Minutes of the regular meeting of the Pulaski Town Council held February 20, 1996, at 7:00 p.m.
in the Council Chambers in the Municipal Building.
There were present: Mayor Andrew L. Graham, Jr., presiding
Council Members: John A. Johnston, John W. Stone, Bettye H. Steger,
W. H. Schrader, Jr., Roy H. D'Ardenne, Jr.,
W. Edgar Hale, Alma H. Holston, E. G. Black, Jr.

The meeting was called to order by Mayor Graham.
Councilman D'Ardenne led the Pledge of Allegiance and Vice Mayor Schrader gave the
Invocation.
Following the roll call, Councilwoman Holston so moved that the minutes of the regular meeting of
February 6, 1996, be approved as submitted, seconded by Councilman Black, and carried.
~~~ Mayor Graham stated that first on agenda was Resolution No. 96-7 designating Michael Jenkins,
~~ Director of Public Works, as the Town's representative for Federal Emergency Management
FIIKA Agency. Mr. Combiths advised that this resolution was a requirement of FEMA for public
assistance from the blizzard, and recommended that Mr. Jenkins be appointed as the Town's point
of contact. The public assistance is limited to five days of snow removal, however, salt costs are
not eligible.
Mr. Lyons advised that this emergency was the blizzard and not the flooding experienced in
Pulaski County. FEMA officials reviewed the damage due to flooding and then they make a
decision as to whether they feel the County should be eligible or not eligible. FEMA deemed
Pulaski County not eligible, however, we are writing an appeal to FEMA regarding the flooding.
Vice Mayor Schrader made a motion that Resolution No. 96-7 be adopted, seconded by
Councilman Hale and carried on the following recorded vote:

In hearing from the public, Mr. Ronald Vaughan extended congratulations to the Town Manager,
Director of Public Works, and their crews for their long hours, and the work that they have done
on the snow removal. He felt that they had done a wonderful job.
As there were no further comments from the public, Mayor Graham called for Council Committee
Reports.
UTILITIES CONIlVIlTTEE:
Chairman Johnston had no report.
FINANCE CONIlVIITTEE:
Chairman Schrader reported that the Finance Committee met briefly prior to the Council Meeting
and reviewed a memorandum from the Finance Director regarding the delinquent taxes. A short
workshop was also held to review the accomplishments, completed projects, and reflect on some
goals of Council. Another meeting will be scheduled to review further.

Chairman Schrader advised that the Town Attorney had been requested to research the
authorizations and at what point our Finance Director can operate under delinquent taxes, penalty,
interests, etc. The committee will also discuss this matter at a later date.
HUMAN RESOURCES CONIl~IITTEEā¢
Chairman D'Ardenne advised that the Human Resources Committee had met briefly prior to the
Council Meeting and asked that Town Council act on personnel policies.
The Human Resources Committee recommended that Policy No. 5.100 Disciplinary Action; Main
~~ Types of Discipline, Policy No. 4.230 Personal Demeanor and Appearance; Policy No. 4.310
~~ Solicitations; Policy No. 4.320 Contributions, Honorariums, and Awards; and Policy No. 4.200
Employee Ethics be adopted. The Whistle Blower Policy will not be acted upon until it is
reworked. Motion carried on the following recorded vote:

APPOI[11N1ENrChairman D'Ardenne advised that the Human Resources Committee recommended the

OONIROL Crime Control Planning Committee, co-terminus with term on Town Council. Motion carried on

Chairman D'Ardenne wished this group all the best in their future endeavors.
PUBLIC OPERATIONS CONIlVIITTEE:
Chairwoman Holston had no report, however, a meeting will be scheduled next week as there are a
number of items to be discussed.
ORDINANCE CONIlVIITTEE:
Chairwoman Steger had no report, but stated that our citizens should be reminded that as spring
comes and we begin to clean up, the Town has a very strict ordinance against refrigerators with
doors on them. When these refrigerators are set out to be picked up, the doors must be removed.
MAYOR'S REPORT:
~, Mayor Graham requested that June Draper's concerns regarding Valley Road be looked into by the
Var r ~.v ~. Public Operations Committee. Councilwomen Holston and Steger, and Rob Lyons viewed this
area this date.
BF~L Mayor Graham advised that the latest information on BPOL is that it will not affect the Town to
any degree. Mayor Graham asked that the Town Manager watch House Bi11599 as it may affect
our Police Department.
TOWN ATTORNEY'S REPORT:
Mr. Terwilliger had no report.
TOWN MANAGER'S REPORT:

~~, Mr. Combiths gave a projects update, and advised that we are trying to bring in by April 1 a draft
budget for 1996-97 on at least those items that are pretty fixed on the revenue side and expenditure
side.
