Minutes of the special .meeting of the Pulaski Town Council .held June 30, 1988,
at 8:00 a.m. in the Council Chambers in the Municipal Building.
There were present: .Mayor Gary C. .Hancock, presiding

The invocation .was given by Councilman Neblett.
WAIVER OF NOTICE OF SPECIAL MEETING
We, the. undersigned, duly elected members of the Council of the
Town of Pulaski, Virginia, .hereby .waive notice of a Special .Meeting of
said Council at 8:00 a.m., on the. 30th .day of June, 1988, for the. purpose
of adopting the 1988189 Town of Pulaski budget.
WITNESS our signatures this 30th .day of June, 1988.
BUDGET
Mayor .Hancock advised that the. purpose of the special .meeting .was to adopt
the F/Y 1988/89 budget for the Town.
In discussion of the budget, Councilman Graham stated he would like to see
the
Recreation budget cut by another 10~. Councilmen Johnston and Neblett expressed
their opposition to further. cuts in the Recreation budget.
Councilman Crawford made a motion that .reading of the resolution adopting

the budget be .waived, .seconded by Councilman .Neblett and .carried.
Mayor .Hancock stated that he .felt we should .make some of the alley improvements
that are .needed, with Council in agreement to do these repairs if enough money
is available. These repairs are to be considered a priority item. Council committed
to try to find funds for these projects.
Councilman Crawford made a motion that resolution be adopted approving the
June 30, 1988

budget for the Town of F/Y 1988/89, seconded by Councilperson Copenhaver and .carried
on the following recorded vote:

RESOLUTION
A RESOLUTION APPROVING THE BUDGET
FOR THE TOWN OF PULASKI, VIRGINIA
FOR THE FISCAL YEAR BEGINNING JULY 1, 1988
AND ENDING JUEN 30, 1989
WHEREAS, the Town Manager of the Town of Pulaski, Virginia, did present to the
Finance Committee of the Town Council of the Town of Pulaski a proposed budget for
the fiscal year beginning July 1, 1988,. and ending June 30, 1989; and,
WHEREAS, .said Finance Committee, together with other members of the Town Council
did meet and review and revise said proposed budget, and did finalize a proposed budget
for said fiscal year to be used for informational and planning purposes only, pursuant
to Section 15.1-160, et seq., of the 1950 Code of Virginia, as amended; and
WHEREAS, a brief synopsis of said budget as proposed by the Finance Committee was
published as prescribed by law, together with a notice of hearing to be held on June
23,1988, by the Town Council at regular meeting, and,
WHEREAS, a public hearing on said proposed budget was held on June 23, 1988, by
the Town Council meeting in regular session;. and,
WHEREAS, as a result of .said hearing, the Town Council has finalized and refined
said budget;
NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Pulaski, Virginia,
that .said proposed budget, as xevised, BE AND HEREBY IS APPROVED as the budget for the
Town of Pulaski, Virginia, for the fiscal year beginning July 1, 1988, and ending
June 30, 1989, in accordance with Section 15.1-160, et. seq. of the 1950 Code of Virginia,
as amended.
PROVIDED, HOWEVER, that as in accordance with .said Code, this budget is for informa-
tive and fiscal planning purposes only, and in no event shall this approval be deemed
an appropriation. Moreover, no money shall be .paid out or become available to be
paid out for any contemplated expenditure unless and until there has first duly been
made an annual, semiannual, quarterly or monthly appropriation for such contemplated
expenditure by this Town Council.
This RESOLUTION IS EFFECTIVE UPON ITS ADOPTION, AND IS ADOPTED this 30th day of
June, 1988.
An ordinance .was presented .setting the 1988 .rate of taxation on real estate and
personal property. Councilman Neblett so moved that .reading of the ordinance be
waived, seconded by Councilman .Neighbors and carried.
Councilman Crawford made a motion that ordinance be adopted, seconded by Councilman
Neighbors and carried on the following recorded vote:

:ORDINANCE
SETTING THE 1988 RATE OF TAXATION
ON REAL ESTATE AND PERSONAL PROPERTY
WHEREAS, the Town Council of the Town of Pulaski, Virginia, has the duty to fix
the tax rates on all real and .personal property properly subject to taxation within
and by the town,. and must assess such taxes as .may be .required to provide for the needs
and purposes of the Town;
NOW, THEREFORE, be it ORDAINED by the Town Council of the Town of Pulaski, sitting
in special session on June 30, 1988, that the 1988 tax rate on all real property pro-
perly subject to .taxation within and by the Town shall be twenty-nine cents ($.29)
per one hundred dollars ($100.00) of assessed .value and that the 1988 tax rate on all
personal property properly subject to taxation within and by the town shall be two
dollars and seventy-five cents ($2.75) per one hundred dollars of assessed value.
This Ordinance is effective upon adoption and is adopted by recorded vote of the
Town Council

Next on the agenda .was the declaration of sole source supplier of night
vision equipment and pager transmitter system for the anti-drug grant. The only source
SOLE for this equipment is Audio Intelligence Devices, Ft. Lauderdale, Florida. Total purchase
SOURCE
price will be $11,009. This is a State funded grant project.
Councilman Neblett made a motion that Audio Intelligence Devices be declared. as
the sole source supplier for this equipment. A contract will be negotiated and awarded
on or about July 15th. Motion .seconded by Councilperson Copenhaver and carried.
At 8:10 a.m., Councilman Neighbors made a motion that Council go into Executiv
Session on an Economic .Development .Matter under 2.1-344 (A4), seconded by Councilma
Neblett and carried.
At 8:30 a.m. Council returned to special session.
Councilman Neighbors .made a motion that the subject of cleaning .Peak Creek be

added to the agenda, seconded by Councilman .Neblett and carried.
Mr. McKeever advised that bids were opened on this project with only one bid being
received. Bids were not received covering the cleaning of Sproules Run or the removal/
of the slag. Bid only covered contracts 4~3 and X64 for a total of $75,900.
At 8:32 a.m. Councilman Neblett made a motion that Council adjourn, seconded by
Councilman Neighbors and .carried.
