There were present: Mayor E. V~`. Calfee, presiding, Lottie R. Runion, Clerk, A. rv.Gatewood,Director of Public Works,-and Councilmen: A. T. Eskridge, T. J.Wallner, L. E. Whitesell, T. L. James and G. C. Hall. Absent: J. E. Bunts, F. A. Seagle and A. iroi. Bushong. The minutes of the regular meeting held on July fith, 1939 were read and approved. A detailed statement of the regular bills and payrolls for the month of July, was audited, approved and on motion duly made, seconded and un~.nimously passed, ordered paid. Said bills are given at the conclusion of these minutes. The following building permits, coming within the requirements of the ordinance were wanted: To Wallner Hosiery dills for extension to their plant on the west side of Lee and steel Street, building to be of brick and concrete,q one and two stories, to cost X30,000; to Virginia laid Hosiery Mills for extension to their plant on the south side of First St. So., building to be of brick, concrete and steel, one story, to cost ~~10,000000; to sirs. D. ~. Painter for addition to brick dwelling on the north side of 10th st. N. ~. +~ converting building into apartment house - to cost X7,000.00; to J. 'N. Crowell for improvements to business building on the south side of 2nd St. N., to cost $4,000.00; to A. L. Odell for two-story frame dwelling on the south side of 16th St. N.W. to cost X3,000.00; to George Umansky for remodelling store-. room front on the south side of 2nd St. N. ~'V., to cost X2,000.00; to Charles Epperly for i~~provements to his residence on the west side of Lake St., by asbestos veneering; to cost X690.00; toSimon Edwards for a frame dwelling on the south side of Big Railroad, west end, to cost X500.00; to ~drs. Fagg asking th a certain portion of Union Avenue, in Bast Pulaski, described as follows: Beginning at the ]~~ S. corner of Lot ~ 8, $setion 236, a shown on the official map oP the Town of Pulaski; thence S. with the line of 5th. St. to a point 30. ft. from the center of the pry s®nt concrete Newborn-Pulaski Road; thence in a southernly direo~ in an unbroken curved line each point of which is 30 ft. from the center of said road to a point in an alley; thence in a We direction approximately 15 ft. to the 3. 8. corner of Lot ~ ~, 2e 236; thence in a Northernly direction with the line of said lot t the point of beginning,. the undersigned proceeded on the $ay of July, 1939, to view the said portion of Uaioa Avenue praybd #,~ be discontinued and vacated. Pulaski, Va., Aug. ~2, 1939 On motion of A. T.~ Eskridge, seconded by T. J. V9allner, the following resolution was unanimously passed: TRUST FUND V"J~iEREAS, Thomas G. Sayers, independent executor of the LOT IH estate of Jessie A. Sayers, deceased, has requested the Town OAKWOOD CEMETERY of Pulaski to accept in trust the sum of Three Hundred (~=300.00) SAYERS Dollars left under the will of the said Jessie A. Sayers, deceased, LOT for the purpose of the maintenance and up-keep of a lot in Oakwood Cemetery in the nam~C'e of N. A. Sayers, deceased; and ~, V~HEREAS, said provision of said will of Jessie A. Sayers, deceased, provides: ~~I~y sister, Lizzie S. Sayers, and her husband, N. A. Sayers, are buried at Pulaski, Virginia, and I set apart from my estate the sum of X300.00 to be expended in the. care of their graves. jf, at ti~ne~of~my des.th, there is an organized Cemetery Association or Corporation in existence which has the charge and supervision of the cemetery in which those graves are located, then that X300.00 will be: paid over to that Association or Corporation for such purpose by my Executor. If, at the time of my death, there is no organized Cemetery Association or corporation having the care and supervision of those graves, then that X300.00 will be by my Executor deposited with a bank or with some reliable Trust Company doing business at or near Pulaski, Virginia, and the bank or Company with which it may be deposited to use same for care of those graves. The actual expense of care .and up-keep of those graves is compara- tively little, and I desire the Cemetery Association or Corporation, if any, to which that ~~300.00 may be delivered, or in lieu thereof, the bank or Trust Company to which same may be delivered, to expend from that sum each year whatever may be found reasonably necessary for the proper care of those graves, and this to continue until the entire sum has been ' expended in that way.-~ NOW THEREFORE, BE ZT RE;SOyVED that said Town of Pulaski hereby accept said funds to be placed in trust for the 1 purposes aforesaid, and the finance ._ committee of the Council is above hereby authorized and directed to invest said funds for they purposes.. The mayor reported to theCouncil that it beca,~ne necessary $5,000. LOAN to borrow an additional X65,000.00 from the Peoples National Bank. AUTHORI~- On motion of x. T. Eskridge, seconded by T.
