Mmutes of the special meeting of the Pulaski Town Council held June 28, 1996, at 7:30 a.m. in the
Council Chambers in the Municipal Building.
There were present: Vice Mayor W. H. Schrader, Jr., presiding
Council Members: John A. Johnston, Lane R. Penn, Bettye H. Steger,
Roy H. D'Ardenne, Jr., W. Edgar Hale

The meeting was called to order by Vice Mayor Schrader.
Councilman Penn led the Pledge of Allegiance and Councilwoman Steger gave the Invocation.
The roll call was taken.
pN Vice Mayor Schrader stated the purpose of the special meeting was to consider Resolution No. 96-
c~ 21 21 Requesting the Appointment of the New River Valley Planning District Commission as Pulaski

Councilman D'Ardenne gave three items of concern of the New Century Council and stated that
the New River Valley Planning District Commission has adopted the letter to the New Century
Council (copy of which is attached to Resolution No. 96-21) at their meeting on June 27, 1996.
Councilman D'Ardenne advised that the Pulaski County Board of Supervisors is on the verge of
endorsing this letter also.
In answer to inquiry from Vice Mayor Schrader, Councilman D'Ardenne stated that if the New
Century Council does not choose to address the areas of concern that are presented by the Planning
District Commission, he would recommend the Pulaski Town Council not to enter into a
partnership agreement with the New Century Council.
Councilman D'Ardenne made a motion that Resolution No. 96-21 be adapted, seconded by
Councilman Penn and carried on the following recorded vote:

~~. Vice Mayor Schrader stated that next on agenda was Ordinance No. 96-23 Amending Town Code
~~ Provisions Dealing with Trash, Weeds, Inoperable Vehicles, Buildings, and Nuisances.

W~ Mr. Terwilliger stated that he had changed the cover ordinance, regular session of Council to
NUISANCES special session of Council; date from June 21 to June 28, and the other change was to add a
sentence to paragraph two. There are some matters in progress at present where notices have
already been sent, and rather than have to duplicate notices and resend notices, he basically said
that although the existing ordinance is superseded, if there is any matter in which notices have been
sent under the existing ordinance, then the Town administration can elect to continue under those
matters only under the existing ordinances.
Mr. Terwilliger stated that Council had expressed desire to change Article III, Section 7-30 (b)
uncut grass, weeds or brush shall not be permitted, in any case, to reach a height of twelve inches
(12). This was changed to eighteen (18) inches.

Several changes in the amended ordinance were explained by Mr. Terwilliger.

Ordinance Committee Chairwoman Steger stated this ordinance will go into effect July 1, 1996.
She further stated that Council had worked a great deal on this ordinance and thanked the news
media for the coverage they had given it.
At 7:43 a.m. Council adjourned on motion made by Councilman D'Ardenne, seconded by Vice
Mayor Schrader and carried.
