Mayor Graham led the Pledge of Allegiance and gave the Invocation. Mayor Graham welcomed visitors to the meeting. Mayor Graham paid tribute to former Mayor Marvin Graham who passed away last week. Mr. Graham was Mayor of the Town of Pulaski from 1948 to 1950; represented the Town and County in Virguua General Assembly as a Delegate for 3 terms, and served as the Clerk of the Circuit ~~ Court for 23 years. MAYOR X577 rfay 2, 1995 Following the roll call, Councilwoman Holston so moved that the minutes of the regular meeting of April 18, 1995, be approved as submitted, seconded by Councilman Black and carried. Mayor Graham read Resolution No. 95-10 Recognizing Pulaski County High School Students for Honor Roll Status. Councilwoman Steger made a motion that Resolution No. 95-10 be adopted, seconded by Vice Mayor Schrader and carried on the following recorded vote: RESOIZTi~ON N0. 910 John A. Johnston -Aye Roy H. Mayor Graham read Resolution No. 95-9 Honoring Anita Taylor in appreciation of her R1~IZTi'ION contribution to the Town as Acting Finance Director, from September 7, 1994, to April 30, 1995. '~, N0. 95-9 I-IONORIl~IG Vice Mayor Schrader so moved that Resolution No. 95-9 be adopted, seconded by Councilwoman ANIZ'A Holston and carried. TAYLOR Mrs. Taylor thanked the staff for their assistance and she expressed that she was looking forward to working with the new Finance Director. There were six government students in attendance at this meeting and they will be forwarded copy of the minutes of this meeting. As there were no comments from the public, Mayor Graham called for Council Committee reports. UTILITIES CO1~Il~IlTTEE Chairman Johnston did not have a report. FINANCE COMMITTEE Chairman Schrader had no report, however, he reported that the proposed budget has been distributed and work sessions will begin. HUMAN RESOURCES IlUNIOR Chairnian D'Ardenne advised that the Human Resources Committee had met May 2, 7:00 a.m. ~(~~ They discussed the Junior Firefighter Program. The Town Attorney reviewed with Council and the PROGRAM Fire Chief the legal issues related to the Junior Firefighter Program. Staff has been asked to finalize a plan addressing the legal issues prior to the next Council Mceting. The Human Resources Committee also entered into executive session to discuss two personnel matters. Chairman D'Ardenne reported that Mr. Bob Henderson had resigned from the Board of Economic C Development. There are currently three vacancies on the Board of Economic Developmerrt. DEVFIDPr)FNI' Chairman D'Ardenne advised that Council had received some of the Personnel Policies that have been reviewed by the Department Managers for the Town and also the Town Attorney. As soon as Council has completed the budget process, they will start their review of the Personnel Policies. PUBLIC OPERATIONS Chairwoman Holston had no report, however, she advised that the Mayor, Town Manager, and Y Public Operations Chairwoman had viewed the steps at Oakwood Cemetery. Requests have been received to build steps. Administration is to bring back to Public Operations an outline where citizens can buy the steps. The Town will install the steps, and people would pay for them. It is hoped this item can be on agenda for next meeting. f ~i ORDINANCE CO1I~IlVIlTTEE A3ay 2, 1995 Chairman Black had no report. Mr. Terwilliger advised that meetings of the Ordinance Committee would be held aRer full copies of the text of the laws have been received, probably in late May. Mayor Graham explained to the students that the General Assembly had met and they enact certain laws that affect our community. The Town's laws have to be compatible with the State laws and this is what the Ordinance Committee will look into along with our Town Attorney. MAYOR' S REPORT Mayor Graham reported that the third Town Meeting was held April 25. IL Mayor Graham also reported that the Town will submit an application for the Virginia Municipal AWARD League Annual Achievement Award. Several items are being worked on including the use of UDAG money which helps the Town economically; renovation of train station, Ratcliffe Memorial Museum, the New River Trail Park, and work on Main Street. Mayor Graham asked that Council Members submit their name to the Town Manager if they would like to serve on one of the VML Policy Committees. TOWN ATTORNEY' S REPORT Mr. Terwilliger had no report. TOWN MANAGER' S REPORT Mr. Combiths gave a project update. Also, the VFW will assist the Town in the disposal of the American flag. Mr. Combiths reported that Mr. Pete Crawford had invited Town Council to tour their new facility on May 23. Mr. Combiths reported that Spring Clean the Town will start Saturday, May 6, 8:00 a.m. meeting in Jackson Park. Vests, gloves, and trash bags will be provided. i~R ~~ R was reported that the Virginia Department of Transportation Commission did meet on the ISTEA grants. A final decision has not been made but hope to hear from them in a week or two. This is the construction grant for the New River Trail. Vice Mayor Schrader suggested that computer corrtract negotiations be discussed in executive session in Finance Committee meeting under 2.1-344 A7.
