The Council of the Tov~~rr of Pulaski met in monthly
session tonight G.t 7:30 at the ~a;Tor~ s office.
There were present: Mayor A.T. Eskridge, presiding;
Lottie R. Bunion, clerk; h. ~'.GdtF~w~oou, director of public
works; Roby n. Sutherland, attornE~y, and Councilmen:
J. K. Harrison, L. E.N:'hitesell, 0. P. Jordan, ~. A. Beagle,
T. L. James, G.C. Hall and A. ~. Bushong. Absent: J. E.
Bunts.
The minutes of the regular meeting held on
~`~pril 6, 1943 were read and approved.
The regular bills and p~_yrolls for the month of
Npril were audited, approved and ordered paid. Said bills
are given at the conclusion of these minutes.
M. C. Pierce submitted the police report for
the month of i~pril, which was ordf~red filed.
The Council approved thy; action of the Mayor a.nd
the finance corrimittee in investirg~ Ten Thousand 0:10,000.00)
in United States Government bonds.
The matter of the parking situation at the
intersection of Randolph hvenue and 2nd Street N. V'r., was
referred to the Street Committee for investigation and
report.
In matter of the complaint of Robert Bunts,
Sr., ~~l~~ih~ that his garden was flooded by reason of a
partially filled drain pipe, referred to the street committee
at the April 6th meeting, was further referred to A. W.
Gatewood, director of public Prorks for interview with
property owners along said drain pipe, and continued to the
next meeting. ,
In the matter of request for a light in West Pulaski
at the second bridge of the i~orfolk & Western Railway Company,
which was referred to the Light Committee at the April 6th
meeting, was continued to the next, meeting of the Council.

FOR MEN IN Councilman J. K. Harrison, representing the
AR~41ED Chamber of Co~imerce, proposed the erection of an honor
FORCES roll billboard listing the names of all Pulaski County
men in the armed forces. On motion duly made, seconded
and unanimously passed, the Council agreed to the proposal,
provided that the County would bear two-thirds of the
expense, and the Town bearing pne-third, or a sum not
to exceed ~"150.00, and Councilmen J. K. Harrison and 0. P.
Gordan were appointed a committee to take the matter up
with the County Board of Supervisors~dnd to select G s~~:Lt~a~le
location for the billboard.

ORLIidti~VCE Mayor Eskridge submitted the following ordinance

GrFifiriGE to regulate the disposition of trash and garbage in the
Tov~m of Pulaski, which, on motion of J. K. Harrison,
seconded by Z. E. ~~hitesell, was adopted.
AN ORDINANCE TO REGULATE THE DISPOSITION OF TRASH AND
GARBAGE IN THE T0~+1~I OF PUI,tiSKI, AND PROVIDING
PENALTIES FOR t~NY VIOLtiTION OF SAME.
BE IT ORDt~INED by the Council of the Town of Pu1ai,
Virginia, TH<<T:
(1) NO garbage or filth of any kind shall be
dumped or deposited upon any of the streets or alleys of
the Town.
(2) NO person shall s°,{eep or deposit pa;~er, rubbish,
or other trash upon any street, alley or sidewalk in the Torn,
nor shall any person, firm or corporation obstruct or
ir~oede the flow of water in any street, gutter, alley or din.
A11 persons, firms and corporations s:~all place all trash,
rubbish and the like in su1t~:ble metal containers vrith tops.
(~) t~LL garbage shall be confined in separate
suit~~ble metal containers with bps, and both trash and garbage
placed at such locations where the same will not hinder, black,
retard or endanger those using the streets, alleys, or v~alk~ays
of the Town, and where the same shall be accessible to the
garbage forces of the Town.

provision of this ordinance shall be fined not less than
Two Dollars and Fifty Cents (w~;.~0), nor more than Ten
Dollars (~i10.O0). Each complaint shall be considered a
separate offense.
(7) THIS ORDINANCE shall be in force and effect
from the date of its passage.
