At a regular Municipal filection held for the Town of
Pulaski, Virginia, on May 10, 1988, the following officers were
elected with terms to begin July 1, 1988.
Mayor Gary C. Hancock - two year term; Mary Lou Copenhaver,
Alma H. Holston, James R. Neighbors, John R. Schrader, Jr.,
Councilmembers to serve four years. Ira S. Crawford, Andrew ~.
Graham, Jr., James M. Neblett, Jr., W. H. Schrader, Jr.,
Councilmembers to serve two years.
The Mayor-elect and the Councilmembers-elect having duly
qualified before the Clerk of the Circuit Court of Pulaski
County, Virginia as provided by Section IX of the Town of Pulaski
Charter of 1948, and the Charter amendment approved by the 1986
Legislature, a meeting was held this 12th day of July 1988, at
4:00 p.m. in the Council Chambers in the Municipal Building.

Mayor Hancock appointed Brigitte M. Kirkner as Acting Clerk
of Council at this time.
Mayor Hancock asked the Clerk if she had received the
"Abstract of Votes" cast in the Town of Pulaski Municipal
filections held on May 10, 1988, and was advised by the Clerk that
she had received same, and upon his request, the Clerk read from
the Abstract of Votes the following: For Mayor of the Town of

As no one requested that the Clerk read the entire Abstract
of Votes, Councilman Neblett made a motion that the Abstract of
Votes be received and recorded as part of the minutes of this
meeting, seconded by Councilperson Copenhaver and carried.

OATHS OF Mayor Hancock inquired of the Clerk if she had received
OFFICE copies of the Oaths of Office taken before the Clerk of the
Circuit Court, and was informed that she had received same.
Councilman Neblett made a motion that Oaths of Office be received
and filed, seconded by Councilman Crawford and carried.
Thereupon, the newly elected officials were seated.
The Honorable Delegate J. Robert Dobyns advised in his
remarks to Council that it is a rare and unique opportunity and
DELEGATE Pleasure to speak to them at the beginning of their term of
DOBYNS office. He urged Council to know and realize that they are
SPEAKS special because the citizens selected them to serve the
community. He advised as the local governing body they "are
truly on the firing line". He noted that the qualities of a good
representative include honesty and dealing honorably with the
public, and being good listeners to the people, then they will
command respect. Maintaining the status quo is the easiest route
but he applauded the efforts in looking to the future and working
to improve downtown with such programs as Pulaski Main Street,
Inc. In closing, he advised that we have a good community and
one that we can be proud of.
The Honorable Justice Alex M. Harman reiterated Delegate
JUSTICE Dobyns remarks then added Council has a "thankless" job where
g~N they may be vilified and cussed and discussed and very seldom
SPEAKS receive words of encouragement. He then commended the Council
members for choosing to offer themselves to serve at the local
level. At this time, Justice Harman administered a ceremonial
Oath of Office to the Mayor and Council. He concluded by
presenting the Mayor and each member of Council with their
Certificate of Election.
Mayor Hancock advised a Vice-Mayor would now be elected for
the 1988-90 term. Councilman Crawford nominated James Neighbor's
for Vice-Mayor for the 1988-90 term, seconded by Councilman
Neblett.
VICE Councilperson Copenhaver moved that nominations be closed
MAYOR and Council elect James Neighbors as Vice-Mayor by acclamation,
ELECTED seconded by Councilman Graham and carried on the following
recorded vote:

Mayor Hancock advised the next item on the agenda was

Mayor Hancock appointed Committee Chairmen and members as
designed on the assignment sheet.
Mayor Hancock declared the organizational meeting adjourned
at 4:30 p.m.
Mayor Hancock called to order the first regular meeting of
the new Council.
Councilman Neblett moved that Brigitte M. Kirkner be
appointed as Acting Clerk of Council for the organizational
meeting and the regularly scheduled Council meeting being held
and seconded by Councilman Neighbors and carried.
Mayor Hancock advised that before Council for consideration
were the minutes of the last regular meeting of June 23, 1988 and
the special meeting of June 30, 1988. Councilman Graham moved
that the minutes be approved as submitted, seconded by Councilman
W. R. Schrader, Jr. and carried.
Mayor Hancock recognized Doug Phelps, Pulaski Main Street,
Inc. as a registered speaker at this time.
Mr. Phelps addressed Council on the downtown improvements
MAIN project. At this time, Mr. Phelps introduced Mrs. Kim Webster,
STREET who is a Registered Landscape Architect, who has agreed to donate
her work in this project, as far as the placement of trees and
recommendations on types of trees in memory of her father-in-law,
Mr. James Garfield Webster, a long-time resident of Pulaski. A
map indicating PMI Design Committee recommendations for placement

