142 Council Minutes Pulaski, Virginia, Mar. 3,1940 The Council of the Town of Pulaski, met in monthly session tonight at 7:30 at the Mayorts office. PRESENT There were present: dayor E. Yd. Calfee, presiding; Lottie R. Runion,,~Clerk; A. W. Gatewood, Director Public-Works, and Councilmen: A. T. Eskridge, T. J. Ydallner, L. E.t~Vhitesell, F. A. Seagle, and G. C. Hall. Absent: T. L. James, A. i~. Bushong and J. E. Bunts. MINUTES The minutes of the regular meeting held on 8'ebruary 6, 1940 were read and approved. BILLS & A detailed statement of the regular bills and pay- PAYROLLS rolls for the month of FebruG.ry, 1940 was audited, approved and on motion duly made seconded and unanimously passed,. ordered paid. Said bills are givers at the conclusion of these minutes. BUILDING The following building permits, coming within the PERAdITS requirements of the ordinance were granted: To Dr. W. W. Cummings for a two-story brick dwelling on the east side of Prospect Avenue, between 5th and 6th Streets, North, to cost ~p5,000.00; A. J. Smith for a one-story brick veneer dwelling on the west side of Randolph Ave., at 12th St. N. W. to cost X4500.00; Geo. S. Bunn, Jr., for a one-story asbestos shingle on dweling~the west side of Lexington Avenue, South, betvaeen Dora Highway and First Street,South, to cost X3500.00; Laughon Lumber Company for two one-story frune dwellings on the east side of Madison Ave. South, between 5th and 6th Streets, South, to cost X2,500.00 each; W. ~. Phibbs for remodeling frame dwelling on the east side of Walnut Ave., at 7th St. N. E. to cost X2,000.00; Mrs. W. D. Associaion appeared before the Council requesting the installa- Field tion of new wire screens in the grandstand at Calfee Athletic Field, stating that the wire had rusted and made it dangerous for spectators at athletic events. On motion duly made, seconded and unanimously passed, this improvement was authorized. They also requested that suitable dougouts be installed on the ,~-, ~eF d ~ field, and the Council directed that an estimate of the cost '~~ of this improvement be made. Upon motion duly made and seconded, the Mayor and all members of the Council present concurring, it was ordered that H. {~~. Steger, Fred 1~. Cole, J. F. Jones, 0. P. Jordan, Jr., and E. 0. King, citizens and freeholders of the Toe~m of Pulaski, any three of whom may act, be and they are hereby appointed . commissioners and viewers, who shall view the alley proposed to be discontinued and re-located, and report in writing to the next regular meeting of the Council of the Tovm of Pulaski whether in their opinion, any, and if any, what inconvenience would result to any person whatsoever in discontinuing-and re-locating said alley. Pulasizi, Va., ~darch 5, 1940 to the present church building, and in order to accomdate the proposed Sunday School Building, a portion of said alley will be needed, and the undersigned petitioners agree to furnish additional land for the re-location of said alley, as shown on the attached plat. The undersigned has had posted on the 19th day of February, 1940, that being the first day of the February term of the Circuit Court of Pulaski County, at the front door of the court house in said County and at two other public places in the neighborhood, notice of this application, a copy of which is herewith filed and made a part hereof. The undersigned further request that under and by virtue of Sections 5220 and 209 (9) of the Code of Virginia, that not less than three (3) nor more than five (5) viewers be appointed and designated to vie~,~ said alley and report in writing whether, in their opinion, any, and if any, what inconvenience would result to any person whatsoever in re-locating said alley; and that upon said report and other evidence, if any, after notice to any of the owner s of real estate along said alley proposed to be re-located, that said alley be relocated in accordance with the law in such cases, made and provided.
