PRESENT There were present: ~-ayor ~. T. Eskridge, presiding, Lottie n. Runion, Clerk, ~. M~. Gatewood, Director of Public Works, Roby K. Sutherland, attorney, and Councilmen: J. i~. Harrison, 0. P. MIiVUTES The minutes of the regular meeting held on iuiarch 7, 1944 were read and approved. BILLi~ & The regular bills and payrolls for the month of / PhYROLLS March were audited, approved and ordered paid. Said bills are given at the conclusion of these minutes. BUILD.iNG n building permit, coming within the requirements P EI~IIT S of the ordinance, was granted to E. V. Davis for an addition 16 ft.by 24 ft. to taxi cab stand on the east ' side of Randolph kvenue, between First and Second Sts. iy. 4ti. to cost ~v150.00, this to be used as a repair shop. DALTON~.a The Dalton amusement Corporation was granted BiJiLDING permission to replace present d~~maged ~ari~uee with new ~arquee,at the same height, on the Dalton Theatre building on Washing ton five. N. POLICE &I. C. Pierce submitted the police f~eport for the REPORT month of March, which was ordered filed. STREET In the matter of request for a street light LIGHT this Valley nd. made by residences on Valley Road, was referred to the Light Committee with power to act. CIIFtB & GUTTER I~rs. Constance Meredith, Ii~rs. J.H. Glenn and Miss 5thSt. N' ~1ary White appeared before theCouncil, asking that curb I~ r s . t~~ er e- dit!; and and gutter be installed and that•=the~~;hard surface street others be widened out to finish up with the proposed curb and gutter, on 5th Street,North,betvueen Jefferson and Rarid~~ph Avenues. Mrs. Meredith read a letter of c~i.a~'cd:'sm of the handling of the installation of the sidewalk petitioned for on t~ugust 29, 1940, and generally criticising the work that had been done, and things that had not been done ,which she claimed had been promised the propert~~ owners. The Council considered tre r.ec~uest, and the [1 1 1 matter was referred to the Street Committee, together with the mayor and i~irector of Public ~~orks, to look the situation over on the ground, and to report back to the Council at its next meeting. Dr. ~'.H. Farley Dr. H. K. Farley, appeared before the Council, Drainage complaining of tine drainage situation on his lots west of i~iatter Washington tivenue and forth of Fourth Street, N. Upon consider~~tion, it was determined treat iair. L. E. ~hitesell, Chairman of the Water Committee end i~r. G. C. Hall, Chairman of the Street Committee, continue any further negotiations th~.t might be necessary with Dr. Harley, in connection witch the matter in controversy. SOUTH CORPURt-iTE ti petition was presented by citizens and LINE property owners on the South side of tov~7n, asking that the VIiuE STREET corporate line be changed to exclude their properties, which was filed. On motion duly made, seconded and unanimously acting with tre mayor and Director of rubl3c Wks. passed, the Street Committee/(was appointed to look into the matter of changing the corp~~=tion line on the South side of town, covering the whole section from the East end to Vuest end, and to make recommendation and report at the next meeting of the Council. In the matter of request of property owners living on Vine Street, near the old Steel Plant, asking the Council to open Vine Street between the Norfolk & Western Railroad and E~ste.rn end of said street, the property owners agreeing to dedicate for public use a small strip off their lots v~rhere necessary, .fronting on the yorth sidE~ of Vine Street - on motion of t~. ~. Bushong, seconded by G.C~ Hall and unanimously passed, the Street Committee was authorized to view this on the ground, with pov~er' ~. ';. to act, provided the property owners signed a contract to be prepared by the town tittorney, dedicating the porti9 of their lots above referred to .for public use. ~ map showing the portion of lots to be dedicated will be found in the town files. Gatewood, Director of Public forks, brought Lafayette Ave. to the attention of the council, a condition prevailing on Lafayette Avenue, East Pulaski, pertaining particularly as it affects Jawes Havens, Russell Fadley and yrs. Maggie V~uilliams, and any others who might later build in the section between Lafayette tivenue and l~ewbern Hoad. He explained that the travelway in front of their homes being only 10 feet in width, end ~affiC in betting to and from these properties having been using vacant lots on Hickory Kvenue, owned by fir. J. R. Linkous, as a route of ingress and egress from these properties. fir. Linkous, having been approached, offered to sell two of these 25-foot lots to the Town for ~v125.00 each, which would provide width for ~he street leading East off of Hickory tivenue to the territory on and adjacent to Lafayette tivenue, as shown on the town map. On motion of J. K. Harrison, seconded by ~`i. M. Bushong, and unanimously passed, this matter vras referred to the Street Committee, with power to act. Appropria- At the request of L. E. ~~hitesell, and on motion tion X100.00 of J. E. Lents, seconded by J. K. Harrison, and unanimously