time to time as requested. 7. ALL ORDINANCES ~ resolutions, or parts thereof, in conflict with the provisions and intent of this Ordinance are repealed. PASSED AND ADOPTED THIS 5th DAY OF January, 1943.
