HomeMy WebLinkAbout07-20-04Minutes of the Town Council work session held July 20. 2004 at 5:00 p.m. at the Christ Episcopal Church meeting room. There were present: Charles L. Wade, Mayor Jeffrey S. Worrell, Daniel Talbert, Jr., Bettye H. Steger, Lane R. Penn, John T. Bolen, Joel B. Burchett, Jr. Staff: John J. Hawley, Town Manager Bill Pedigo, Town Engineer Terry Nester, Asst. Town Engineer Dave Hart, Parks and Facilities John White, Economic Development Director Sherry Boyd, Finance Director Gary Roche, Police Chief Bill Webb, Fire Chief Dave Quesenberry, Asst. to the Town Manager Patricia Cruise, Clerk of Council Others: JoBeth Wampler, Press Mayor Wade called the work session to order. The first item on the agenda was a brainstorming session for a Vision for the Town. Following discussion, the following key words were chosen: Diversity Image Tourism/Recreation Security – FD/PD Adaptability Service to Community Infrastructure Forming partnerships with County and Dublin The Mayor and John White were to meet and try to put the key words into a Vision Statement. Additionally, a suggestion was made to ask David Allen and the owners of the Budget Inn to attend a Council meeting so that Council could thank them for their investment into the buildings in the Town that they are renovating. The Mayor moved on to the remainder of the Agenda. The following action was taken: 1. Re: the option to purchase lots for the tower lease Staff was instructed to purchase the lots. 2. PFRWTA user agreement. Staff was instructed to complete the agreement. Holidays. The consensus was to direct Town employees to observe the state holidays and also be allowed a personal day to use as they wish. Cigarette Tax Discount. The consensus was not to give the requested cigarette tax discount. Committee appointments. The consensus was to make the following appointments at the next Council meeting: New River Valley Planning District Commission: Terri Fitzwater-Palmore Virginia’s First Regional Industrial Facilities Authority (Commerce Park) Appoint: Councilman Worrell Agency on Aging: Ask Glen Aust Virginia Municipal League: Name Mayor Wade N. R. V. Development Corporation: Appoint Councilman Bolen Pulaski County Telecommunications Committee: Appoint Mayor Wade Cemetery Trust Fund: Appoint Bill Norris. (Additionally, staff was asked to schedule a meeting of the Cemetery Trust Fund and also to review the Cemetery Trust Fund bylaws and compare the prices to surrounding areas). Greater Pulaski Alliance: Appoint Councilwoman Steger Economic Development Board: Councilman Burchett will continue to serve. Pepper’s Ferry Regional Wastewater Treatment Authority: Councilman Penn is willing to serve if Dr. Johnston of Mr. Neblett withdraw. Grievance Panel: Appoint E. G. Black, Jr. Redevelopment and Housing Authority: Appoint Mrs. Nancy Strasser to replace Mr. Penn. Roy Buzzelli to replace Eddie O’Dell. Donald Clark to replace Owen McKinnie. b. Resolution 2004-25, Amending Resolution appointing members to Planning Commission adopted January 19, 1982. Consensus was to adopt Resolution 2004-25. BPOL Public Hearing ad. Approved copy of ad for Public Hearing scheduled to run for the August 3, 2004 meeting, pending legal ruling. Recommend that Council approve August 3, 2004 Ordinance 2004-24 amending §22-39(b) of the Town of Pulaski, Virginia Code of Ordinances. Mayor Wade moved on to the Organization Spreadsheet. Council reviewed each item on the spreadsheet and prioritized them. The summary is attached to the official minutes. Additionally, staff was asked to do the following in relation to the spreadsheet: Work on business plan for the Museum. Work with Gregory and Payne to get cost estimates for the Pulaski Business Park Prioritize the condemnation list to get best “bang for buck”, and then ask the Town Attorney for a completion date. Town Attorney directed to complete the dilapidated structure legal issues that have already been started. Then turn focus to collecting delinquent taxes. The Police Chief and the Fire Chief to bring options for radio systems to John Hawley with immediate, medium and long term plans. Get a quote for GIS and Building permit program and arrange a demonstration for Council. Mayor Wade moved on to the update for modifying Council Policies and Procedures. The Town Manager and Town Attorney will bring the appropriate changes to the August 3rd, 2004 meeting.