Minute glen passed, the Council authorized an appropriation of ~v100.00 to be made to the "minute men" for uniforms, etc. The matter of delinquent taxes of ter. and bars. W. 0. and Leftw~ch ~' 0• Leftwich, was brought to the attention of the Council. Taxes On motion of J. K. Harrison, seconded by J. E. Bunts, and unanimously passed, the Council instructed the Town attorney to proceed to collect these taxes, with instructions to take any steps necessary, by chancery suit or otherwise. In event any controversy should arise in the settlement of these taxes, it shall be referred to the Finance Committee, with power to act. On motion of J. K. Harrison, seconded by Dglinquent Tax Book 0. P. Jordan, Jr:, and unanimously passed, the Treasurer Setup was authorized to set up a delinquent tax book, with the view of filing a delinquent tax list. Pulaski,Va., April 4, 1944 DELINQUENT In the matter of delinquent water accounts, this Y~rATER ACCOUNTS matter was referred to the Finance Committee, with in- structions to go over the accounts, with the view of purging the books of any old accounts which are uncollectible. OAKWOOD ~In the matter of Endowment Fund for Oakwood C Liu ET ERY EivDOVti~iENT Cemetery, discussed at previous r~ieetings of the Council, FUND Mr. Sutherland, Town Attorney, st~~ted that he had been making certain investigations, but owing to circumstances prevailing, he had been delayed in getting the information desired, but he thought that the situation was such that he would be able to make a definite report at the next meeting of the Council. SPECIAL Mr. T~. C. Pierce stated that Sheriff Summers had OFFICER requested that a special officer be appointed by the Town to conduct prisoners to and from the fail and court- house, or wherever necessary. This was approved, and it was decided that the Mayor and Chief of Police would have authority to designate a special officer to perform this service. FLUSHING The question of flushing the streets in the down- STHEETS town business section of town w«s brought before the Council by I~r. 0. P. Jordan, Jr., and Mr. A. W. Gatewood advised that the streets covered by black top in this section were being damaged by excessive use of water and flushing. Pulaski, Va., April 4, 1944 That we met at the C1erI:~ s Office of Ful.aski County on the 23rd day of March, 1944, that being the second day after the special municipal election held in said town of_ Pulaski on the 21st day of Burch, 1944, on the question of a change of form of Government for the Town of Pulaski. ode each took oath as Commissioners of said Special Election, before J. j~. Bosang, Clerk of Pulaski County Circuit Court, and proceeded to canvass the returns of said special election held in the totim of Pulaski, Virginia, on 'the 21st day of ~darch, 1944. From said canvass it appears that there were ' cast at said special election 882 votes polled, and that there were cast for proposed change in form of Municipal , Government 261 vots, and that there were cast against proposed change in form of B+~unicipal Government 620 vots, and one defaced ballot. Said proposed change in form of Municipal Govern- ment was disapproved by the voters of the town of Pulaski, by a majority of 359 vots. Bosang, Clerk. ~~ IN THE CInCliIT COURT OF PULI~SKI, COUNTY: Bdarch 24, 1944 IN THE MATTER OF: PROPOSED CHANGE IN THE FOF~M OF GOVERNi~ENT OF THE TOWN OF PULkSKI, VIRGINIA AN ORDER The Clerk of this Court having certified to the Judge thereof the report of the Commissioners of the special municipal election of the Town of Pulaski in the County of Pulaski, Virginia held on the 21st day of Ntarch, 1944, pursuant to order heretofore entered in term time of this Court on the 5th day of February, 1944 upon the question as to whether or not the form of government of the Town of Pulaski, Virginia should be changed to the Town ~uanager Plan of Government as defined in Section 2942 of the Code of Virginia; and it appearing from such certificate that the' said special election so ordered was duly held on the 21st day of March, 1944 pursuant to said ox~er; (cont~d) 5 2 5 Council Minutes Contd. It is, therefore, xLJUDGED and ORDI;ttED that the said proposed change in the form of Government of the Town of ~'ulaski, County of ~'ulaski,,virginia to the Town manager Plan of government a~ defrt~d in section 2942 of the Code of Virginia was disapproved in said election by the voters of the Town of Pulaski, Virginia by a ~ma3ority of 359 votes. Thereupon it is ORDERED that the form of Government of the Town of Pulaski, County ,; of Pulaski, Virginia be not changed pursuant to said 1 election and no other election for any change in the form of Government of the 'mown of Pulaski, Virginia shall be held within two years after the 21st day of March,1944. ' It is further ORDERED that the Clerk of this Court shall tax the costs of this proceeding and all costs incident to the holding of said special election and certify the same to the Town Council of the Tovm of Pulaski, Virginia for payment, together with a duly certified copy of this order.
