Minutes of the special meeting of the Pulaski Town Council held July 22, 1986,
at 12:00 p.m. in the Council Chambers in the Municipal Building.
There were present: Mayor Gary C. Hancock, presiding
Councilmembers: John A. Johnston, Robert N. Glenn, Andrew L. Graham,
James R. Neighbors, W. H. Schrader, Mary Lou Copenhaver

WAIVER OF NOTICE OF SPECIAL MEETING
We, the undersigned, duly elected members of the Council of the

gown of Pulaski, Virginia, hereby waive notice of a Special Meeting of
said Council at 12:00 p.m. on the 22nd day of July, 1986, for the purpose
of considering a Pepper's Ferry Resolution, and any other business that
may legally come before Council.

Mayor Hancock advised the purpose of the special meeting was consideration of
the Pepper's Ferry resolution.
Utilities Committee Chairman Johnston advised that Engineers and Executive
Secretary had met with committee and answered questions that had arisen in a prior
Council meeting. This resolution will give bonding people approval to act if it
is in the Town's best interest to refinance our bonds.
Chairman Johnston so moved that resolution be adopted, seconded by Councilman
Graham and carried on the following recorded vote:

RESOLUTION. OF TOWN_COUNCIL
TOWN. OF PULASKI, VIRGINIA
WHEREAS, Pepper's Ferry Regional Wastewater Treatment Authority (Pepper's
Ferry) has, by resolution adopted June 26, 1986, approved certain amendments
to its User Agreement entered into as of March 4, 1981 between Pepper's Ferry;
the City of Radford, Virginia, the Towns of Pulaski and Dublin, Virginia; the
Boards of Supervisors of Pulaski and Montgomery Counties, Virginia, the Public
Service Authorities of. Pulaski and Montgomery Counties; and the Pulaski County
Sewerage Authority, as more particularly set forth on a duplicate thereof hereto
annexed; and
WHEREAS, according to the requirements of Section 9.1 of the User Agreement,
the same can be amended only with the consent of the parties thereto, and Pepper's
Ferry has requested such consent and approval to the Amendments, to be incorporated
into said User Agreement as of June 26, 1986, a draft thereof also being attached.

Virginia that the amendments to the User Agreement, adopted by Peppers Ferry on
` June 26, 1986 are hereby approved, and the Town of Pulaski consents to such -
` amendments; provided all other parties to the User Agreement also consent
thereto; and provided, further, that the same shall become effective when approved
and executed by the other parties thereto, and upon approval and consent of the `
Trustee under the resolution or indenture authorizing or securing Bonds of Pepper's
Ferry if such consent is held to be required by Peppers Ferry Bond Counsel.
BE IT FURTHER RESOLVED that the Mayor is authorized and directed to execute
the Amended User Agreement on hehalf of the Town of Pulaski, Virginia, to which
the Clerk is directed to affix the Seal of the Town of Pulaski when the consent
of the other parties to the User Agreement has been obtained.
This Resolution is adopted this 22nd day of July, 19$6, by recorded vote of
the Town Council.
Councilman Neighbors made a motion that the rezoning request of Horne Properties

be added to agenda, seconded by Councilman Johnston and carried.
Mayor Hancock advised that Council was in receipt of letter from Horne Propertie
advising they wanted to withdraw their request for rezoning property on Memorial Driv
Public notified through newspaper on this date, and letter to be filed with minutes
of this meeting.
Councilman Neighbors moved that request of Mr. Terwilliger to discuss a personnel

matter be added to agenda, seconded by Councilman Glenn and carried.
Mr. Terwilliger advised that approximately one year ago, a former Dispatcher,
Mary Hill, filed an EEOC complaint against the Town alleging she was fired because of
racial discrimination and we have received word today the EOC has found the complaint
was completely without merit.
At 12:05 p.m. on motion made by Councilman Glenn, seconded by Councilman
Neighbors, and carried, Council adjourned.
