The Council of the Town of Pulaski met in monthly

There were present: mayor E. W. Calfee, presiding,
C. Gl'. Bushong, acting clerk, A. W. Gatewood, director of public
works, and Councilmen: A. T. Eskridge, T. J. Wallner, J. E.
Bunts, L. E. Whitesell, T. L. James and G. C. Hall. Absent
F. A. Seagle and A. M. Bushong.
The minutes of the regular meeting held on August
22nd were Ead and approved.
A detailed statement of .the regular bills and payrolls
for the month of August, was audited, approved and on motion
duly made, seconded and unanimously passed, ordered paid.
The following building permits, coming vrithin the
requirements of the ordinance were granted; To W. J. Harman,
Jr. for 3-story brick dwelling on the east side of Prospect Ave.,
between 11th and 12th streets, to cost approximately X5,000.00;
Philip Burchett for one-story frame dwelling on the north side
of Second St., S. W. between Pine and Cliff Streets, to cost
X2500.00; In the matter of application of Woodrow Andrews
for a building permit on the north side of 4th St.,East Pulaski,
for a one-room frame house, action was deferred for further
investigation.
On motion duly made, seconded and unanimously passed,
the Treasurer was authorized to refund to J. W. Fagg One
Hundred 0100..00) Dollars, the amount paid for the purchase
of part of a street, said transaction having not been consummat-
ed.
T. W. Carter, State Traffic Officer and R. B. Johnson,
Fingerprint Expert of Roanoke, appeared before the Council and
set forth their individual claims for the .reward of $250.00
for the apprehension of the "Phantom Bungler", as advertised
in the Southwest Times as of November, 9, 1935. Af ter each
was heard, the Council went into executive session and discussed
the merits of their claims. On motion duly made, seconded
and on a polled vote of the C~euncil, four voted in favor of giving
the full reward to Carter and two to give to Johnson.

On motion of A. T. Eskridge, seconded by T. J.
Wallner, the following resolution was unanimously passed:
RESOLUTION `~ BE IT RESOLVED by the Council of the Town of Pulaski
STATE HIGHUtiAY
that whereas ce~t~.~streets forming part of State Highways

through the Town of Pulaski are less than 40 feet wide and
are, therefore, not a standard width as required by the regulations
of the Highway Department,
THEREFORE, BE IT RESOLVED that the Council of the
Town of Pulaski, upon request of the State Highway Department,;::
will pass such ordinances as may be required to limit and
control the parking of automobiles and other vehicles on

BE IT FIIRTHER RESOLVED by this Council that the State ;'

Highway Department be requested to allocate to the Town of Pulaski
reconstruction funds far the year 1939-1940, and the same shah be
used for the widening out and improving Randolph Avenue, which:;'.
forms a part of State Route #99, and that a copy of this reso-
lution be forwarled to the State Highway Department.
PETITION On motion duly made, seconded and unanimously passed,
Ii~PROVE- the petition of certain residents on 12th Street, requesting

12th 5t. the Council to surface and correct the drainage of this
street from the intersection of Jefferson Ave. to the inter- `s
section of Randolph Ave., was referred to the Street Committee
and Cdr. A. W. Gatewood, director of public works, for investi-
gation and report on any recommendations pertaining thereto.
TOVvN LEVY The town levy was fixed for 1939,. on motion duly made,,
seconded and. passed by a recorded vote--: Ayes: A. T. Eskridge;;
T. J. Wallner, J. E. Bunts, L. E. Whitesell, T. L. James,
G. C. Hall. Noes--- None. The levy is as follows:
BE IT RESOLVED by the Council of the Town of Pulaski,
Virginia, that a tax of X1.60 be levied on each $100.00
assessed value on all property, real and tangible persona,
for the year 1939, for the general purposes of the Town,
including the pay of its officers, the working and keeping
in repair of its streets, roads and bridges, and to pay the
interest on its public debt, and to provide a sinking fund

for the ~demption of the same, and in addition thereto a
poll tax of X1.00 is hereby levied on each mail citizen
of the Town over 21 years of age to be used in keeping its
streets, roads and bridges in repair.
In the matter of:
Discontinuance of portion of Union Avenue,
the following resolution, on motion duly made and seconded,
was unanimously passed:
WHEREAS, J. W. Fagg, after due and lawful notice
posted at the front door of the Courthouse of the Circuit
Court of Pulaski County, Virginia, and at two other public
places in said County, presented his application to the
Town of Pulaski, Virginia, for the discontinuance and vacation
of a certain portion of Union Avenue; and,
PJHEREAS; pursuant to said application, viewers were
appointed at a previous meeting of theCouncil of theTown
of Pulaski to view said portion of Union Avenue proposed to
be discontinued and vacated, and required to report in
writing what inconvenience, if any, would result to any
persons from the discontinuance and vacation of said alley;
and,
WHEREAS, said viewers proceeded on the 13th. day
of July, 1939, to view said portion of Union Avenue and have
filed their written report in which they state that no
inconvenience will result to any person or proprietors along
said street by reason of the discontinuance and vacation
of same.
NOW, THEREFORE- BE IT RESOLVED that, in accordance
with the statutes in such cases made and provided, that
certain portion of Union Avenue, as shown. on the official
map of theTown of Pulaski,Virginia, BEGINNING at the N. E.
corner of Lot ~8, Section 236, thence E. with the line of
5th. St. to a point. 30 ft. from the center of the present
concrete Newbern-Pulaski Road; thence in a southernly
direction in an unbroken curved line each point of which is
30 ft. from the center of said road to a point in an alley;
thence in a Westernly direction approximately 10 ft. to the
S. E. corner of Lot ~8, Sec. 236; thence in a Norhernly

direction with the line of said Lot to t:~e point of Beginning, ,
be, and the same is hereby discontinued, vacated and closed.
There being no further business, the Council adjourned
at 9:00 P. ~.
