HomeMy WebLinkAbout06-05-03Minutes of the Council work session held June 5, 2003 at 3:00 p.m. There were present: Mayor Charles W. Stewart, Jr., E. G. Black, Jr., Pauline G. Mitchell, John T. Bolen, James M. Neblett, Jr., Kenneth M. Fleenor. Jeffrey S. Worrell Staff: John J. Hawley, Town Manager Randolph D. Eley, Jr., Town Attorney Patricia Cruise, Clerk of Council Sherry Boyd, Finance Director John White, Economic Development Director Others: Peter Huber, County Administrator Mayor Stewart began the Work Session by adding two items to the agenda: a REMSI request and Trail easements. The first item discussed was the REMSI request. Mr. Hawley advised that at the June 3, 2004 Council meeting, Mr. Lawhorne addressed Council requesting that they reconsider the decision to reduce funding to REMSI. Following that meeting, Mr. Lawhorne asked Council to address the issue again at the work session. Following discussion, the consensus was for the Town Manager to notify REMSI by letter that Council is unable to increase the funding this year, but will address the issue next year. At 3:20 p.m., Council entered into Closed Session under 2.2-3711 (A-7), consult with legal counsel, on motion by Councilman Fleenor, seconded by Councilman Neblett and carried on the following recorded vote: Jeffrey S. Mitchell - Aye At 3:45 p.m., Council returned from Closed Session on motion by Councilman Black and seconded by Councilman Neblett. Councilman Neblett moved to adopt the Certification Resolution for the Closed Session, seconded by Councilman Fleenor and carried on the following recorded vote: Jeffrey S. Worrell - Aye Bettye H. Steger - Absent Kenneth M. Fleenor - Aye John T. Bolen - Aye E. G. Black, Jr. - Aye James M. Neblett, Jr. - Aye Pauline G. Mitchell - Aye The next item on the agenda was Trail easements. Mr. Hawley began with the Duke easement. He advised that the appraised value of the Duke easement was $9,397.50, and estimated legal fees are $1,500. This comes to a total of $10,897.50. Mr. Hawley advised that Mr. Duke had counter-offered with $10,000 for the land and the Town forgive the May 5, 2003 Nuisance abatement bill sent to him in the amount of $1,241.32. Included in that amount was a 25% administrative fee.
