~~~ Council Minutes Pulaski, Virginia, June 8, 1944 The Council met in monthly session tonight at 7:30 at the Mayor's office. PRESENT There were present: A. T. Eskridge, Mayor, presiding; Lottie R. Bunion, Clerk; A. W. Gatewood,Director of ~'ubli.c Works; Roby K. Sutherland, Attorney, and Councilmen: J. K. Harrison, L. E. tiyhitesell, F. ~.. Seagle, T. L. James, G, C. Hall and A. M. Bushong. Absent: J. E. Bunks MINUTES and 0. P. Jordan, Jr. The minutes of the regular meeting held on May 2, 1944 were read and approved. BILLS & The regular bills and payrolls for the month of PAYROLLS May were audited, approved and ordered paid. Said bills are given at the conclusion of these minutes. BUILDING The following building permits, coming within P ER,~IT S the requirements of the ordinance, were granted: To Robert Manuel for frame dwelling on the south side of Clark Street, Big Railroad section, to cost X400.00; to D. Gray Langhorne for frame dwelling on the West side of Mt Olivet Road , between Mt Olivet Road and ~-agazine Street, to cost X200.00; to P. C. Corbin for repairs to building on the East side of Washington eve., N. between 3rd and 4th streets, to cost ~D215.00. The application of Raymond C. Hall for a 3-room frame dwelling on the north side of 8th Street., at Peppers Ferry Road, East Pulaski, to cost X900.00 was referred to the Councilmen of that ward for investigatio~r. M. C. Pierce submitted the police report for the» POLICE REPORT month of May, which was ordered filed. The request of Matthew Gemmell for street light ~~ 5T BEET LIGHT at 14th Street and Prospect Avenue, on motion of F. A. 14th St. Seagle, seconded by J. K. Harrison and unanimously passe, was referred to the Light Committee with power to act. E.F.Koch In the matter of the request of E. F. Koch, of Evangelistic services Wytheville, Va., to hold evangelistic services in tent,' for approximately ten weeks, in the Town of Pulaski, s~ilBe objection was raised to holding such a meeting in the residential section, and on motion duly made, seconded anc t ~~ Council Minutes cont d. Trigg James, TION COMMISSIONrepresenting the Pulaski Recreation Commission, appeared REPORT before the Council and submitted the annual report of the Commission, and requested that appointments be made to fill the vacancies on the Commission- these appointments to be made by the Council at an early date. FLAGS On motion of J. K. Harrison, seconded by F. A. Seagle FOR PANK and unanimously passed, the Council authorized the pur- chase of two flags to be placed at the East end of First Street Park. STATE On motion of T. L. James, seconded by G. C. Hall, the HIGHWAY FUNDS ~o.]a©wng resolution requesting the State Highway Commission RESOLU- TION for maintenance and reconstruction funds for the fiscal year 1944 - 1945, was unanimously passed: BE IT RESOLVED by the Council of the Town of Pulaski, Virginia that the State Highway Commission be and is hereby requested to allocate to the Town of Pulaski, Maintenance funds for the Maintenance of State Highways within the corporate limits of the Town of ru.laski, for the fiscal year 1944-1945, the same to be paid quarterly, and BE IT FURTHER RESOLVED that said Highway Commission be requested to allocate to said Town for the fiscal year 1944-195 Reconstruction funds, the same to be held in escrow, for the purpose of widening and improving Randolph Avenue in the Town of Pulaski (which forms a part of State Highway No. 99), the plans for this work having been previously approved by the Highway Department, and the work to be per- formed at such time as ~e~idappropriate, ~~~-+~~ the duration. Pulaski, Va., June 8, 1944 OAK~TOOD The matter of the enlargement of Oakwood Cemetery CF~riETERY was brought before the Council, and after discussion, upon motion of J. K. Harrison, seconded by A. j~. Bushong, and unanimously passed, additional land lying east of and ad- joining the present cemetery was approved, and a committee appointed at a previous meeting of the Council, was eontintted and authorized to take active steps and do all things necessary in connection with the purchase of a sufficient amount of land for the enlargement of the cemetery - the committee consisting of J. E. Bunts, L. E. ~ahitesell, F. A. Seagle a~1d Roby K. Sutherland, attorney, to act with the Mayor. AIRPORT The Mayor called to the attention of the Council certain matters pertaining to leases in connection with the Airport, advising that certain preliminary investigations had been made, looking toward lengthening the runways. After general discussion, on motion of J. K. Harrison, seconded by ~''. A. Seagle and unanimously passed; the Mayor was directed to appoint a committee to act with him in this matter. Whereupon, a committee composed of G. C. Hall, L. E. Whitesell, 0. P. Jordan and F'. A. Seagle was appointed to act with the Mayor, in renewing the present lease, obtaining additional-leases, if necessary, and securing options to purchase whatever amount of land considered necessary for the futher developement of the field. ti9. 0. & Mr. t~. ~~. Gatewood, director of public works, MONl~ 0. LEFTwIDH reported to the Council that W. 0. Leftwich, representing ,, himself and Mrs. Mona 0. Leftwich, in a conference with him, proposed to sell the Town of Pulaski, lots ~`1 and ~2 with building thereon in Section 2 Kersey Sub-division (dated August ,~~~. 2926) for the sum of One Thousand (~1000~00) Dollars, the purchaseprice to be credited on the indebted- ness of Mr. and Mrs. Leftwich to the town. After discussic~p, on motion of A. M. Bushong, seconded by J. K. Harrison and., unanimously passed, the Council, with the following condi- ;, tions, agreed to purchase from Mrs. Mona 0. Leftwich, the ~; above mentioned property for the sum of One Thousand (~v1,OdG.00) Dollars, with the wag provision: that a deed sat~.s- factory to the attorney representing the town be executed ~~ V Council ~dinutes contd. Pulaski, Va., June 8, 1944 within a reasonable time, not later than sixty (60) days from this date, and the purchase price be credited on the indebtedness of Mr. and Mrs. Leftwich to the Town of Pulaski. SOUTH CORP. The question of the re-location of the corporate LINE line on the south side of town was discussed with no final action taken. A. W. Gatewood Mr. A. W. Gatewood, director of public t~-r~~, Reports reported that Vine Street had been put in condition and Yine St. opened for traffic, as authorized at the May meeting of the Council. He reported that the side-walk along the property Sidewalk R.A.Hudson of R. .A. Hudson on Second Street N. E. and the cross-over on Madison Avenue had beena~mpleted. This was authorized at the February meeting of the Council. Vdalnut Ave. He also reported that Walnut Avenue in East Pulaski had been oiled, as previously authorized.