of trees in the Washington Avenue sector was discussed along with
the types of trees, low maintenance year round and survivability
in an urban setting. The final recommendation to the Town
Council for the downtown improvement project will be presented
after the PMI Design Committee Meeting on July 29, 1988.
Mr. Phelps advised that H & S Construction was the low
bidder on this project, and has advised that they will bring in
an additional crew to start work on the 200 block of Madison
Avenue. A map was presented at this time of the placement of
trees, along with recommendations. It was noted that concern to
the visual sight line on each corner has been given attention eo
vehicular traffic will not be obstructed. Also no pedestrian
traffic will be obstructed. Mr. Phelps advised a memo,
Construction Clues will be provided for the duration of the
project informing downtown businesses and Town Council of the
progress of the improvements. Also the PMI will be a
clearinghouse for information to the general public regarding the
project.
Councilman Crawford asked if businesses were going to be
asked to give donations for the trees.
Mayor Hancock asked if it could be publicized through the
news media that citizens donate a tree in memory of someone and
possibly have plaques or markers indicating the memorial.
Advised this would be a good way to involve the citizens.
Mr Phelps stated if it be the wishes of Town Council and Mr.
McHeever, PMI would be glad to check into this possibility.
As there were no comments from the public, Mayor Hancock
called for Council Committee Reports.

MAYOR'S REPORT
Mayor Hancock advised he had received correspondence from
CEMETERY Dorsey Shelor concerning the Town repurchasing three (3) cemetery
LOTS plots now owned by James and Ruth Fisher. The Town maintains the
right to repurchase all lots sold. The Bngineering Department
has reviewed this request and recommends these lots not be
repurchased.
Councilman Crawford made a motion these lots not be
repurchased, seconded by Councilman Neblett and carried on the
following recorded vote:

Mayor Hancock advised Mr. Terwilliger to inform the Shelor's
of Councils decision.
FOY AUST Mayor Hancock advised Council that he had attended a
DAY proclamation signing with Mason Vaughan, Pulaski County Board of
Supervisors, at the Pulaski Senior Center honoring Foy Aust for
his many years of dedicated service in the Town. It was
acknowledged that Sunday, July 17, 1988 will be declared Foy Aus
Day upon request of the Pulaski Senior Citizens Center.
TOWN ATTORNBY'S REPORT
Mr. Terwilliger had no report.
TOWN MANAGER'S REPORT
Mr. McKeever advised that the Town has received a rezoning
REZONING request for two vacant lots on Overton Drive, from Robert W.
REQUEST Alley. When first received the Town advised Mr. Alley that if
his intention is to develop these lots (with apartments} then it
may be advisable to proceed with the rezoning request and
conditional use permit (required for three or more units) at the
same time. Mr. Alley has now informed us he wishes to proceed
with the rezoning first. The recommendation is to refer to the
Planning Commission for review and the setting of a joint public
hearing.
Councilman Neblett made a motion that the rezoning request
be referred to the Planning Commission for review and the setting
of a joint public hearing, seconded by Councilman Neighbors and
carried.
Mr. McKeever informed Council on the updated area plan from
the New River Valley Agency on Aging for the next two years.
This information is being provided as this is an agency funded by
the Town.

Mr. McKeever advised Council of the notice of a public
hearing to be conducted by the Pulaski County PSA on Monday,
September 12, 1988 at 9:00 a.m. The purpose of the public
hearing is to gather public comment on revised rates for water,
PUBLIC sewer and refuse collection services. The PSA proposes a $10.00
HEARING uniform rate for em t
PSA P ying all solid waste dumpsters. The Town
Attorney should be asked to review this proposal and report at a
later date whether it is consistent with our current refuse
collection contract.
Mayor Hancock asked that the Town Attorney review the
proposal and report on his findings of the refuse collection
contract.
Mr. McKeever reported at this time on the grant repayments.
GRANT He noted the Economic Stimulus Grant will be repaid over the next
REPAYMENTS seven years in annual installments of $22 872.00 be

ginning July 31, 1988 and ending April 30, 1995.
Both of these payments are to be segregated into a separate fund.
He advised the Town is presently working with local banks
concerning the establishment of an economic development loan
pool. He advised a report concerning loan pooling will be
forthcoming in August.
Councilperson Holston asked if any other industry had
inquired in reference to receiving these funds.
Mr. McKeever advised there have been a number of inquiries
but they have been informed no money has been received and the
Town is not ready to unveil the loan pooling. Other thinking is
to start small for the first year and work out the bugs in the
pool of who does what and how it is going to work before broading
the base countywide.
Mayor Hancock advised Council is still working on a policy
for how this money will be utilized. No final conclusions have
been made.
APCO Mr. McKeever reviewed the correspondence from APCO
TWIN OAKS concerning the installation of street lights in the Twin Oaks
Subdivision. This project will be the first extension of street
lights into the annexed area. Given Council's recent direction,
the Town has proceeded to install these lights.
Mr. McKeever requested an Executive Session under 2.1-344
(A6), three legal matters.
Councilman Neblett moved that Council go into Executive
Session on the legal matters, seconded by Councilman Graham and
carried.

At 5:12 p.m. Council went into executive session.
At 6:10 p.m. Council returned to regular session on motion
made by Councilman Neblett seconded by Neighbors and carried.
COUNCIL MEETING Councilman Neblett moved that the regularly scheduled
CANCELLED Council Meeting of July 19, 1988 be cancelled, seconded by
Councilman Crawford and carried.
AT 6:13 p.m. Councilperson Holston made a motion that
Council adjourn, seconded by Councilman Neighbors and carried.
