Brinkley Eure" Education Building, Pulaski Community Hospital. There were present John A. Johnston, Lane R. Penn, Bettye H. Steger, Council members W. Edgar Hale, James M. Neblett, Pauline G. Mitchell, Charles W. Stewart Absent: Mayor Andrew L. Graham, Jr. and Vice Mayor Walter H. Schrader, Jr. Also Present: Frank Terwilliger, Town Attorney Thomas M. Combiths, Town Manager Ruth A. Harrell, Clerk Visitors: Dee Lindsey and Paul Dellinger, News Media SPECIAL MEETING In the absence of Mayor Graham and Vice Mayor Schrader, Councilman Lane so moved that Councilman John A. Johnston be appointed Acting Mayor. Motion seconded by Councilman J. Johnston Neblett and carried on the following recorded vote: appt. Acting Mayor John A. Johnston -Abstain W. Stewart -Aye The purpose of the special meeting was to consider Resolution No. 97- 8 Regarding the Expansion Resolution of the New River Resource Authority Membership. 97-8 NRRA Mr. Terwilliger advised the Resolution praises the Board of Supervisors and the Town of Dublin for their efforts both in the past and at the present. And urged the County and Dublin to either retain a combined majority voting position or at the least, to have parity with the combined voting powers of all other members. The Resolution also urged that transportation routes and methods by other jurisdictions sending solid waste to the landfill be controlled by provisions in user agreements or regulations as a precondition to the Authority accepting waste from such jurisdictions. And urged them to retain the veto power that now exists as to new members coming in and also veto power for acc~ting the waste from non-member sources. Councilman Stewart made a motion that Resolution 97-8 be adopted, seconded by Councilman Neblett and carried on the following recorded vote: REsolution adopted John A. Johnston -Aye W. Stewart -Aye I&I Problan Councilman Penn so moved to add to the agenda infiltration/inflowproblerns discovered today, seconded by Councilman Neblett and so carved. Mr. Combiths stated that the Town Engineer John Hawley had advised that they had discovered a private lateral entering our system on Route 11, in the vicinity of B & G Motors, Northwood Drive area on opposite side of the highway and in measuring, about 28,000 gallons per day flow from the private lateral into our sewer system. Sewer treatment charge comes out to about $14.00/day, $400/month. Residents are elderly and money is not available to make the repairs. Line can be plugged or work out a possible loan agreement with the owners. The lateral sits in a natural spring, has a break, and appears to be a constant flow. After discussion by Council, Mr. Combiths will bring back a recommendation from Administration.
